LTF Real Estate Company, Inc. (the Applicant ) is pleased to present the enclosed development opportunity for a state of the art Life Time facility at the property located at 880 N. Old Rand Road in the Village of Lake Zurich. The Lake Zurich market has been a target for Life Time for many years. The Company has looked at multiple sites in various parts of Lake Zurich and now believes that it has found an appropriate location at the former Hackney s site. The Applicant is the contract purchaser for the 10.68 acre parcel. Assuming that the zoning application and all other approvals are granted, the Applicant envisions beginning construction during the summer of 2018 and opening for business in the summer of 2019. Life Time s addition to the Lake Zurich community will provide unparalleled athletic, entertainment, and recreation opportunities for residents and business throughout the community. Overview of Life Time Life Time is a privately held company that helps organizations, communities and individuals achieve their total health objectives, athletic aspirations and fitness goals by engaging in their areas of interest or discovering new passions. Life Time owns and operates distinctive, large-format, sports, recreation and spa destinations. The Company s Healthy Way of Life approach enables customers to achieve their goals by providing the best programs, people and places. As of August 7, 2017, the Company operates 127 centers under the Life Time brand in the United States and Canada. Project Overview Life Time is proposing to construct a three-story, approximately 125,000 squarefoot health, athletic and recreation center with an approximately 50,000 square-foot outdoor pool deck. The facility will be open 24 hours. The outdoor lap pool will be open dawn to dusk and the outdoor recreation pool will be open 10:00 a.m. to 8:00 p.m. from Memorial Day through Labor Day. Approximately 550-600 parking spaces will be provided. This facility will include cardiovascular and resistance training areas, indoor and outdoor pools, a cycling studio, yoga, pilates, and group fitness studios. For children, dance, art, music and tumbling studios are included. This center will also feature indoor and outdoor cafes and a salon and spa. EAST\145038731.2

All of these amenities are set in a luxury resort and spa like environment. The building has a sophisticated and timeless exterior that is finished with natural stone and glass. The interior features spaces finished with granite, walnut millwork and natural stone tile. These finishes combined with generous spaces dedicated to lounge areas for socializing and relaxing give a feeling more like that of a country club than a traditional health and fitness center. In addition to the array of amenities and the luxury setting, the country club feel is further enhanced by the services provided. In addition to the cafes, full-service salon and spa, all members receive access to Life Time s Diamond Destinations concierge service, towel service and are provided with complimentary toiletries in the locker rooms such as shampoo, shaving cream and razors. Zoning The property currently falls within two zoning districts. The western portion of the property is zoned B-1 while the eastern portion is zoned R-4. The Applicant would request a zoning map amendment to re-zone the eastern portion of the site to a unified B-1 zoning district. The proposal will require site plan approval, exterior appearance review and approval and a planned development (PUD) for any other necessary zoning relief, such as building height, parking, and site coverage. Site Development Wetlands A wetland determination has been previously completed for the property and Lake County has issued a Preliminary Jurisdictional Determination on three wetland locations onsite. All three wetlands are classified as Isolated Lake County Wetlands which means the Army Corps of Engineers are not involved in the permitting and mitigation process. We believe the largest wetland that encompasses the existing stormwater detention basin will meet the exclusion requirements since it is manmade. There are two smaller wetlands; one in the southeast area of the site that is a low-quality wetland, and one along the north property line that is classified as high quality. These smaller wetlands will be mitigated per Lake County requirements via payment into a wetland bank or excluded due to the small impact size through the local enforcement officer. Stormwater The proposed improvements will be providing stormwater detention and water quality in conformance with the Lake County Watershed Development Ordinance and the local Village of Lake Zurich requirements. The site will utilize the majority of the green space for water quality and include a dry bottom detention basin between the proposed building and the north property line to address the Runoff EAST\145038731.2

Volume Reduction requirements. The existing onsite depressional storage volume impacted by the development will be replaced and provided in addition to the required stormwater detention volume quantity. This overall volume will be located within the dry bottom detention basin to the north and an underground detention vault underneath the parking lot. Traffic Two driveways are proposed for the property, one on Rand Road (US Route 12) and one on Old Rand Road. The proposed driveway accessing Rand Road, which is the jurisdiction of the Illinois DOT, will be restricted to right-in/right-out access. The addition of a dedicated right-turn lane is also anticipated along Rand Road. The driveway has been located at the furthest distance possible from the intersection of Rand Road and Old Rand Road that the site plan can accommodate. The improvements anticipated along Old Rand Road include extending the existing westbound left-turn lane at the intersection of Rand Road and Old Rand Road to provide for an increase in vehicle movements in this direction. The proposed driveway to Old Rand Road is full access allowing inbound and outbound left and right turn movements. Conclusion The Applicant looks forward to hearing the Village Board s initial feedback on the proposed development and working with Lake Zurich community to make this project a success.
