NNTH LNE TENTH LNE WNSTON CHURCHHLL Context The Premier Gateway Employment Area (PGEA) is an important Employment Area located in the Town of Halton Hills, north and south of Steeles Avenue between Fifth Line STEELES AVE. and Winston Churchill Boulevard. FFTH LNE TRAFALGAR RD. NNTH LNE TENTH LNE WNSTON CHURCHHLL ROPA 38 / 39 The PGEA is a key part of the Region s Growth Strategy as per Sustainable Halton: it is planned to accommodate 75% of the 23,000 new jobs allocated to the Town from 2006 to 2031. By STEELES AVE. 2031, 45% of all jobs in the Town are planned to be located in the PGEA. About 340 ha of land were added to the PGEA north of Steeles Avenue by ROPA 38 to support this growth. Development is prohibited within this area, severely impacting the Region s Growth Strategy. NNTH LNE TENTH LNE WNSTON CHURCHHLL ROPA 43 Rephasing To maintain the integrity of the Growth Strategy, ROPA 43 brought certain PGEA lands into an earlier STEELES AVE. Regional Phase. This area is known as Phase 1B and is shown in the orange outline. This change enabled the area to develop in the earlier pre-2021 period. FFTH LNE TRAFALGAR RD. The need for a process to identify up to 75 ha of replacement lands to maintain the Region s STEELES AVE. Growth Strategy was identified. Draft Amendment Location The need to address the impact of corridor protection on the supply of pre-2021 employment lands as set out in the Region s Growth Strategy was identified by the ROPA 43 process. A process to identify up to 75 hectares of employment lands and to incorporate these lands into the Regional and Local plans by way of amendments was recognized by the Town, the Region and the Province. The Town s Phase 1B project was the first step in identifying the replacement lands. Their location was identified in a Preferred Land Use Concept, supported by public consultation and technical studies (including an Agricultural mpact Assessment and a Subwatershed Study), endorsed by Halton Hills Council in March 2017. This decision provides the basis for. Purpose & Effect Purpose - to address the shortfall of employment lands in the Premier Gateway Employment Area and the integrity of the Region s Growth Strategy by adding approximately 75 hectares of replacement employment lands to the as shown on Map 1 of the Regional OP. Effect - to ensure there is sufficient employment land available for development in the pre-2021 period, consistent with the Growth Strategy set out in the Regional OP. Modifications consists of 10 items which amend various Regional Official Plan maps. Map 1 is modified to add the replacement lands to the. The subsequent modifications are to reflect the change to the on Map 1 and to address the corresponding constraints which apply to the area as necessary. 6

Related Processes Town of Halton Hills OPAs The Town is preparing an amendment that corresponds to known as Official Plan Amendment (OPA) No. 30. The Town is also continuing its work to develop a Secondary Plan for the entire area, including the lands subject to. The Region will continue to participate in these processes.
