New Urban Agenda

1. Land and Urban Planning 1. Control large-scale landholdings and land speculation; 2. Vertical building development; 3. Reduce mobility by allocating land uses; 4. Inclusive urban planning; 5. Adopt urban kampungs; 6. Develop a harmonious relationship between the government sector, the private sector, and society; 7. Develop a maritime-based coastal city which can anticipate potential of tsunami and sea waves; 10

Improve regional financial governance through capacity building; 4. Improve fiscal governance with certain tax transfer; 5. Open cities for the global market; 6. Strengthen the role of urban kampung as the place for local economic development; 7. Conduct a development program in safe and secure working environment especially in informal sector; 8. Establish strategies in providing job to cope with urbanization; 11

4. Urbanization and Environment 1. Manage an integrated coastal areas and small islands for the sustainable use of marine resources; 2. Implement Green City concept; 3. Expansion of green open space and forest areas; 4. Compose national standard to measure the impact of climate change to the environment; 5. Improve local government capability in mitigating climate change; 6. Continue the public campaign and socialization of natural disaster including evacuation mechanism and self-preservation; 7. Conduct land mapping validated by public participation and involvement of local communities; 3. Improve institutional capacity by providing legal certainty on the status of collective ownership; 4. Apply democratic principles and rules of law by protecting equal rights; 5. Encourage the transparent and accountable financial system through e-budgeting, e-monitoring, and e-government; 6. Support local government to organize land, building, and infrastructure assets; 14

Adopt innovative model for the development of smart city model through the integration of programs; 10. Provide updated data and information of urban areas; 12. Implement consistency in spatial plan and disaster map; 13. Implement good governance from local to state government; 14. Increase the involvement of stakeholders in urban development through urban forums; 15

6. Housing and Basic Services 1. Create the alignment of housing development with the urban settlement improvement; 2. Support the special role of urban kampung; 3. Take high priority to improving the capacity and readiness of local government in slum upgrading programs; 4. Give priority to housing and infrastructure financing facility; 5. Improve the effectiveness of affordable rental apartments; 6. Priority to land preservation to ensure the quality of raw water; 7. Innovate technology in water infrastructure; 8. Integrate cross-sectoral policies; 9. Improve the effectiveness of infrastructure asset management; 10. Implement the Transit Oriented Development (TOD) concept; 11. Develop mass transportation system; 12. Strengthen the local wisdom; 16
