Project Summary The intent of this proposal is to introduce market-driven mixed-use development on identified anchor sites and propose related streetscape improvements. The anchor sites which leverage available or reasonably available parcels and are planned to strategically provide connectivity and a synergy with the west campus. These investments will be fundamentally catalytic to continue future investment and revitalization. The streetscape improvement will enhance pedestrian walkability, calm traffic and provide physical and aesthetic connectivity to the district. Proposed Mixed-use anchor sites #1 & 2: will include a parking garage with retail at grade and three levels of fparking above, a center for arts and social services building, age restricted housing, commercial office space with retail at grade and residence halls with retail at grade. This will provide the needed connectivity to west campus along with creating a synergy that will serve to be catalytic for continued investment/redevelopment. Proposed Mixed-use anchor site #3: will include a hotel with amenities, a five story parking garage and two mixed-use commercial office and residential buildings with retail at grade. This will also provide needed connectivity to west campus along with establishing a strong entrance node of activity to define this urban village district. In conclusion the two anchor sites along with the streetscape of West College Ave will be the seeds to provide catalytic economic development throughout this urban village.
West College Avenue Corridor Strategy: Identify catalytic/anchor sites for market-driven mixed-use development (sites that are reasonably available), and introduce Class-A construction to begin to revitalize the West End/ Urban Village. Objectives: Acquire readily available sites, or partner/ lease with strategically important sites. Address and eliminate functional blight and detracting / non-contributing properties. Target parcels on or immediately adjacent to West College Avenue. Address connectivity issues with PSU s West Campus via improved North-South linkages and access ways. Introduce traffic calming measures and implement strategies that prioritize pedestrians. Coordinate streetscape measures that would soften the corridor and improve pedestrian issues of scale. Introduce new urbanism derived design standards in the proposed buildings and structures. Create opportunities for public gathering and common planned open space. Integrate a mix of fhousing types that address emerging needs within the market. Introduce commercial office and retail space within a framework that is scaleable to respond to market demand.
