Highton Partnership Architects Group, Beijing 100190, China) Abstract On the basis of concept, properties and characteristics of creative agriculture, the paper proposed that creative agriculture is a new form of metropolitan agricultural development in China and abroad in the objective, strategy, orientation and characteristics. Keywords Creative agriculture, Agricultural park, Planning of creative agricultural park Creative agriculture is a new agricultural development mode based on modern agriculture, market demands and culture, and also a value of the industry and optimize resource distribution by combining agricultural production and creative arts, producing creative agricultural products and designing creative agricultural activities. As a new form of metropolitan modern agriculture, creative agriculture is an integrated product of the primary, secondary and market demands, it is significant for improving peasants income and accelerating urban-rural integration [1-3]. Creative agriculture is characterized by the following aspects: (a) agriculture as the object of creative arts; (b) creative connotations; (c) high additional value of culture, ecology, science and technology and service; (d) high industrial integration [3]. Traditional agricultural but creative agricultural tourism attaches more importance to the integration of agricultural production, creative tourism activities and mode focusing on full participation of tourists, increasing knowledge and better interaction between tourists and environment, and also the future development path of agricultural tourism aiming at the innovation of traditional agricultural industrial chain [4-6]. Japan and German have achieved the indepth transformation of agricultural economy development mode through developing creative become a model of the global creative agriculture. Based on its developed facility agriculture and precision agriculture, a complete creative agricultural production system has been formed. leisure and demonstration, such multi-function prosperity-oriented development pushes creative service creative agriculture devotes great efforts in developing leisure farm and citizens farm, it satisfies living, recreational and entertainment needs of citizens, and promotes sustainable urban-rural development effectively [7-9] creative agriculture was launched late, but has grown rapidly and become new growth points Top Ten Creative Agriculture Demonstration Counties in Beijing, Peach Blossom Economy as the construction of creative agriculture belt in Chengdu and Chongqing are representatives [9]. Therefore, creative agricultural park planning has already entered the blowout period, it is of creative agricultural park. Taking the planning of Creative Agricultural Park in Tashang Village perspectives of objective, strategy, orientation and design features [10]. 1 General situation of the project Bazhou is a county-level city located in east of Jizhong Plain and also the center of Beijing Tianjin Baoding triangle, it is a part of the and becomes a southern economic support of the Great Beijing Economic Circle. The project is covers a total area about 200 ha. (Fig.1). According to (2008 2020) [11], development of Bazhou City should be based on the leisure tourism industry belt of Beijing and Tianjin, characteristic resources such as hot spring and sports, as well as its wetland, business, agriculture, history and culture, so as to create a hot spring and wetland leisure area for citizens from Beijing, Tianjin and (2008 2020) [12] Township has become one of the five major tourism towns in Bazhou City. Based on its agricultural resources and scenery, the town is built into the first happy rural resort, and opportunities. According to covering 354 households in June, 2011, Tashang Village is faced with the following problems (a) single agricultural structure, small scale of agricultural have lowincome and have to work in cities for earning a living; (c) poor public service facilities for providing for the aged, medical services, leisure and recreation, technical training. resource advantages of the local area, implement planning policies, transfer the industrial structure of the village, improve peasants income level, and form an attractive characteristic brand. 2 Planning objectives, strategies and orientations 2.1 Planning objectives 2.1.1 Creative agriculture, industrialization of creative ideas. Products of creative agriculture are integration and innovation of culture and of creative ideas with high additional value in agriculture characterized by intellectualization, characterization, individuality and artistic quality. Planning of Creative Agricultural Park in Tashang Village, Bazhou City, Hebei Province properties, production efficiency, resource utilization efficiency, increase peasants income, broaden employment channel of peasants and push forward prosperity of rural areas [1-7] needs cannot be satisfied by only increasing grain output, and creative agriculture is the only choice for Tashang Village. By transferring from farm-stay to creative life, and from agriculture-dominated to creating a broader leisure industrial form based on agriculture, a new model of agricultural development will be formed. Through the other industries input into agriculture or cooperation with agriculture, and agriculture will have new market demands and higher additional value. 2.1.2 Characteristic landscape, high-end characteristics. The planning has to take both cultures and humanistic landscapes into consideration, so as to develop agricultural and sideline products and tourism products with outstanding agricultural and cultural characteristics of the local area, serve the public, cultivate new high-quality products and create theme images. Urban agricultural mode is taken as the overall agricultural production layout for the park to cultivate high-quality vital products; high-quality characteristic agricultural industries are taken as the breakthrough to form distinctive theme images of the park; application prospects of agricultural technology are highlighted to form product features. A high-end creative agricultural development road will be followed by integrating resources, fully utilizing location, market and talent advantages, devoting more in technical chain and increasing additional value of products. 2.1.3 efficiency operation and management can only be realized by large-scale production. The park adopts large-scale production in flower, vegetation and nursery planting, by guaranteeing qualified speed and profitable scale, integrates rapidness and effectiveness of the to achieve the great-leap-forward development. 2.1.4 build a multi-functional park with high-quality functions such as ecological living, recreation, holiday spending, conference and business service, education and training, and wedding photography, and present a happy image of peasants living and working peacefully, tourists enjoying leisure holidays, the elderly is looked after properly, patients recover rapidly and children grow healthily. 2.2 Planning strategies 2.2.1 Based on tourist resources and regional The park can be taken into the overall agricultural and tourism development strategies of Bazhou development by using location advantages, rural tourism and hot spring resources. 2.2.2 Using resources of Beijing and Tianjin. Convenient transportation and regional conditions of the park should be fully used, because scenic areas in Beijing and Tianjin City are always crowded with tourists in peak seasons, and tourists will is needed to attract high-quality consumer groups in Beijing and Tianjin. 2.2.3 On the basis of internal and surrounding environment of the park, the internal resources should be integrated and reasonably combined, 2.2.4 Distinctive orientation. By taking it into the overall development strategies of Bazhou City, the park has a different orientation with other urban agricultural projects to avoid repeated construction or resource waste. Products should dovetail with projects to form characteristic 2.2.5 factors. On the basis of its advantages, the park development has to grasp the opportunity that promoting development of urban agriculture, fully use all supportive policies and infrastructure, to build it into a key section of tourism industry achieve the long-term development. 2.2.6 service chain can be formed by taking functional areas and products into consideration, dovetailing addition, by interacting with other projects in the local area, a leisure tourism service network will be formed to drive the development of local agriculture and tourism industry. 2.3 Development orientation Based on its idyllic environment and development trend of new agricultural industries, the park is to work as a demonstration platform of new agricultural industries and new countryside construction characterized by green fields and flower land, happy Tashang. By fully using characteristic resources of the planning site, a multifunctional creative agricultural park characterized by high-quality flowers and based on organic agriculture will be constructed with integrated functions of eco-vacationing, sightseeing, creative leisure, catering and accommodation, conference education and training, so as to achieve the prosperity of regional agriculture and integration and service economy. Concrete development orientations are given as below. 2.3.1 Pioneering demonstration zone of urban creative agricultural industries around Beijing and a service platform of creative agricultural industries can be constructed by centering of urban agriculture, to build the park into a new highlight on the leisure agricultural tourism industry belt of Bazhou City. 2.3.2 A high-end tourism and leisure service platform in face of consumers with high consuming capacity. Based on rural tourism infrastructure in the park, a high-end tourism and leisure service platform will be constructed to provide diversified services such as business office, conference and forum, commercial industries such as training center and commercial street can be used to build a cultural brand service center with regional characteristics and improve tourism industry belt of Beijing, Tianjin 2.3.3 A new countryside housing construction model in Bazhou. A beautiful environment will be formed by combining with the construction of new folk dwellings in the village to drive the construction of Tashang Village, adjustment of agricultural structure and industrial upgrading, increase peasants income and agricultural output. Then the park will become a model and demonstration zone of integration of new industries and comfortable housing construction of the new countryside. 3 Planning and design characteristics 3.1 Revitalizing the park with agriculture to construct a multi-functional park with creative agriculture industry chain as the link are planned, namely, high-quality flower and vegetable display, greenhouse planting area, nursery, warehousing and logistics, resort living area, relocated area (including agricultural machinery machine), public service facility area, flower landscape belt and riverfront landscape belt. As a result, the following industry chains can be formed, specifically, a production and circulation industry chain consisting of variety cultivation, display and processing, circulation and marketing; an education and training industry chain based on basic training, skill promotion and employment support; a tourism and vacation industry chain characterized by specialty, sightseeing and shopping; commercial and residential industry chain symbolized by tourism accommodation, business meeting and with creative agriculture industry chain as the link is constructed as Fig.2 and Fig.3 shows. 20
