Aviation and urban planning have developed in parallel over the last century and play together a major role in the future of human society. Both can be considered in their role of polarization of human activities and planetary diffusion of culture and local specificities. Through the 12th European Urban and Regional Planning Awards, the European Council of Spatial Planners wishes to reward the best projects, realized or in progress, research and prospective that show how Spatial Planning integrates airports in the development of cities, metropolises and regions. The European Urban and Regional Planning Award allows the European Council of Spatial Planners to promote the concrete implementation of the Charter of European Planning approved in April 2013 in Barcelona. - 2 -

Selection process and criteria Projects will be considered on the following 3 aspects: 1. Strategic Planning 2. Smart mobility within cities and territories 3. Energy efficiency and spatial planning ECTP-CEU recommends first having your entry analysed by your national spatial planning association, member of the ECTP-CEU who then endorse it. (see ECTP-CEU website, members ) Deadline of reception of all entries: 31 March 2018. Entries should be sent to ECTP-CEU in electronic format: secretariat@ectp-ceu.eu The Awards Ceremony will take place at Roissy Charles de Gaulle, at the House of the Environment and Sustainable Development (Maison de l'environnement et du Développement Durable), on May 18, 2018 A presentation is also organized on September 25 2018 at the Committee of the Regions in Brussels, in the presence of COTER elected representatives. - 3 -

The jury will consider the projects with regard to the following 3 aspects: What innovative responses do they bring to the 1. Strategic Planning 2. Smart mobility within cities and territories 3. Energy efficiency and spatial planning 1-Strategic Planning Quality and innovation in the Planning process between achievements and goals. How hurdles were overcome during the process. Adapting to planning policies and citizen participation development leading to better efficiency in the planning process. Demonstrating strategic planning efficiency enhancing economic development in and quality of life for the whole community. 2- Smart mobility within cities and territories CONTENT Demonstrating the role of spatial planning in enhancing accessibility within cities and territories, and with their airports. Enhancing opportunities for pedestrian, cyclists and public transport. Improve the role of sharing public spaces and equitable access for all citizens. Enhancing real innovations or new insights with real alternatives to get away from conventional traffic management. 3- Energy efficiency and spatial planning Demonstrate the role of spatial planning in proactively supporting the uptake/ deployment of renewable/ sustainable energy solutions through embedding climatechange mitigation into decisions. Demonstrate expected developments to significantly reduce the airport's carbon footprint and with what deadlines. Quality of integration between energy, management and planning. Application of sustainable development principles; development and delivery of sustainable solutions; enhancement of the environment and any recognisable social and economic benefits in terms of human well-being or greater efficiency. The originality and innovation in terms of; new methods and approaches, planning funding, participation in the integration of planning policies and delivery and sustainable solutions (methods). - 4 -

SKILLS The quality of the professional work involved in design, communication, cooperation, development of planning concepts or in the application of planning techniques directly related to creating sustainable efficiency. REFERENCE TOOL The extent to which the scheme may serve as a transferable knowledge to other plans elsewhere (in the same country or across Europe), or as a base for the development of further related schemes. The effective involvement of town planners to involve young planners in the project and demonstrate the added value brought to the project by doing so. The effective engagement by town planners with community groups, politicians and local stakeholders leading to better awareness and support for sustainable development. - 5 -

Entry Requirements: Each entry should include: 1. A detailed written description of the entry in English and in French. The description must be no longer than four A4 pages (in each language) including the title, tables and references. 2. A high resolution version of a colour panel in 80 X 150 cm format (80cm wide, 150cm high), providing a clear explanation, detailed location and detailed illustrations in English. The high-resolution file is needed to print on rollups and serve for the jury and the exhibitions that will then be organized with the Metropoli Foundation, the ADP Group and the Committee of the Regions. The sent file will be: in jpg, tiff or pdf in CMYK (CMJN) minimum 150 ppi, preferably 300 ppi. Be careful not to use too small text. 3. All material (electronic versions of the panel, the written descriptions, all info) should be placed in a downloadable zip file and the web address (url) provided at submission. Sending by wetransfer is also accepted. 4. The Submission Form, containing: a. All project information b. A named contact (with contact details) for the planners - the team or the team leader - responsible for the planning input into the selected project; a named contact for the local authority or agency which financed/commissioned the work; and the name of the chief officer (eg chief executive or mayor) and the chief planning officer c. A summary expert CV d. A summary description of the project e. Information about any young planners (aged 37 or less) who were involved 5. The bank evidence of the payment of the entry fees. - 6 -

Deadline: All entries must be received by 31 st March 2018. The Awards are open to spatial planners and municipalities from the 47 European Countries of the Council of Europe. Entry Fee: The Entry fee to the 12th European Urban and Regional Planning Awards varies depending if it is sent directly or if it is endorsed by an ECTP-CEU member (national spatial planner association). If sent directly: 500,00 If endorsed by an ECTP-CEU member: 250,00 Any endorsement from the ECTP-CEU member relevant national spatial planning association should be included in the Submission form or confirmed by email exchange. The Awards / prizes ECTP-CEU will present Certificates of Achievement to the winners. Awards will be given to those entries considered outstanding according to the assessment criteria. The Awards will be made to the authority or body responsible for the commissioning or production of the scheme and to the professional planners involved. The ECTP-CEU will distribute a prize of 5000 to the best projects presented. The official Awards Ceremony will take place on May 18, 2018 at Roissy Charles de Gaulle's Maison de l Environnement et du Développement durable. A presentation will be organized on 25 September 2018 at the Committee of the Regions in Brussels. The ECTP-CEU, the Committee of the Regions, the Metropoli Foundation, the ADP Group will ensure wide media coverage of this event and its laureates. A specific publication will be disseminated on the 12th European Urban and Regional Planning Awards. Each laureate will benefit from a publication of the project in the newsletter of the Committee of the Regions. The ownership of the results remains exclusively ECTP-CEU s and the dissemination of the results will be exclusively managed by the Executive Committee of the ECTP- CEU.
