Connecticut Stormwater Program The 2016 eight additional communities include: Brooklyn, Haddam, Killingly, Mansfield, New Hartford, Plainfield, Sprague and Willington (shown in Hatch)

2003 Mapping Requirements Develop a list and map or series of maps at a minimum scale of 1 =2000 and a maximum scale of 1 =100 showing all stormwater discharges from a pipe or conduit with a diameter of 12 or greater located within and owned or operated by the municipality or institution. The maps should be developed in GIS format. The entirety of the municipal or institutional MS4 shall be mapped by the expiration date of the Permit (2009).

2016 Mapping Requirements Develop a list and map or series of maps at a minimum scale of 1 =2000 and a maximum scale of 1 =100 showing all stormwater discharges from a pipe or conduit located within and owned or operated by the municipality or institution. The maps should be developed in GIS format, if possible. New Permittees have 3 years to complete the base mapping and have the entirety of the Permit Term to have the complete MS4 mapped. Communities covered under the original Permit have 2 years to complete mapping.

2016 Mapping Requirements The list and map(s) shall include for each discharge location: Type, material, size and location (lat/long) of conveyance, outfall or channelized flow (e.g. 24 concrete pipe); The name, water body ID and Surface Water Quality Classification on the immediate surface waterbody or wetland to which the stormwater runoff discharges; If the outfall does not discharge directly to a named waterbody, the name and water body ID of the nearest, to which the outfall eventually discharges; The name of the watershed, including the subregional drainage basin number in which the discharge is located (CT ECO www.cteco.uconn.edu); and The spreadsheet or database should be prepared in a format compatible with MS Excel.

DCIA Tracking & Retrofit Program Directly Connected Impervious Area (DCIA) the total impervious area that is hydraulically connected to the Permittee s MS4 which discharges straight to a surface water. Typically includes: streets, sidewalks, driveways, parking lots, and roof tops. Goal of the retrofit program is to disconnect existing DCIA (known source of stormwater pollution) Retrofit Program DCIA Tracking track the change in DCIA; any redevelopment or retrofit of an existing developed site (public or private) shall be included. Retrofit Planning identify and prioritize sites that may be suitable for retrofit, to be reported by 3 rd year. Retrofit Schedule commence the implementation of the identified projects to remove 2% DCIA by end of Permit. Resources available for DCIA calculations and Land Cover Maps

Mapping Across The Permit Water Quality Based Effluent Limitations and Requirements: Prioritize your areas for sampling & investigation Public Education & Outreach/Participation: Share information with the public and volunteers Illicit Discharge Detection & Elimination Program: the mapping shall serve as a planning tool for the implementation and phasing of the IDDE program, demonstration of the extent of complete and planned investigations and corrections Construction / Post Construction: Track construction sites and inspections DCIA Tracking and Retrofit Program Pollution Prevention & Good Housekeeping: O&M of MS4 program, Asset Management, catch basin cleaning prioritization, BMP inspections.
