IN THE TANGIER BACKGROUND: A IMPORTANT NETWORK OF INFRASTRUCURES 7

Tangier, a metropolis of trade in search of an identity renewal The city of Tangier, in the light of its situation and its economic and human potential, needs to position itself as a "large supraregional exchanges pole. This Metropolitan vocation leads to a cultural identity which must be rediscovered and consolidated. 8

The vision of the development, the foundations of a durable development The vision of the city of Tangier project is constructed by the following fundamental aspects: The environmental potential of the city of Tangier; Human development, a dimension which should not be overlooked; Highlight the memory of the city and the civilizational image of Morocco; Strengthen the macro - structure of the city: polarity, centres, subcentres; Promote the flow of traffic and encourage the public transport. 9

Conversion of the Port of Tangier in a multifunctional space and condicioning of the sea cornice and some public spaces in the city centre. 10

The project of conversion of the port area of Tangier Ville will offer important infrastructures dedicated to host the largest cruise ships in the world. General perspective of the Project: view of the medina

The architectural heritage

In recent years, Morocco has seen an important development in the field of information and communication technology (ICT), allowing to position itself as a leader country at regional level. This development is the result of the strategies adopted at the highest level of decisions, particularly the Morocco Digital 2013 strategy. The number of mobile phone subscribers reached more than 36 millions at the end of March 2012, with an increase of 8.58% from its level at the same date in 2011. 20

The Internet Park reached 3.5 millions of subscribers, with a rate of annual growth of 56.51%, notifying that the rate of Internet penetration has reached 13% at end of last March. At the same time, the number of Internet users is 15 millions, being this growth due mainly to the development of the Internet offers in 3G mobile broadband, representing the 83,28% of the total subscribers, with an annual growth rate of 71,08%. Three operators share this sector: Moroc Telecom, Meditel and Inwi 21

In Tangier, the connection rate to the mobile telephony and Internet is very important. All Government and private institutions are connected. A project of digitalization of the request procedure of construction permit is underway for improving the business climate; The creation of companies is done by internet. The request of development license is done via internet; 22

Tangier, as the second economical pole of Morocco, knows an important evolution in this sector. A Technopark project in Tangier which is the third one after Casablanca, Rabat and Oujda is ongoing. It is a point of settling of Information and Communication Technologies. Technopark aims to position itself as: FACILITATOR ACCELERATOR CATALYST 23
