Storm Water Regulatory Framework 1200-COLS permit regulates industrial activities. Stormwater Pollution Control Plan Best Management Practices Inspections and sampling Annual report MS4 permit regulates publically owned storm systems. Storm Water Management Plan Best Management Practices Education and Outreach Pollution Prevention Stormwater Treatment Annual report Storm Water Master Plan is not a regulatory requirement 8

Stormwater Master Plan Goals Comply with existing and future MS4 and 1200-COLS permit requirements for water quality and quantity Address flooding and aging infrastructure Plan for future development and redevelopment Identify critical infrastructure and develop database to support development of an asset management program Develop prioritized sequence of short and long term projects for storm system modifications 9

Connection to PDX Master Plan 1. Determine future conditions based on: PDX Master Plan Goals, criteria and standards Port strategic goals and policies Regulatory requirements Safety Sustainability and climate change 2. Integrate solutions into short-term and long-term planning and facility management: Capital project design Capital and Operations and Maintenance (O&M) budgets 10

Existing Approach to Storm System Management No guiding plan for managing storm system in response to projects or regulatory requirements Storm system issues addressed on a project-by-project basis based on defined project boundaries and project needs No standardized approach to assess water quality and quantity for development and redevelopment projects No asset management plan for storm system infrastructure Port projects subject to City of Portland Storm Water Manual requirements for storm water treatment 11
