PRINCIPAL INSTRUCTOR John Dunkle, P.E., CPESC, CMS4S John has been a practicing civil engineer since 1981, and is a Certified Professional in Erosion and (CPESC), and a Certified Municipal Separate Storm Sewer System Specialist (CMS4S). Working with both private developers and municipalities on site planning and development projects, John has prepared and reviewed Stormwater Pollution Prevention Plans (SWPPP s), provided guidance for Municipal Separate Storm Sewer Systems (MS4 s), participated with DEC in the development of the current stormwater regulations, and conducted stormwater trainings for contractors, developers, engineers, and municipal officials. John also teaches a graduate level Stormwater Management class at SUNY-Environmental Science & Forestry, and has been conducting stormwater trainings across NY State for over 10 years. This class will examine the design details, practical applications, & critical elements of the various GI practices that are necessary for long term performance. This class will identify factors that contribute to stormwater management practice (SMP) failure & how to avoid them, establishing specific maintenance requirements & performance standards for the various standard & GI SMP s, & preparing meaningful & enforceable maintenance agreements. This class will review how to predict & treat stormwater pollutants, how Total Maximum Daily Load s & 303d listings are developed, and the challenges facing MS4 s once they are established. COURSE DESCRIPTIONS Stormwater Coalition of Management Series Registration is from 8:00 a.m. 8:30 a.m. Classes are held from 8:30 a.m. 4:30 p.m. Soil & Water HYDROLOGY, HYDRAULICS & WET POND DESIGN (2/18/2015)- Stormwater ponds have proven to be one of the most popular stormwater management practices employed by designers. And with good reason: ponds are one of the few practices that provide both water quality & quantity treatment. This class will examine the various components of a wet pond system, & review the numerous design elements needed for proper operation of ponds. Working with a specific pond site, we will begin by establishing the tributary drainage areas & its associated hydrology. We will then determine the various pond storage volumes & finally complete the design of an outlet structure to manage the flows. The pond design will follow the uniform sizing criteria in the NYS Stormwater Management Design Manual. Hydrology will be computed using TR-55 methods. PROJECT DESIGN FROM PLANNING TO NOI (3/25/2015)- Comprehensive stormwater design for a site is a multi-faceted process. This class will guide participants through the many steps of site planning, design, evaluation & reporting necessary for obtaining NYSDEC stormwater permit coverage in New York. We will work with one specific site, beginning with the evaluation of pre-developed conditions & project objectives. Site planning, stormwater practice selection & design will follow. Computations for WQv, CPv, OBv, ExSv, & RRv will then be completed. The class will conclude with the completion of the project s NOI, & the establishment of a maintenance program for the site s stormwater facilities. A DEEPER SHADE OF GREEN (3/31/2015)-Green Infrastructure (GI) practices have become the newest stormwater management tools. Even though it may still be considered an evolving technology, the benefits of GI over more conventional hard management techniques are well known. In particular, GI s ability to reduce runoff & provide climate change resilience has been firmly established. Many GI practices are now in place, & are performing with varying levels of success. Future design can benefit from some of the lessons learned. This class, co-instructed with SUNY ESF Professor & Landscape Architect Tim Toland, will examine the design details, practical applications, & critical elements of the various GI practices that are necessary for long term performance. Proper plant selection, planting & care of the green elements of GI will be emphasized, as well as techniques for making GI practices people friendly. Working with a specific site, participants will prepare a green infrastructure plan that incorporates appropriate structures, as well as complete a properly prepared planting plan. We will also review the important elements of planting installation & maintenance that can lead to the survival, long term performance, & community acceptance of projects. ENSURING A LONG LIFE FOR SMP S (5/5/2015)- All Stormwater Management Practices (SMP s) require care. Unfortunately, maintenance is an often-neglected element of stormwater management. As a result, many practices, while designed & constructed properly, fail to perform as intended. These conditions can erode community support for such practices, & foster a skepticism of the technology as a whole. This class, co-instructed with Planning Board chair/attorney/developer/su law professor Marc Malfitano, will examine the technical & legal elements needed to ensure a long & successful life for SMP s. This course will identify factors that contribute to SMP failure & how to avoid them, establishing specific maintenance requirements & performance standards for the various standard & GI SMP s, & preparing meaningful & enforceable maintenance agreements. The class will also review methods for determining public & private maintenance responsibilities & establishing financing. LIVING IN A TMDL/303d WATERSHED (6/2/2015)- Impaired water bodies in New York require a heightened level of stormwater management throughout their watersheds. It becomes necessary to not only prevent further degradation of these waters, but to also bring about a healthy recovery. According to the requirements of NYSDEC GP-00-10-002, all Municipal Separate Storm Sewer System s (MS4 s) that discharge to TMDL s & 303d water bodies must establish a Watershed Improvement Strategy for impaired waters in order to maintain permit coverage for the municipality. This class, co-instructed with Andy Sansone, CPSWQ, of Department of Environmental Services & David Follansbee, Ph.D., of NYS Department of Environmental Conservation, will review how to predict & treat stormwater pollutants, how TMDL s & 303d listings are developed, & the challenges facing MS4 s once they are established. Techniques for monitoring & enforcing no-net increase in stormwater discharges will be examined in detail. Topics will also include retro-fits, stormwater credits, & annual reporting requirements.
