Fort Hood Net Zero Waste Program CSC Supplemental Document, January 25, 2017

What is Net Zero Waste? Net Zero Waste is a holistic strategy to reduce and reuse waste while incorporating emerging best practices, such as single stream recycling and food waste composting, to manage waste at Army installations with a goal of reaching zero landfill by 2020. High five to Net Zero Waste! 2

Net Zero Culture Goal: Change culture at Fort Hood to achieve Net Zero Waste. Key Tasks: Rethink and Reduce amount of resources used. Re-purpose and Reuse whenever possible. Recycle and Compost waste resources. Identify technologies and strategies to reach Net Zero. Employ aggressive strategic communications campaign through conservation education, incentives and training. End State: Fort Hood Community has embraced Net Zero and is actively supporting the effort. 3

Why Should You Care? $4M annually to operate the landfill and provide trash collection. Each person throws 2.6 lbs of material into the landfill every day. Everyone in the Fort Hood community plays a vital role in the installation s Net Zero Waste efforts by actively reducing, reusing and recycling waste. 4

Net Zero Waste Diversion Glide Path 2011 2012 2013 2014 2015 2016 2017 2018 2019 2020 Diversion Goal 42% 45% 50% 55% 60% 65% 70% 75% 80% 85% Actual Diversion 39% 44% 48% 49% 53% 55% Diversion efforts include Recycling Composting Donations 7

What is in our Waste? 75% of everything going into our landfill has the potential to be composted or recycled. Single Stream Recycling has made this much easier. Composting installation-wide will be available starting in FY18. Fort Hood Landfill Composition 2016 Recyclable Compostable Paper, Food Waste & Cardboard & Soiled Paper Plastics 44% 31% Did you know? We throw cash in the trash everyday!!! In FY16, approximately 4,861 tons of recyclables went into the landfill! $583,320 could have gone back to Soldier unit funds! Non- Recyclables 25% 7

Where Can You Start? Reduce Avoid purchasing disposable single use items (dinnerware and food-related items). Purchase items in bulk and in concentrated form if available. Reduce printing requirements and set printers to default to double-sided. If printing is required, print multiple pages per sheet of paper. Convert all required printed forms for signature into electronic signature forms. Conduct weekly inspections of trash cans and avoid purchasing the items that are found. Promote DFAC dining to reduce food-related waste and packaging. If bringing food from home, reduce waste that could be generated from those meals. 8

Where Can You Start? Repurpose & Reuse Promote the use of reusable bags during grocery shopping. Purchase reusable batteries as much as possible. Purchase products with recycled content (paper, pens, other supplies). Participate in the installation-wide yard sales in housing and in the barracks. Take all unserviceable government-owned property to DLADS by calling 287-7763. Share excess materials (military equipment, excess POL products and furniture) with other units. Donate household hazardous materials (e.g., cleaners) to the Classification Unit for reuse. 9

Single Stream Recycling What can you put in your blue bins? Now you can use one container to collect all your recyclables! 10

Single Stream Recycling Fort Hood Recycle offers a single stream recycle program, allowing for recyclables to be commingled. Be sure to place your clearly labeled blue recycle bins next to trash cans to prevent placing the wrong material in the wrong bin. The sorting equipment and reconfiguration increase the Recycle Center s processing capacity from 8,500 tons to 18,000 tons per year. Take a tour to see the upgrade! Cardboard, plastic, metal, paper, and glass can now go into the same blue bin. Miscellaneous recyclables will need to be taken to the Recycle Center. 11
