Development of EIA in Mongolia Mongolian EIA system has started 1993-1994, when EIA improvement project has been implemented by Asian Development Bank. In 1998, Mongolian law on EIA established by parliament and after that all related legislations and guidelines are established. In 2001, Mongolian EIA law amended by the Parliament.
Type of EIA Mongolian EIA consists of General EIA and Detailed EIA. General EIA should be done before project implementation and during project planning period.
EIA System in Mongolia EIA STAGES GENERAL EIA (Screening Process) Ministry of Nature and Environment and Local Government Office must to complete screening DETAILED EIA ( EIA and EIS ) Authorized (or licensed ) Environmental Consulting Companies must to complete EIA for the Proposed Projects.
Type of EIA General environmental impact assessments must be conducted for projects intending to make use of natural resources in the construction, renovation or expansion of new or existing industries, services or structures or in other forms, and such assessments shall involve an advance determination and evaluation of the expected environmental impacts of the project.
Type of EIA 4 different results done by General EIA. 1. Direct implementing projects: small projects those are not negative impact for human health and environment. 2. Implementing project with environmental conditions: projects those are low negative impacts for human health and environment
Type of EIA 3. Required to do detailed EIA: Projects those are negative impact for human health and environment or not possible to determine negative impacts during general EIA and need to do more detailed survey. 4. Impossible to implement: Projects those are not conformed for relevant regulations, not considered on land management plan and with harmful technology for environment and human health.
Detailed EIA Detailed EIA: should be done by professional EIA companies, considered by EIA commission and proved by Ministry of nature, environment and tourism.
Following items should be done by Detailed EIA: Environmental basic characters of the area Technological best version of the project Negative impacts of the project, its mitigation and recommendation Survey of the negative impacts, its volume, spread out and outcomes Risk assessment Environmental protection plan and monitoring program Public opinion and consideration of local government Cultural heritage of the area, its interrelation with the project Reclaimation plan
EIA significance To provide good human living environment To limit environmental pollution and degradation To prevent natural resources To meet sustainable development tasks To elevate project development To enhance ecology-economical efficiency of the project To produce ecological clean products To conduct environmental friendly technology To prevent risk To predict negative impacts from the project, and to do plan which is how to mitigate, eliminate them
Environmental protection plan and monitoring program Project developers should have an environmental plan and monitoring program due to monitor their own activities and to meet EIA recommendations.
Environmental protection plan and monitoring program Environmental protection plan must be contained possible negative impacts of the project, its mitigation procedure, implementation budget and timetable. Environmental monitoring program must be include following issues: Monitoring on environmental impact from the project implementation, monitoring procedures, analysis, its method, budget and timetable.
