Project Description Estimated Project Cost Anticipated Schedule The proposed project plans to extend Frontier Drive from Franconia-Springfield Parkway (Route 289) to Loisdale Road in order to relieve congestion and improve access and safety for users to the Franconia-Springfield Metro station, Springfield Mall and Town Center area, and the General Services Administration (GSA) warehouse and other properties on Springfield Center Drive. This project includes: A four-lane divided roadway, which includes a combination of new construction and improvements to Springfield Center Drive and a new bridge over Long Branch, with on-road bicycle facilities, as well as a shared-use path on one side and a sidewalk on the other side of the road. Braided ramps at Frontier Drive and Franconia- Springfield Parkway interchange to improve access and eliminate weaving movements. Improvements to the Franconia-Springfield Metro station circulatory road and access to the Metro station parking structures, including three new bus bays and a direct connection from the transit center to eastbound Franconia-Springfield Parkway. Over the past year, VDOT in coordination with Fairfax County, has worked on preliminary plans to update the roadway configuration that was identified as the preferred alternative based on the Frontier Drive Extension traffic operational analysis done in 2012. Throughout this process, the typical section for Frontier Drive has been refined. The configuration of the braided ramp interchange was modified to limit the number of new structures and better facilitate pedestrian and bicycle access. The roadway alignment and intersection designs were updated based on changes to the existing conditions and planned development in the area that has occurred since 2012. The project team continues to move forward with the current preliminary design plans and recommended typical section as seen below. Feedback on the proposed design is being gathered at tonight s meeting. A design public hearing is expected to take place late next year with additional opportunities for public input. Engineering Design: $10 million Right of Way Acquisition/Utility Relocation: $25 million Construction: $81 million Total Cost: $116 million These project costs are estimates and subject to change as the project design is further developed. The project is being financed with state and local funds, including Northern Virginia Transportation Authority funding. Environmental Review In cooperation with the Federal Highway Administration (FHWA) and in accordance with the National Environmental Policy Act (NEPA) and 23 CFR 771, VDOT is currently preparing an Environmental Assessment (EA) to evaluate Typical Section or limited English proficiency, contact VDOT s Civil Rights Division at 703-259-1775 or TTY/TDD 711. potential impacts of the project to socio-economic, natural and historic resources. When approved for public availability by FHWA, the EA will be made Right of Way available for review and comment at the project s Design Public Hearing and on the project website. Access and Safety: Throughout the project limits pedestrian and bicyclist safety is facilitated by wider sidewalks or shared-use paths, dedicated bike lanes, curb ramps and crosswalks at all pedestrian crossings. Near the braided ramp interchange area, a new direct Stormwater Management VDOT is required by law to control and treat stormwater runoff from our roadways. Regulations took effect in 2014 that set a higher standard for both water quality (control of pollutants) and water quantity (control of erosion and flooding). As a result, more stormwater management treatment facilities are required on roadway construction projects. connection will be provided from the existing path along westbound Franconia-Springfield Parkway to a new shared use path that connects to Frontier Drive. This will replace a movement that today requires pedestrians and bicyclists to cross the existing exit ramp from the Parkway to the Metro station. Stormwater management ponds are provided throughout the project area to meet the project s water quality and quantity requirements, including three new ponds in the northern section of the project and in the southern section, reconstruction of an existing VDOT stormwater management pond located along Springfield Center Drive. Preliminary right of way impacts presented on the displays are conceptual in nature and may change as the design is refined. The property owners will be informed of the exact location of the easements during the right of way acquisition process and prior to construction. Information about right of way purchase is discussed in VDOT s brochure, Right of Way and Utilities: Guide for Property Owners and Tenants. Copies of this brochure are available here from VDOT personnel. After this meeting, information regarding right of way may be obtained from the right of way contact listed on the back of this brochure. Project Overview Frontier Drive is an important north-south road linking Franconia Road and Franconia-Springfield Parkway in the Springfield area, serving the Franconia-Springfield Metro Station, Springfield Town Center and the surrounding area. Frontier Drive is proposed to be extended from its current southern terminus at the Franconia-Springfield Metro Station to Loisdale Road, through Springfield Center Drive Alignment. Frontier Drive Extension is in the Fairfax County s Comprehensive Plan and is intended to support mixed use for employment, retail, and residential activities and the Transportation Security Administration headquarters. 5

Purpose and Need The existing and future traffic demands in the Springfield area have created a need for access modifications along Franconia-Springfield Parkway and an extension of Frontier Drive in order to provide increased capacity and connectivity throughout the corridor. The proposed improvements will: enhance traffic operations and traffic safety by providing increased capacity and greater connectivity provide improved accessibility to Franconia-Springfield Metro Station and businesses located along Springfield Center Drive improve pedestrian and bicycle facilities through the corridor and reduce congestion levels on regional roadways enhance circulation in the Springfield Area provide alternative paths to reduce congestion on current roads and accommodate future growth 6

Design Features A four-lane divided roadway, which includes a combination of new construction and improvements to Springfield Center Drive and a new bridge over Long Branch, with on-road bicycle facilities, including a shared-use path on one side and a sidewalk on the other side of the road.
