Growth Management Strategy (2007 2010) Accommodation of Provincial Growth Plan population and employment projections to 2031: Growth Plan projections assigned to York Region 3 Region distributed projected population and employment amongst 9 local municipalities (Regional Official Plan 2010)

Markham s Growth Strategy Forecast Growth by 2031: 422,000 residents 240,000 jobs Council endorsed growth strategy key elements Protection of natural environment in the form of an identified Greenway System Allowing limited expansion of the urban area (Future Urban Area) - 20% 4 Directing majority of the growth to Centres and Corridors along rapid transit routes within the built boundary (intensification) - 60% Completing the existing urban area communities and employment districts - 20%

ROP/ROPA 3 OMB Hearing - Status of Regional Official Plan 2010 has been substantially approved by the OMB ROPA3 - Markham s still under appeal Phase 1 of Hearing - Board agreed with Region re: the total land area required for expansion (for both employment and neighbourhood uses) Next Phase of Development Hearing (Ph Services 3) - to Committee determine the boundaries of the (given the total area required); primary appellants are landowners between McCowan Rd and Hwy 48; hearing date April 2015 (tentative) 6

(FUA) Approximately 975 developable hectares Employment lands north of Elgin Mills Neighbourhood lands south of Elgin Mills Stats: (approx) 38,000 people 12,000 units 19,000 jobs 7

Vision for Markham to 2031 The new Official Plan outlines a vision for sustainable growth leading to a vibrant, liveable city FUA planning to be consistent with these themes 4 key themes: Protecting the natural environment and agricultural lands Building complete communities Increasing travel options Maintaining a vibrant and competitive economy 8

Official Plan Requirements Subwatershed Studies Will address environmental matters associated with each major watercourse 9 Conceptual Master Plan / Master Transportation and Servicing Studies For entire - will confirm Greenway System, high level road/transit network, servicing, employment areas, neighbourhoods, mixed-use areas and phasing Secondary Plans/MESPs Development Specific land use Services policies Committee for smaller areas/communities Plans of Subdivision/Building Permits Creation of lots and buildings

Conceptual Master Plan provide the planning framework for the entire FUA lands as basis for subsequent Secondary Plans and development approvals be a non-statutory document endorsed by Council Companion Studies are: Subwatershed Studies, Transportation Study and Servicing Studies 10 The Conceptual Master Plan will: Conceptual Master Plan - 2 components: Community Development Structure Plan Services (schedules) Committee Key Directions and Implementation Document (policies)

Conceptual Master Plan Community Structure Plan elements (schedules): Greenway System (including environmental lands, linkages and major parks) Transportation Network (walking, cycling, transit roads) Servicing Network (major infrastructure) Major community facilities and infrastructure 11 Land use (neighbourhoods, mixed-use areas, employment) Cultural heritage resources

Conceptual Master Plan Key Directions and Implementation Document: Neighbourhood/Mixed Use/Employment Mobility (walking, cycling, transit, roads) Secondary Plan requirements including phasing 12 Sustainability Implementation recommendations including management Development and monitoring Services Committee strategies

Each subwatershed is being studied to address environmental matters such as natural heritage, groundwater, surface water, streams associated with each major watercourse 13 Subwatershed Studies The contains four subwatersheds: Berczy Bruce Eckhardt Robinson

Transportation and Servicing Studies Three Engineering Studies have been initiated: Each study to identify infrastructure system requirements for the Conceptual Master Plan 14 Transportation Water Wastewater Preliminary infrastructure systems to be tested through the Development Subwatershed Services Committee studies

Coordination of Studies and Class EA process Companion studies being undertaken through a Master Planning Class Environmental Assessment (EA) process Work Programs and Open Houses for each Study are coordinated to meet the requirements of the Class EA process 15 Documentation Development of the Services Class Committee EA process to be included as part of Key Directions document

Work Programs of Planning and Engineering Studies are phased to align with Subwatershed Study phases Subwatershed Studies work program: Phase 1 Background and Characterization Phase 2 Impact Assessment (testing and validation) Phase 1 of the Studies nearing completion Public Open House proposed 17 Study Components Phase 3 Development Management Services Strategies Committee and Implementation Requirements

Public Open House#1 January 2015 Provide opportunities for public, stakeholders, landowners and agencies to learn about CMP process and the progress of the individual studies Satisfy Class EA requirements for public consultation 19 Purpose Obtain input to assist with developing preliminary community structure concepts to be tested during the next phase of the companion studies

Existing context (e.g., cultural heritage, adjacent land uses, etc) 20 Panels: Community Planning/Design Panel topics: Community Vision Principles /Parameters: (OP requirements) e.g., Accommodating approx 38,000 people and 19,000 jobs Protection of the natural environment Building compact, complete communities: mix of housing and jobs, transit-supportive development, community facilities, Active transportation (walking, cycling, transit) Sustainable, adaptable, resilient community

Panels: Subwatershed Studies Phase 1 information compiled to: establish baseline conditions characterize the existing environmental system 21 Panel topics will include: subwatershed study process creek classification headwater drainage features preliminary floodlines natural features mapping species at risk drainage area limits special policy area(s) off-site recharge/discharge areas

Panels: Transportation and Servicing Studies Phase 1 - compiled base information and developed models for use in Phase 2 Transportation Panels will include: transportation planning objectives existing system identification of constraints and opportunities 22 Servicing (Water, Wastewater) Panels will include: water and Development wastewater Services system Committee planning objectives existing system identification of constraints and opportunities

Develop preliminary Community Structure Plan concepts Preliminary concepts to be tested in Phase 2 of Subwatershed Studies and other companion studies to develop a preliminary preferred Community Structure Plan 23 Next Steps Following Public Open House #1: Present results Development of Phase Services 2, including Committee preliminary preferred Community Structure Plan and draft Key Directions document to DSC prior to next Public Open House

York Region Master Plan Updates York Region is undertaking the following Reviews: Municipal Comprehensive Review of the Regional Official Plan (to accommodate growth to 2041) Water And Wastewater Master Plan Update 24 Transportation Master Plan Update Proposed Donald Cousens Parkway (DCP) extension has implications for the planning of the FUA Markham staff recommend that Council request the Region to review the role and function of the DCP extension as part of the Region s Transportation Master Plan Update
