ADDENDUM NO. 1 for MARQUETTE HOUSING COMMISSION Pine Ridge Apartments Fire Alarm Replacement Project #A1140 Marquette, Michigan December 12, 2016 TO: ALL BIDDERS OF RECORD This addendum forms a part of the contract documents and modifies the original specification and bid proposal as noted below. Acknowledge receipt of this addendum by attaching a copy to the Bid Proposal Form. Failure to do so may subject bidder to disqualification. This addendum consists of seven (7) pages plus sheet E1. A. General Items: a. The Addendum replaces all prior e-mail communication. b. The Owner has original blue-line drawings dated January 24, 1968 which include architectural, structural, plumbing, mechanical, electrical, fire protection and fire alarm which are available for the contractor s review. The drawings are also available in pdf format. c. See the attached sign-in sheet from the December 5, 2016 pre-bid meeting. d. The bid due date remains Tuesday, December 20 th at 10am. If bids are to be delivered via FedEx or UPS ensure the receipt indicates delivery by Tuesday, December 20 th at 10am in case of any delivery delays. e. The contract length will be revised to allow for six months of construction. The six months will begin after all shop drawing submittals and plan reviews have been completed.

The General Decision Number MI160135 dated 09/09/2016 which is included within the Project Manual does NOT include a rate for Electrician for Building Construction Type. All bidders to use as a minimum the rate included for Residential Construction Type, summarized below. The contractor will also be given access to an area within the building where they can break or eat. i. Work hours are Monday Saturday, 8am to 6pm. The contractor is not required to work Saturdays. j. No smoking is allowed within the building. Any smoking must be 25 feet from the building. Chewing tobacco is allowed but related refuse must be properly disposed of. k. Refer to the Asbestos Survey dated September 10, 2009 by Lakeshore Environmental at the following link from the Marquette Housing Commission web site: http://www.mqthc.org/wp-content/uploads/2016/12/skmbt_42316120712170.pdf l. All on-site contractors, subcontractors or suppliers are required to wear identification, examples of which include badges or clothing emblazoned with the company logo. This identification is in addition to the written verification regarding Criminal Background check and exclusion on any registered Sex Offender listed in paragraph 8.D of Section 00101 Architect s Supplemental Instructions to Bidders page 2. m. The contractor will be required to submit regular schedules to the Owner. 48 hour written tenant notification is required for all work within apartment units. The Owner will give the written notice to the tenants based upon the contractor s schedule. n. Refer to specifications 28111.1.5.A.2.b and 28111.1.7.B. NICET Level IV for is required for design. NICET Level IV is required for final programming, commissioning, testing, and training of the final system.

There are two occurrences of the telephone symbol T outside of the building footprint; north of the Maintenance Garage and north of Stair 2. Disregard the two symbols. ii. The new Fire Alarm Control Panel to be located adjacent to the existing panel scheduled to be removed in the Electrical Room as shown but not noted. C. Response to Questions: Q1: Note on sheet E1 states Design shall include capacity for ½ the units on each floor to be converted to hearing impaired unit. Is this a requirement? A1: Yes, final design to have the capacity for 50% of the apartment units on each floor to be converted to hearing impaired units in the future. Q2: Specification section 2.14 requires a Listed printer. Is a network card, specifically the SafeLINC by Simplex, acceptable? A2: Yes, a network card which provides electronic documentation meeting code is acceptable. Q3: Is the elevator shaft sprinkled? A3: Contractor to verify but original drawings do not indicate suppression in the shafts. Q4a: Specification section 2.4 Manual Fire Alarm Boxes lists requirement of Indoor Protective Shield. Is this required for all pull stations? It will add depth. A4: No, Indoor Protective Shields are not required. Q4b: A4b: Specification section 2.4 states to supply manufacturer s surface back box at surface mounted stations. Is there a known quantity? Existing building is block wall construction at corridors. It can be assumed that all devices will be surface mounted except for areas where there is a drop ceiling, limited to minimal areas at the first and ground level floors. Q5: Specification says no more than 50 addressable devices per SLC. Is it ok to isolate per floor rather than per device count? This would save on field or panel mounted isolators and installation. A5: Isolation per floor is required. More than 50 is acceptable.
Page 4 of 6 Q6: Page 10 from 2.7 Notification Appliances states: A. General Requirements for Notification Appliances: Individually addressed, connected to a signaling line circuit, equipped for mounting as indicated and with screw terminals for system connections. Does Individually Addressed require truly addressable notification? A6: Yes, the design intent is for addressable notification, detection and monitoring. Voluntary alternate may be provided outside of base bid. Q7: Section 2.3 Fire Alarm Control Unit part K states: K. Voice/Alarm Signaling Service: Central emergency communication system with redundant microphones, preamplifiers, amplifiers, and tone generators provided in a separate cabinet located in the fire command center. A7: The main Fire Alarm Control Panel is intended to be in the basement, adjacent to (replacing) the existing fire alarm panel, see revised sheet E1. A spare of each on site is acceptable if it meets minimum code requirements. If the Fire Command Center does not increase in size, it is acceptable to have the main Fire Alarm Control Panel in the Fire Command Center. Q8: Please confirm the date of the first complete annual inspection required with the bid. Please advise whether paper or electronic reports of the results are required. A8: Provide a complete inspection including testing of all addressable devices per NFPA 72 one year after the date of substantial completion. Provide Owner electronic i.e. pdf results of the testing. Q9: Please detail the FCC, Fire Command Center. A9: The command center is required for high rise buildings and is required to have monitoring and overrides for the following: Elevator, fire pump, transfer switches, generator, smoke evacuation, (if installed), to allow for managed control of the building from the single location. This includes the voice communication along with all of the building s associated documentation to allow the fire department full knowledge of possible threats during a fire or active event at the site. Q10: The bid form has the alternate wireless system as a deductive alternate. Is that correct? A10: Yes, the wireless system is a deductive alternate. Refer to section 012300 Alternates. Base bid is a wired telephone system which includes all of the stairwell and elevator lobby hardwired phones. The alternate provides a wireless system in lieu of the wired system and to include the communication system booster to allow for appropriate signal strength for the fire department in the building. Q11: What is Smoke EVAC sequence of operation? A11: Contractor to verify existing system and provide monitoring of status, manual override, and automatic operation per NFPA72. Coordinated documentation to be provided with delegated design submittal.
Page 5 of 6 Q12: What is Voice EVAC sequence of operation? A12: Contractor shall provide sequence of operation matrix per NFPA 72. Shall include individual messages per floor with evacuation of the floor above and below dependent upon coordination with fire marshal requirements. Coordinated documentation to be provided with delegated design submittal. Q13: Are there stairwell pressurization fans? A13: Contractor to verify but Owner states there are no stairwell pressurization fans. Q14: Are there existing duct detectors and dampers in the chase? A14: Field verify and confirm, per plans. Plan on worst case scenario. Q15: What is the voltage and current draw on the existing dampers if they do existing? A15: Contractor to field verify. Q16: Is the evacuation going to be general evacuation of the whole building or is the system partial evacuation with defend in place? A16: Design intent is for partial evacuation. Q17: If partial evacuation is being used is the EOR requiring Circuit Integrity cable between floors and the panel? A17: Yes Q18: Are protective guard required at each manual station as noted in 283111-2.4A.3? A18: No. Q19: Spec section 283111-2.5.2 call for 4 wire smoke detectors. Addressable detectors are not 4 wire detectors. Please clarify. A19: All devices shall be addressable. Provide base plate style units per specifications. Q20: Are all detectors to have integral heat detectors as indicated in spec section 28311-2.5.7.b? A20: Unable to verify specification section. Smoke detectors shall have sensitivity adjustment but not smoke and heat detection. Q21: Spec section 2831a1-2.5.C.3 requires weather proof duct detectors. Is this a requirement for the detectors inside of the building? A21: This requirement is for duct detectors requiring weatherproof enclosures. Standard enclosure is acceptable for installation inside in a dry location. Q22: Spec section 2831a1-2.7.A call for addressable notification appliances. This requirement will drive up the cost of the project significantly. A22: All devices shall be addressable. Contractor may provide voluntary alternate for review.
Page 6 of 6 Q23: Where is the location of the new fire alarm control panel? There is a key note on E1 but I cannot find it on the actual drawing. A23: New main panel to be located adjacent to existing panel in basement. Q24: Spec section 283111-2.3.C.c call for 1 SLC circuit per floor. Is this intent? A24: (1) Minimum per floor, per specifications. Q25: Spec section 283111-2.3.C.d limits the number of addressable devices to 50 most system have 250 or more addresses available on a SLC circuit. Is this truly intent or are isolation module an acceptable alternative? A25: See response A5. Isolation per floor is minimum requirement. More than 50 per floor is acceptable. Q26: If a printer is required I do not see a location for the printer indicated on the drawings. A26: Printer location would be in Fire Command Center. See response to Question 2 for alternative to printer. Q27: Spec section 283111-2.3-M.2 call for the system to be designed assuming all candela ratings are a minimum of 110cd. Is that the intent on this project? This adds extra expense. A27: Yes, this is the intent. Q28: The drawing indicated that symbol [10] is a combination smoke detector and A/V. These will be separate devices. Are the devices in the bedroom the only location for the 177cd strobes? A28: Separate is acceptable. See plans for locations.
