ATTACHMENT D MBG VISION, MISSION, GOALS, AND PLANNING OBJECTIVES MCINTIRE BOTANICAL GARDEN -- New vision and mission statements approved by the McIntire Botanical Garden Board of Directors on April 26, 2016 -- Goals approved by the McIntire Botanical Garden Board of Directors on August 30, 2016 Vision Statement To celebrate Virginia s botanical and horticultural heritage in evocative gardens and landscapes central to Charlottesville s community that are enticing and educational yearround, and invite everyone to enjoy the splendor and complexity of our natural world. Mission Statement The mission of McIntire Botanical Garden is to cultivate a public garden that reflects the unique character of the Piedmont region while promoting knowledge, enjoyment and conservation of native and site adapted plants through display, education and research. GOALS DISPLAY AND ENJOYMENT Design and implement, in partnership with the City of Charlottesville, a beautiful landscape garden and ancillary facilities on 8.5 acres in the eastern section of McIntire Park. Display native and site adapted plants in designed and natural settings that complement the existing parkland and enhances the site s topography. Create spaces for gathering and garden observation/enjoyment for visitors of all ages. Unite the garden through regionally appropriate architecture and landscape design. EDUCATION Create a garden that is a place of discovery for all visitors through active and passive programs of interpretation and education. Serve as an educational resource for all regional residents, public and private educational providers, and the City of Charlottesville, emphasizing the disciplines of horticulture, design and the natural sciences. Provide educational and interpretive labeling of demonstration gardens, display gardens, and special exhibits throughout the garden using best available technology. STEWARDSHIP AND CONSERVATION Preserve and enhance the existing features of the site while designing and managing gardens that complement the natural character of the park. Design and manage the site and its resources in a sustainable manner. Design and manage the garden to enhance habitat value. Implement a financial model that ensures sustainable funding. RESEARCH Form an advisory committee of local scientists, allied academics and Board representatives to develop a research plan for the garden; enlist the advisory committee to foster and direct research objectives. Establish partnerships with local and regional academic institutions to fund and direct research programs within the garden. Assure that research programs are consistent with the mission. PLANNING OBJECTIVES -- Approved by the McIntire Botanical Garden Board of Directors on January 28, 2014 SITE OPPORTUNITIES AND CONSTRAINTS A central location in the city of Charlottesville accessible by foot, bike, car or by public transit. The ability to create a garden that is uniquely reflective of, and appropriate to, its place in the Piedmont province of Central Virginia. The dramatic topography of the site is its greatest asset, but also its greatest limitation. The circulation system will provide maximum accessibility. The mature oak trees that crown the knoll and those along the US 250 corridor are magnificent and should be preserved. The varied topography provides micro-climate opportunities to grow a wide range of plants. OBJECTIVES To create a garden that is visually inviting. All elements of the park including the Skate Park, Vietnam Memorial and Family Activities Center should be designed with a holistic vision. To create a garden that incorporates features that provide cultural and educational experiences for visitors of all ages. To provide sensory experiences throughout the garden to awaken a feeling of wonder in visitors. To choose an architectural vernacular and use materials of the highest quality. SPECIFIC ELEMENTS OF THE PLAN VISITOR SERVICES Visitor Center and Education Building, LEED Certified - including facilities, such as meeting rooms, café, gift shop, staff and volunteer offices as well as outdoor spaces for gathering, relaxing and education. A circulation system, often envisioned as a spiral that creates a sense of order and hierarchy, and provides access to all the gardens and significant site features. Connections to regional trail systems such as Rivanna Trail, McIntire Park Pedestrian bridge and Schenks Branch Greenway. Parking area designed with best management practices including sustainable technologies such as bio-swales and strategic tree placement. GARDENS Preservation and enhancement of the great lawn as a central feature of the park. Display gardens of trees, shrubs and perennials woven into a tapestry of landscape experience. Features throughout the garden to delight and engage children. A matrix of meadow, woodland and wetland habitats as demonstrations of the Piedmont s native plant communities. Pond and water features. Native plant and habitat gardens such as woodland and meadow as the matrix in which display gardens are imbedded. Demonstration gardens reflective of different types of soil and solar exposures of the site such as small-scale garden design, vegetables, trial beds for new introductions and display of plants. Public events spaces such as amphitheater, wedding venue, art in the park. A variety of outdoor spaces and seating within the garden for gathering, relaxing and passive education. Landscape to reduce the visual and auditory impact of the Parkway. Wildlife control measures as appropriate. Possible collaboration with the Sister Cities of Charlottesville. MANAGEMENT AND MAINTENANCE Working greenhouse, volunteer and staff facilities. Maintenance facilities. Service area including composting/soil storage facilities. SUMMARY In presenting our planning objectives, the McIntire Botanical Garden Board of Directors and supporters of McIntire Botanical Garden propose a unique Garden that takes its place among the premier contemporary and historic gardens of the region. We are excited about the prospects of offering this extraordinary amenity to the Charlottesville community. ATTACHMENT E - HISTORY OF McINTIRE PARK McIntire Botanical Garden Request for Proposals Attachments Page 8 of 33
McIntire Park is one of Charlottesville s largest and most popular public recreation venues. The Park s namesake, Paul Goodloe McIntire, initiated the creation of the Park by financing the City s first land acquisition in the mid-1920s. Park development began in the 1930s, led by the City s recently formed Department of Recreation (1933). The effort was aided by contributions from the Works Progress Administration (WPA) and local civic groups which included the Mothers Club, Rivanna River Garden Club, Young Men s Business Club, Kiwanis, and Elks. Eleven adjoining parcels of land were acquired by the City between 1926 and 1972 to encompass 150 total acres. The Park s current 130 acres are divided by the Norfolk Southern Railroad tracks into two sub-sections: McIntire Park West, containing lighted ball fields, a playground, picnic shelters, the Brooks Family YMCA and nature trails, and McIntire Park East, containing the Dogwood Vietnam Memorial and the Skate Park. Background of McIntire Botanical Garden In the first decade of the new millennium, a plan was announced and developed for the John W. Warner Parkway to run through the eastern section of McIntire Park. Albemarle County resident Helen Flamini had a vision of using space in the reconfigured Park for a Botanical Garden. She brought attention to the Charlottesville community of how this Garden could become a reality, and in 2008 she founded McIntire Botanical Garden (MBG), a nonprofit 501(c)3. The early mission of MBG was to increase community awareness of the benefits of a Garden. To this end, MBG sponsored Music in the Park, submitted signed petitions of support to City Council, published a newsletter, issued press releases, and made presentations to garden clubs and many other organizations. MBG facilitated studies of landscape design and site assessment for the acreage suggested for the Park. The City s Parks and Recreation Department recommended the development of a master plan for the east side of McIntire Park. After a year-long community master planning process, the City adopted a Master Plan in 2012 for the east side of McIntire Park. Included in the east side is McIntire Botanical Garden on 8.5 acres. The City of Charlottesville and MBG signed a Memorandum of Agreement (MOA) in 2015 which defines their responsibilities for the design, development and maintenance of the Garden.
