BOARD 1 INTRODUCTION Welcome to the Public Consultation event for the proposed development at Broomhills, Frogston Road East. The proposal comprises of a residential development, open space, site for a Primary School, small-scale commercial units with associated roads, footpaths, parking and landscaping. Clarendon Planning and Development (Planning & Landscape Consultants) and EMA (Architects) are acting on behalf of David Wilson Homes and the landowners (Catchelraw Trust) to gain detailed Planning Permission for the above proposal. Area excluded from LDP Allocation The purpose of the Pre-Application Consultation is to inform the community of the emerging plans and allow for early discussion to inform our proposal, which is the main objective of today and tomorrow. SITE This site has been allocated by City of Edinburgh Council in the Proposed Edinburgh Local Development Plan and aims to contribute to the housing land requirement for the Edinburgh Area, which is discussed on Board 2. The design proposal is still being developed and has the capacity to evolve over the coming months before a Planning Application is submitted to Edinburgh City Council. The design team is also working with Architecture + Design Scotland, the Government s design body, in developing the proposal. National Planning Policy Scottish Planning Policy and the National Planning Framework require a generous supply of land for the provision of a range of housing in the right places. BOARD 2 PLANNING + HOUSING CONTEXT PROPOSED PLAN Strategic Planning Policy The South East Scotland Strategic Development Plan (SESplan) was approved in June and includes South-East Edinburgh as a Strategic Development Area. Draft SESplan Supplementary Guidance on housing allocations has been appproved by the participating local authorities (including Edinburgh) for public consultation (November/December 2013), which outlines a requirement for 22,300 new houses in Edinburgh between 2009-19, with land for 2,500 of these houses to be identified within South-East Edinburgh. Local Planning Policy - Edinburgh Local Development Plan A Proposed Local Development Plan was published by the City of Edinburgh Council in March 2013, allocating the Broomhills site for housing, as detailed on the accompanying site brief which was prepared by the Council. The site capacity is still to be confirmed via detailed design but the Council s site brief allows for an indicative upper capacity of 595 units. The Council prepared their plan in advance of SESplan identifying the need for additional housing land - therefore, the Council have confirmed that a revised Proposed Plan is to be released in May / June 2014 to identify where this additional housing need can be met. Given the substantial need for new housing in the Edinburgh area, greenfield sites will be required to be released for housing and those sites should maximise their capability of providing units whilst also creating attractive new places.
