The Rowing Geelong (RG) acknowledges Rowing Victoria (RV) as the peak body for the administration and management of rowing throughout Victoria. RV approves policy that governs the operations of the sport, and its policies are consistent with legislative requirements. RV liaises with other peak bodies such as relevant Victorian government agencies including Marine Safety Victoria, and Parks Victoria (or the replacement organisations as applicable). This occurs to represent the interests of the all RV-affiliated clubs, schools, associations, regatta committees, individuals in Victoria s rowing community. 2 Introduction 2.1 General Policy Statement Hazards exist within all environments. The need to prevent, respond to, or recover from hazards requires all persons to participate actively in the emergency management process. The Rowing Geelong (RG) acknowledges the need to provide an environment that is safe and without risk to health (s21, Occupational Health and Safety Act, 1985). Within the process of meeting this obligation, RG is committed to this emergency management plan for RG-sponsored regattas on the Barwon River. RV identifies that it does not own the land or water upon which it conducts regattas. Both the land and water assets are owned and managed by the Corangamite Catchment Management Authority (CCMA) on behalf of the Crown. However RV has responsibilities for regatta-related activities staged and occurring on the land and water environments in the rowing precinct. During development of this plan, the following key elements of emergency management were identified: Prevention or mitigation of hazards, through active risk management. Education of regatta officials, volunteers, paid and volunteer service providers (eg: First Aid, Surf Life Saving) and patrons (spectators and competitors) on the various sites, in relation to hazards that exist and procedures to be adopted in the event of an emergency. Regular reviews of existing emergency management arrangements, conduct of exercise and debrief and amendment of plans as necessary. Safety at the various sites associated with the organization and conduct of regattas on the Barwon River. Management of emergencies including incident reporting. Provision of assistance and information to the emergency services, regatta officials, volunteers, service providers, patrons and work place safety investigators. Support to the persons injured at any of the various sites associated with the organization and conduct of GRA regattas. Support and counselling to regatta officials, volunteers, service providers and patrons if required. Regatta recovery. 2.2 Authority In the event of an emergency within the boundary of the regatta environs covered by this plan, response management responsibility, including for evacuation of persons affected, will normally be delegated to the RG Regatta Director/Chief Warden or his/her delegate (for land-based matters) or the RV appointed Regatta Referee where the conduct of the regatta is implicated. The delegation of responsibility will be effective from the time the emergency is reported until such time as it is resolved. The aim of this plan is to detail the agreed arrangements for the prevention of, the response to, and the recovery from, emergencies that could occur at RV-endorsed regattas on the Barwon River. 2.3 Objectives The broad objectives of this emergency management plan are to: Implement measures to prevent or reduce the cause or effect of emergencies. Manage arrangements for the response to emergencies when they occur Assist regatta officials, volunteers, service providers and patrons to recover following an emergency

2.4 Types of Emergency The Emergency Planning Committee has conducted a risk assessment of perceived threats to the Regatta. This is not intended to exclude any form of emergency that is not listed. Therefore this document has adopted a flexible all hazards approach. Summary of identified risks is: Armed or dangerous intruder Bomb threat Building damage (including: earthquake, windstorm, etc) Civil disturbance Drowning or boat incident Electrical failure Explosion External emergency Fire Flood Hazardous materials incident Missing person / Lost child Medical emergency Vehicle accident (on site) Any other incident which may, in the opinion of the Safety Officer and Chief Warden, affect the regatta, regatta officials, volunteers, service providers or patrons. 3 Description of Regatta or Activity 3.1 Regatta or Activity Summary The regattas hosted by the Rowing Geelong (RG) are conducted on the Barwon River with: the main spectator area is on the north bank, in the Morell Reserve immediately west of Moorabool St Bridge; the main competitor is on the north bank immediately east of Moorabool St Bridge. The events occur over 1-2 days during the regatta season. Events and activities within the Regatta area consist of: Rowing competition Catering Regatta hours vary from weekend to weekend and are available in the week prior to the event. Various organisations contribute to the success of the even. The main stakeholders are: Rowing Victoria Corangamite Catchment Management Authority (CCMA) Rowing Geelong (RG) City of Greater Geelong (COGG) Barwon Water (BW) Corio Bay Rowing Club (CBRC) and Barwon Rowing Club (BRC)

Geelong-based rowing schools. 4 Emergency Incident Management Arrangements 4.1 Emergency Planning Committee Representatives from RV (including regatta officials) and RG will form an emergency planning committee: 4.2 Emergency Control Organisation The following are responsible for administering the Area Warden system and plans for the management of emergencies at various sites for the regattas. Role Contact Person Safety Officer and Chief Warden RG Regattas Director: Peter Aberle (Mob: 0404 452 482) Deputy Chief Warden RG President: Richard Tomczak (Mob: 0425 571 608) Rowing Reserve Management Brian Digby 0488 247 695 Area Wardens Finish Area Boatshed Area Start Area Spectator Area To be nominated Regatta Referee (Appointed by RV) Boat Race Official (Appointed by RV) Starter (Appointed by RV) GRA Volunteer 4.3 Non-Emergency Roles of the Emergency Organisation Chief Warden The responsibilities of the Chief Warden/Regatta Director are to: ensure that a pre regatta briefing occurs; administer the warden system and chair the Emergency Planning Committee, regularly review and update (in conjunction with Area Wardens), the implementation Emergency Management Plan (as required); ensure that a post regatta-debriefing occurs. prepare a post regatta plan implementation report. Deputy Chief Warden The role of the Deputy Chief Warden is to: assist the Chief Warden/Regatta Director with implementation of the Emergency Management Plan (as required). Area Wardens Area Wardens, within their area of responsibility, will ensure that they: are familiar with the layout of the Regatta environs and the general locations used by regatta officials, volunteers, service providers and patrons, including contractors; are familiar with the location of all first aid facilities and other emergency equipment;

oversee the relevant personnel within their areas of responsibility; report on their area of responsibility at debriefings. Area Wardens will take appropriate action to ensure: good housekeeping, so that litter does not accumulate to increase the danger of fire; hazardous materials are not stored or used incorrectly, notwithstanding the nature of work; equipment does not impede egress; pathways are free of obstruction; fire extinguishers, safety signs and safety equipment where required are serviceable at all times; hydrants and hose reels are not impeded; access to and egress from emergency equipment is not obstructed; any irregularities are reported to the Chief Warden/Regatta Director; all incidents are reported on the incident form provided; incident report forms are to be handed to Chief Warden/Regatta Director. 4.4 Control Points The location for the following control points are at the Regatta Office in the Judges Box for: Information Lost Children Other emergency situations The First Aid station is located at the river bank at the eastern end in the competitor area below the south end of Yarra Street (near the Corio Bay Rowing Club). 4.5 Media Management During emergencies all media inquiries are to be directed to the RG Regattas Director/Chief Warden or the RV Regatta Referee, or to persons designated by them. The RG Regatta/Chief Warden or Regatta Referee will appoint an appropriate person to act as media liaison officer at the time of the event. While consideration should be given to identifying a media briefing area, in practice the location of such activity may relate to the location of the incident. 4.6 Debriefing Arrangements 4.6.1 Debriefing on emergencies A debriefing will take place as soon as practicable after an emergency. The RG Regatta Director/Chief Warden will convene and chair the meeting to assess the adequacy of the Plan, and to recommend any changes. It may also be appropriate to conduct a separate recovery debrief to address recovery issues. Area Wardens are encouraged to debrief the personnel in the zone of the facility they are responsible for, and to provide feedback from Emergency Control Organisation debriefing sessions. 4.6.2 Regatta Debriefing A full debriefing will take place within 21 days of the completion of the Regatta. The venue and timing will be advised to all participants. The Regatta Director/Chief Warden will chair the meeting with the view to assessing the adequacy of the plan and to recommend any changes. 4.7 Maintenance of the Plan At least one review of the Emergency Management Plan is to occur prior to any Regatta. Critical changes such as contact list information will be implemented and promulgated immediately.

5 Prevention Arrangements 5.1 Role of Regatta Organisers Regatta Officials, volunteers, service providers and patrons have a joint key role in prevention and mitigation activities to reduce the risk, or minimise the effects of any emergency that may occur. Review of existing policies and acting in accordance with any relevant Codes of Practice, Regulations and industry standards, combine to ensure that all measures possible are addressed to reduce the likelihood of an emergency 5.2 Preparedness An Emergency Control Organisation has been identified and trained. Assembly areas have been determined for use during emergencies. 5.3 Hazard Review During the preparation of this Emergency Management Plan a risk assessment has occurred to identify potential natural and man-made hazards that may impact on the regatta facility. The Emergency Control Organisation is tasked with the regular re-assessment of threats to the facility. 5.4 Education and Awareness The ability of the participating organisations and their respective officials / volunteers to respond to an emergency situation and in turn to recover from the effects of an emergency, will depend on the attitude of the people affected. Appropriate actions from the regatta officials, volunteers, service providers and patrons during emergencies will require appropriate awareness. 5.5 Prevention and Mitigation Strategies The following processes have been implemented to prevent or mitigate emergencies: Strategy Emergency Management Plan Risk Management Incident Reporting Site Inspections First Aid Station 6 Response Arrangements 6.1 Evacuation Responsible Officer / Group Geelong Rowing Association Geelong Rowing Association Chief Warden Chief Warden First Aid Officer The total evacuation of one or more of the Regatta areas, if required, will generally be initiated by the Regatta Director/Chief Warden or delegate via the Area Wardens. However situations may occur when Area Wardens need to initiate evacuation from the immediate area of a threat prior to notification from the Chief Warden. Evacuations fall into two categories: Full evacuation results in all personnel moving out of the Regatta area Partial evacuation results in designated personnel moving out of the Regatta area, or being directed into another part of the Regatta area. The type of evacuation will depend on the type and location of the emergency, and will generally be determined by the Regatta Referee/Chief Warden or a delegate.

6.1.1 Delegation of Duty If the Regatta Referee/Chief Warden is unavailable, responsibility will be delegated in the following sequence: Priority Position Person 1 Deputy Chief Warden Richard Tomczak. Mob: 0425 571 608 2 Regatta Secretary To be identified for specific regattas (Alternative contact RG Secretary Graeme David 0409 976002) 3 Area Wardens RG-appointed volunteers for each regatta. 6.2 Responsibilities of the Emergency Control Organisation Chief Warden/ Regatta Director Take control of the situation at the appropriate control point, if safe to do so. Ensure all personnel are removed from the hazard area. Hand over control to the Emergency Services provider (ie: ambulance, police, fire etc.) on arrival. Assist Emergency Services as required or directed. Ensure Regatta management is notified. Maintain a log of the incident. Deputy Chief Warden If the Chief Warden is not available, the nominated Deputy Chief Warden will assume responsibility, duties and control. If the Chief and Deputy Chief Warden are not available, the next ranking member of the Emergency Control Organisation (ie: Rowing Geelong) on duty will assume control as Chief Warden. During an emergency the Chief Warden shall delegate tasks to the Deputy Chief Warden as deemed appropriate. The Deputy Chief Warden or relevant nominated Area Warden, will provide confirmation of any full or partial evacuations, marshalling and or other safety issues, to the Chief Warden by two-way radio, mobile phone, runner or other appropriate communication means. Area Wardens The primary responsibility of the Area Wardens is to ensure, as far as practicable, the safety of regatta officials, volunteers, service providers and patrons and when necessary arrange their orderly evacuation from danger. It is not the responsibility of an Area Warden to actively combat emergencies. When required, Area Wardens will ensure that their areas of responsibility have been totally evacuated, if safe to do so. Communications Officer A person designated as Communications Officer in the case of an emergency will act as directed by the Regatta Director/Chief Warden. Duties will include: Attend to emergency calls. Notify the appropriate emergency service. Notify the Regatta Director/Chief Warden of the emergency. Establish and maintain communications between Regatta Director/Chief Warden and the Area Wardens. Transmit and record instructions and information.

For the current rowing season the Regatta Secretary, is also the Communications Officer. All other Regatta Officials / Volunteers All other regatta officials and volunteers will act as directed by an Area Warden or more senior emergency official. Specific regatta officials and volunteers may be allocated various tasks and should only be carried out if safe to do so. 6.3 Emergency Response Guides 6.3.1 Armed or Dangerous Intruder Response Guide Any person directly involved Be deliberate in your actions. 6.3.2 Bomb Threat Response Guide WARNING: If a suspicious article is discovered: DO NOT TOUCH Person receiving call Attract someone s attention to notify Area Warden. If possible relieve person-receiving call to allow completion of Bomb Threat Checklist. Assess need to evacuate. All other persons Evacuate when instructed. Take bags and personal items if directed. Report any suspicious items to an Area Warden. 6.3.3 Structure Damage Response Guide Earthquake, storm damage or other type of emergency could cause this. Area Warden Raise the alarm by contacting the Chief Warden. Proceed to evacuate immediately. Note degree and nature of damage. Assist and guide personnel encountered. Direct all personnel to an appropriate area away from the hazard area. Take care not to move people from safety to danger. Await instructions. Assist Emergency Services as required. Marshal personnel away from hazard area, if appropriate. 6.3.7 Explosion Response Guide CAUTIONS: Do not attempt to remove debris from electrical equipment. If irritating or noxious vapours are present, withdraw immediately and stop all personnel from entering the area. First person able Turn off gas and electricity, if practicable, and remove any person in danger, if safe to do so. Quickly assess and raise the alarm by contacting the Area Warden. Assist Emergency Services on arrival. 6.4 Assembly Areas When advised by the Regatta Director/Chief Warden all Area Wardens are to ensure that all personnel at the affected site(s) are to make their way in an orderly fashion to the nominated assembly areas. In selecting the appropriate assembly areas, the Regatta Director/Chief Warden will consider: Location of the Emergency Type of emergency Wind direction The preferred assembly areas are marked on the site plans attached as Appendix 1 (Area 1) and Appendix 2 (Area 2). 6.5 Emergency Services Meeting Point The nominated emergency services meeting point is to be determined based on emergency, Chief Warden to make ruling,

6.6 Emergency Incident Log It is vitally important that accurate details of actions taken and decisions made in times of emergency are kept. (The operational log sheet at Appendix C is for this purpose.) All members of the Emergency Control Organisation are to hold copies of this log sheet. 6.7 Emergency Vehicle Access Emergency services should be advised of the incident position. Relevant entry/exit points depend upon location of incident. 7 Recovery Arrangements 7.1 Post Trauma Recovery Involvement in emergencies (particularly where death or serious injury occur), may have short-term and long-term impact for some personnel. The Event Management organisation and participating organisations need to be aware of this, and should seek professional guidance as appropriate. 7.2 Regatta Continuity In the event of a major emergency, it may take time to return the regatta to acceptable post incident functioning. Consideration should be given to the need to communicate with regatta officials, volunteers, service providers and patrons on this matter. The Regatta Director and/or the Regatta Referee are responsible for providing the appropriate advice to relevant persons including regatta officials, participants, spectators, and service providers. Consideration should be given to the operational effectiveness of the Regatta following an emergency situation.
