Foreword These GASTEC QA Approval requirements have been accepted by the Board of Experts of the GASTEC QA Quality Mark, wherein all the relevant parties in the field of gas related products are represented. This Board of Experts also supervises the certification activities and where necessary require the GASTEC QA Approval Requirements to be revised. All references to Board of Experts in these GASTEC QA Approval requirements pertain to the above mentioned Board of Experts. These GASTEC QA Approval requirements will be used by Kiwa Nederland B.V. in conjunction with the Kiwa regulations for carrying the GASTEC QA Quality mark. This regulation details the method employed by Kiwa Nederland B.V. for conducting the necessary investigations prior to issuing the (technical approvalwith) product certificate and the method of external control. The inspection frequency is determined by the above mentioned Board of Experts. 1 Introduction 1.1 General These requirements replace the GASTEC QA Approval Requirements 69-1, Manually operated ball valves and closed bottom taper plug valves for gas installations for buildings, dated June 2005. Other valve types for gas installations shall meet the requirement of GASTEC QA Approval Requirements 69, Metal gas taps for installations inside buildings, March 1996 and amendment A1 March 2012 During the execution of the certification work, Kiwa is bound to the requirements as laid down in the chapter Agreements on the performance of certification. 1.2 Scope These Approval Requirements specify the requirements for manually operated ball valves and closed bottom taper plug valves for domestic and commercial installations not directly buried, inside or outside of buildings, using gases of the second and third family (as specified in EN 437). Valve nominal sizes (DN) covered by these Approval Requirements are as follows: 6, 8, 10, 12, 15, 20, 25, 32, 40 and 50. The specific functional recommendations for application of these valves are described in the requirements and measuring methods NEN 1078 and NEN 2078, and national and international norms and/or regulations. 1.3 Field of application Manually operated ball valves used: In gas installations for separating different sections. In this application NEN-EN 1078 applies for gas installations in buildings, and NEN 2018 applies for industrial gas installations. As a connecting tap in connecting lines with appliances. For this application the Dutch code of practice NPR 3378-11 applies. As a main stop for service connections by utility services, upstream the gas meter and pressure regulator (if any) in distribution systems. In this application NEN 7244-10 applies. 1.4 Acceptance of test reports provided by the supplier The rules for acceptance of test reports provided by the supplier are laid down in the Regulations for Product Certification for bearing the GASTEC QA quality mark. 2 Product Requirements 2.1 General In this chapter the performances requirements imposed on the ball valves and closed bottom taper plug valves, as well as the determination methods in order to be able to determine whether the requirements are fulfilled. The requirements to be met for these ball valves and closed bottom taper plug valves, as well as accompanying testing methods, are based on the following standard: NEN-EN 331:1998 / A1:2010 Manually operated ball valves and closed bottom taper plug valves for gas installations for buildings, except for article 5.7 (former article 5.4) of NEN-EN 331:1998 / A1:2010 Resistance to high temperature. This requirement has not to be met. Ball valves and closed bottom taper plug valves that meet these GASTEC QA approval requirements also meet NEN-EN 331:1998 / A1:2010 except for article 5.7 (former article 5.4) of NEN-EN 331:1998 / A1:2010 Resistance to high temperature. Supplementary to that stated in NEN-EN 331:1998 / A1:2010 the following requirements must be met: 2.2 Operation In addition to NEN-EN 331:1998 / A1:2010, Article 5.5 (former Article 5.2), breakage or removal of the valve knob or handle may never lead to leakage of the valve. It shall be possible, if required with the help of auxiliary tools, to operate the valve in case of absence of the knob or handle. 2.3 Materials for valve knobs or handles The knob or handle must be made of metal or plastic. If the knob or handle is made of plastic, the plastic should be self-extinguishing under the test circumstances described in article 5.3. 2.4 Sealing of passages Passages between movable parts of gas conducting spaces and the environment may not be sealed with the help of re-adjustable packing bushes. The sealing construction in the valve must ensure good sealing in all valve positions i.e. any position between open and closed and in the locked position. 2.5 Rubber Materials In addition to NEN-EN 331:1998 / A1:2010, Article 5.1.5 (former 5.1.1.6), the temperature class of the rubber materials should be at least A2. 2.6 Connections In addition to NEN-EN 331:1998 / A1:2010, Article 5.3 (former Article 5.1.3), it is permitted to provide the valve with one of the following connections. The connections must comply with the relevant requirements or standards. Threaded inlet and outlet connections for valves with pressure-tight joints, made on the threads, shall conform NEN-EN 10226-1. 2.6.1 Inlet connection Couplings for high-tensile mechanical joints in polyethylene pipeline systems, shall be in accordance with GASTEC QA Approval Requirements 70. Compression fittings for connecting copper tubes, shall be in accordance with GASTEC QA Approval Requirements 35. Press Fittings for joints in copper and metal gas pipes, shall be in accordance with GASTEC QA Approval Requirements 186. Kiwa Nederland B.V. - 7 - May 2014

2.6.2 Outlet connection Compression fittings for connecting copper tubes, shall be in accordance with GASTEC QA Approval Requirements 35. Press Fittings for joints in copper and metal gas pipes, shall be in accordance with GASTEC QA Approval Requirements 186. Union couplers shall be in accordance with NEN 2541, NEN 2542, NEN 2544 and a rubber gasket with dimensions according to NEN 2545 and hardness according to NEN-EN 549 class H3. If a construction is used to secure the union nut behind the liner, other than specified in the NEN 2542 and NEN 2544, then at least the following dimensions specified in the NEN 2542 and NEN 2544 shall be maintained: The liner (figure 2): Dimensions d4, d3, d2, dimensions of detail A and when grip areas for mounting are necessary v,w,t,u or s,h and g, sizes as mentioned in NEN 2542. The maximum bore shall be equal or less than dimension d1. The union nut (figure 3): Dimensions s and m (the thread shall be according to ISO 228-1) The minimum total high of the key face shall be equal or greater than length p. After mounting the gasket it shall be possible to screw the swivel nut (with thread t ) on the thread (l) of the valve part (figure 1) with a minimum thread length of ¾ x l. 3 Performance Requirements 3.1 Leak-tightness in locked position In addition to NEN-EN 331:1998 / A1:2010, Article 7.2, the outer and inner leak-tightness should also be measured with the knob or handle of the valve in the locked closed position. 3.2 Operating Torque Contrary to NEN-EN 331:1998 / A1:2010, Article 6.4, the operating torque may not exceed the values as given in Table 1. Table 1 Operation torque 3.3 Resistance against torsion of union connections In addition to NEN-EN 331:1998 / A1:2010, Article 6.5, the union coupler must resist a torque according to Table 2. Under the test circumstances according to Article 5.2 of this standard, the union connection may not show any permanent deformations and/or damage, and it must be gastight when tested according to NEN- EN 331:1998 / A1:2010, Article 7.2. The union nut shall be tightened with a torque of 6 Nm x DN size for 10 s. The nut will not be allowed to come loose from the liner. 3.4 Endurance test Contrary to NEN-EN 331:1998 / A1:2010, Article 6.7.1 (former Article 6.6.1), after the endurance test the operation must conform to the requirements given in Article 3.2. 3.5 Resistance to low temperature Contrary to NEN-EN 331:1998 / A1:2010, Article 6.7.2 (former Article 6.6.2), the operation torque must conform to the requirements given in Article 3.2. 3.6 Impact resistance The impact-resistance of joints is determined by the impact of a falling impact-body of defined dimensions and mass of 5 kg dropped from a height of 600 mm. After the impact and a strength pressure test with 5 bar no leakage shall be detected at a leak-tightness test according to NEN-EN 331:1998 / A1:2010 article 7.2.1 and 7.2.2 The valve may not shift from its original mounting position. 4 Marking 4.1 Marking In addition to clause 9 of NEN-EN 331:1998 / A1:2010 (former article 8.1) The housing of the valve and the connecting parts shall be clearly and durably marked with - The GASTEC QA marking. - Nominal size DN - Pressure class (MOP);0,2 or 0,5 0r 5 0r 5-20 where applicable - Direction of flow (If necessary) - Date of manufacture (at least the year), may be in code. 5 Testing methods 5.1 General If not mentioned, the accuracy of the apparatus used shall be according to NEN-EN 331:1998 / A1:2010. 5.2 Determination of the resistance against torsion of the union coupling Fix the inlet side of the valve firmly with appropriate connection facilities. Fix the union coupling on the outlet side by means of a swivel nut with a torsion moment according to Table 2. Maintain this torsion moment for 10 sec. Remove the torsion moment and measure the external gas tightness according to NEN-EN 331:1998 / A1:2010, Article 7.2. If used a construction to secure the union nut behind the liner, other than specified in the NEN 2542 and NEN 2544 then do an additional test and apply a moment of 6 Nm x DN size to the swivel nut for 10s. The nut will not be allowed to come loose from the liner. 5.3 Determination the self-extinguishing property Heat a valve knob or handle made of plastic for 5 seconds using the outer flame of a Bunsen burner with an inner diameter of 10 mm and a charge of ± 1.9 kw. Hold the bottom of the operating-organ 10 mm above the top of the inner flame cone. After removal of the Bunsen burner, the plastic should extinguish by itself within 5 seconds. 5.4 Determining the impact resistance 5.4.1 Testing installation To determine the resistance to impact of the valve and his connections, the test samples must be included in an installation in which, during the impact the valve is fixed. The striker (X) shall have a spherical head with a radius of 10 mm and a mass of 5 kg (see figure 4 ). 5.4.2 Test samples One test sample is needed to perform the complete test. The test sample is made of an end-fitting, pipe, valve, pipe, end-fitting. Fit the most rigid pipe (e.g. steel pipe, copper pipe or PE-pipe) to the valve, for which the connection is suitable. Each pipe length is 1000 mm for straight valves and 300 mm for angled valves. Fit the test assembly in a rigid test rig. 5.4.3 Working method Conduct a complete test as described below for the next three positions of the test sample: Straight valve; Test 1: one impact on the knob Test 2: one impact on the side Test 3: one impact on the bottom Angled valve; Test 1: one impact the knob Test 2: one impact on the side Test 3: one impact on the back The tests are conducted as follows. a) Each end fitting is fixed on a rigid support. b) Perform an external leak-tightness test according NEN-EN 331:1998 / A1:2010, article 7.2.1 and 7.2.2. c) Pressurize the valve with an internal pressure equal at the MOP of the valve. d) Drop a striker from a height of 600 mm on a spot on the valve as described before. e) Perform a strength test by pressurizing the valve in the test rig up to 5 bar. 6 Quality system requirements 6.1 General This chapter contains the requirements that have to be fulfilled by the manufacturer s quality system. 6.2 Manager of the quality system Within the manufacturer s organizational structure an employee must be appointed who is in charge of managing the quality system. 6.3 Internal quality control/quality plan As part of the quality system the manufacturer must implement an internal quality control schedule (IQCscheme). In this IQC-scheme the following must be demonstrably recorded: which aspects are inspected by the manufacturer; according to which methods these inspections are carried out; how often these inspections are carried out; how the inspection results are registered and stored. This IQC-schedule shall be in the format as shown in the annex. The schedule must be detailed in such a way that it provides Kiwa sufficient confidence that requirements will be continuously fulfilled. 6.4 Procedures and work instructions The manufacturer must be able to submit: Procedures for: o the handling of non-conforming products; o corrective actions in case non-conformities are found; o the handling of complaints regarding the products and / or services supplied; The work instructions and inspection sheets in use. Instructions for packaging and closing off of products during storage and transport. 6.5 Other Quality system requirements The quality system of the production location shall be ISO 9001 certified. The ISO 9001 quality system may be combined with the IQC scheme. Kiwa Nederland B.V. - 14 - May 2014

7 Summary of tests and inspections This chapter contains a summary of tests and inspections to be carried out during: Initial evaluation: the investigation necessary in order to determine whether all requirements of the evaluation guideline are fulfilled, Inspection visit: the surveillance inspections carried out after issue of the certificate in order to determine whether the certified products continuously fulfil the requirements of this evaluation guideline. The inspections are carried out according to the frequency indicated.
