European Landscape Convention and the European Year of Citizens

ELC "Landscape" means an area, as perceived by people, whose character is the result of the action and interaction of natural and/or human factors. Is responding to the publics wish to enjoy high quality landscapes and to play an active part in the development of landscapes. Is promoting landscape protection, management and planning, and is organising European co-operation on landscape issues.

CIVILSCAPE a network Civil Society Network for the European Landscape Convention which was founded 2008 CIVILSCAPE is an international association of 81 civil society organizations from 28 European countries. The member are non-governmental organisations (NGO) which dedicate their work to landscape protection, management and planning, according to the European Landscape Convention.

CIVILSCAPE promotes the ELC and a broader awareness raising landscape through presentations at our own and also third party events presentation of best-practice example in-house seminars

CIVILSCAPE informs about civil society activities and try to foster the exchange between all stakeholders in Europe by workshops, conferences and field trips internet sites and social media electronic newsletters printed reports and broschures

CIVILSCAPE motivates different acteurs involved in the implementation of the ELC through transnational Landscape Forum events ELC transnational experience groups presentation events on international level like European Maritime Days

CIVILSCAPE lobbies for civil society organisation involved in the implementation of the ELC through Council of Europe (member of the ingo assembly) European Union (registered ingo, public consultationen) United Nation (registered ingo, e.g. Rio+20)

CIVILSCAPE organises Campaigns like EnergyScapes and MarineScapes targeting European policy fields in order to promote a structered framework of European civil dialogue that is able to link agenda driven sectoral policies on European level and the manifestation of these on regional and local level in the daily landscape of citizens

What is the outcome implementing the European Landscape Convention?

Citizens must have a say on their landscape! Europe needs participation in landscape issues.

European Year of Citizens On 11 August 2011, the European Commission proposed to designate 2013 as the European Year of Citizens to mark the 20th anniversary of the establishment of the European Union Citizenship under the Maastricht Treaty in 1993.

EYCA 2013 European Year of Citizens Alliance (EYCA) 62 European members of the EYCA represent more than 4000 individual organisations in 50 European countries EYCA is also active in the EU-28 Member States thanks to National Alliances involving national and local civil society organisations

EYCA Manifesto A democratic citizenship which is based on citizens legal status and includes all aspects of life in a democratic society relating to a vast range of topics such as, inter alia, education, culture, sustainable development, nondiscrimination, inclusion of ethnic minorities, participation in society of people (...)

EYCA Manifesto A democratic citizenship which perforce must also operate at Member States level, so that the structures for citizens engagement are accessible and form part of every citizen s experience. (...)

EYCA Manifesto A democratic citizenship which implies that European institutions enjoy public confidence and can secure active involvement of citizens and organised civil society players in the decision-making processes at all levels, from local and national to European one;...

EYCA Manifesto.. therefore, the adoption of an inter-institutional agreement for a structured framework for European civil dialogue would give a permanent practical substance such an active and participatory citizenship alongside with the provisions of the Lisbon Treaty, besides the European Citizens Initiative.
