Ecological criteria for the procurement of water and energy saving sanitary fittings, as well as non-adjustable flow limiters in wash basins and shower facilities (06002/22.10.2014) 1. Introduction Important objectives regarding implementation of environmental protection in the facilities of the Vienna City Administration include reduction of resource consumption (e.g. energy), prevention of substances harmful to the environment, prevention and reduction of waste, the ecologically appropriate treatment of unavoidable waste, as well as reduction of noise and hazardous substances. This criteria list shall apply to the following sanitary fittings for hand basins and showers: singlelever mixer, dual lever taps, thermostatic mixers and sensor taps. It shall not apply to bath fillers and fittings for multi-purpose basins and sinks. Information for procurers Hygiene Every mixer shall be protected against backflow, i.e. a backflow preventer shall prevent cold water from getting into the hot water system or the circulation system. Maximum distance of precautionary measures against scalding shall be 6 m from the closest tapping point and it shall be possible to unlatch them for the purpose of thermal disinfection, temperature control and sample taking. Regarding the hygiene scheme, the regulations according to Austrian Standard B 5019 Hygienic aspects of the planning, construction, operation, maintenance, surveillance and rehabilitation of central heating installations of drinking water (Hygienerelevante Planung, Ausführung, Betrieb, Wartung, Überwachung und Sanierung von zentralen Trinkwasser-Erwärmungsanlagen) shall be met. 2
Flow limiters and aerators Aerators shall be installed at water taps. If necessary they shall also be installed at existing fittings. Aerators mix air into the water jet which makes it fuller. Instead of 12-15 litres of water per minute, only 6 litres flow from the fitting without having the user to fear that the quality of cleaning deteriorates. This also leads to significant savings on primary energy due to less hot water consumption. Aerators are not useful for multi-purpose basins and sinks, nor for bath tubs, i.e. whenever a basin or a tub needs to be filled up. Aerators are installed instead of the existing sieves, either manually or by means of a special wrench when using a theft-proof model (e.g. in schools and administration buildings). The flow in hand showers shall be reduced by using dezincification resistant fittings mixing the water jet with air. The parts which are not in contact with the medium shall be chromium-plated. The fitting may be mounted with shower hose and with or without emptying of the shower hose depending on the respective need. Existing systems may be fitted with retrofit adaptors to reduce water flow. 3
2. Minimum requirements of the provisions in the specification The specification needs to contain at least the following minimum requirements: Due to acid-resistance and resistance against all cleaning agents the housing shall be chromium-plated. At least 5 year on-site warranty. Evidence on expected CO 2 reductions shall be performed by computation and presented to the ordering party at delivery. Water and energy efficiency Flow limiters for water taps shall not exceed a flow of 6 litres per minute with an admission pressure of 3.5 bar. Flow limiters for head and foot showers, as well as hoses shall not exceed a flow of 9 litres per minute with an admission pressure of 3.5 bar. Independent of a general regulation of flow rates there shall be an installation for limiting the hot water temperature (hot water temperature restrictor) (exemption: dual lever taps). These water and energy saving installations shall be built in the fittings. A thermostatic mixer shall be equipped with a flow limiter and a hot water restrictor at a temperature of more than 42 C. Higher temperatures shall only be possible by actively overcoming a barrier (e.g. controlled activation). Antimicrobial coatings Appliances shall not have any antimicrobial coatings (e.g. silver coatings). Repairability The fittings shall be designed in such a way that the replacement of the control unit (e.g. cartridge, thermostat element) and wear parts in the fittings is possible without dismounting the fitting. If special tools are necessary, they shall be handed over to the ordering party at delivery. Tenderers shall prove that the producers guarantee supply of spare parts and accessories for a minimum of 10 years. Battery operated fittings Replacing batteries shall be possible for trained persons without any special tools. 4
Data sheets Prevailing data sheets for minimum requirements shall be provided. Minimum requirements not specified in the data sheets are to be produced in the appropriate form upon special request of the ordering party. 3. Packaging Halogenated polymers are in principle undesirable in packaging. Packaging material shall be removed entirely from the installation or delivery location free of charge. 5
