Effective 7/1/17 IMPORTANT NOTICE: FRANKLIN TRANSFER STATION GENERAL INFORMATION Note: Mandatory Recycling is still required, however, due to changes in the way Recyclable Materials are processed at the various Material Recovery Facilities, GLASS can no longer be collected in the recycling container. ALL GLASS collected curbside should be bagged and placed in your Grey Lid Trash Can. The problem glass is causing is simple. Shards of crushed glass are cross contaminating other recyclables such as Cardboard, Aluminum, Paper, and Plastic, rendering all these recyclables nonmarketable. As an alternative, if you wish to recycle GLASS, there is a special area designated at the Transfer Station. FRANKLIN TRANSFER STATION LOCATION The Franklin Transfer Station is located at 75 Punch Brook Road. From the intersection of Route 3 and Route 3A/11, go south on Route 3 (South Main Street) 2.2 miles to Punch Brook Road (which will be on your right). HOURS OF OPERATION The hours of operation for the Franklin Transfer Station are 7:30 am to 3:00 pm, Tuesdays, Thursdays and Saturdays. The Transfer Station is CLOSED Sundays, Mondays, Wednesdays, Fridays and Holidays. HAULING LITTER TO THE TRANSFER STATION Pursuant to Franklin City Code, ALL loads of trash and debris must be covered when in transit to the Transfer Station, please! PERMITS Decals for Residential and Commercial Facility use may be obtained at the Transfer Station and are issued annually in June. Decals must be clearly displayed on the passenger side of the vehicle. Out-of-town contractors doing business in the City of Franklin must obtain an annual application from the Municipal Services Department, located at 43 West Bow Street in Franklin, New Hampshire. Credit applications are also available to start a charge account. The telephone number for Municipal Services is 603-934-4103 CONTACT INFORMATION AND QUESTIONS If you have any questions regarding the disposal of any item or any other solid waste questions, please contact the Transfer Station at 603-934-3206 Tuesdays through Saturdays between 7:30 am and 3:00 pm, or the Municipal Services Department Office at 603-934-4103 Mondays through Fridays between 7:30 am and 4:30 pm. 1

GENERAL DISPOSAL INFORMATION Single Stream Recyclables will be disposed of at the recycling compacting unit located on the left side on the central office building. All other solid waste, including non recyclable trash, must be separated and disposed of at specified drop-off areas within the facility. For a detailed breakdown of what type of items are acceptable for disposal / recycling, and how such items should be prepared for drop-off at the Transfer Station, please see the Disposal Guidelines flyer. HAZARDOUS WASTE AND PROBHIBITED ITEMS Certain items are unacceptable for drop-off at the Transfer Station. Most of the items listed below are accepted at the annual Hazardous Waste Collection Day, which is held the last Saturday in July. The City of Franklin Transfer Station does not accept the following items: From the House: Arts and crafts supplies Drain opener & Oven cleaner Dry-cleaning fluids Epoxies and resins Floor cleaner & polish Metal polish Photo chemicals Spot remover From the Yard and Garden: Cesspool cleaner Coal tar-based driveway sealer Roofing tar Muriatic acid Pesticides (1 gallon containers or smaller) Herbicides & weed killers Pool chemicals Rust preventative From the Garage: Radiator cleaners Car wax and polish Carburetor cleaners & degreasers Gasoline, antifreeze and other automobile fluids Gasoline tanks / diesel tanks Automobiles, engines and other automotive parts From the Workbench and Other items: Paint Stripper / Oil-based paints Paint thinners & solvents Stains & varnishes / Spray paint Wood preservatives / Sealants HOT ASHES from wood burning stoves Closed containers such as 55 gallon barrels Barrels & Drums with fluid or hazardous waste Animal carcasses / dead animals Ammunition and explosives Asbestos containing items LAKES REGION HOUSEHOLD HAZARDOUS PRODUCT FACILITY The Lakes Region Household Hazardous Product Facility is a storage facility where residents and taxpayers can safely and conveniently dispose of unwanted materials that pose a threat to the human and natural environment. This Facility is open May through October, every third Saturday (8:30 am 12:00 noon). Their telephone number is 569-5826. They are located at 404 Beech Pond Road in Wolfeboro. Their email address is lrhhpf@metrocast.net. To bring hazardous materials to this Facility, you will be charged a fee (0-5 gallons - $40.00 or 6-10 gallons - $80.00). Each household is limited to 10 gallons. Checks can be made out to LRHHPF (Lakes Region Household Hazardous Product Facility). The following are some other ways to reduce the impact on the environment: Avoid products that contain hazardous ingredients, whenever possible; Buy only as much as you will use right away and give leftovers to friends or neighbors; Tell your retailer that you want to buy recycled products; Store leftovers in their original containers with the labels intact, away from children and pets. 2

FRANKLIN TRANSFER STATION DISPOSAL GUIDELINES The City of Franklin, City Ordinance requires residents and businesses to maximize their recycling efforts for both economic and environmental benefits. Due to facility operations, all solid waste deposited for disposal must be separated and discarded at appropriate disposal areas throughout the facility. Some items require a disposal fee and must be paid prior to disposal. Trash must be separated and disposed of as follows with NO HAZARDOUS WASTE or MEDICAL WASTE: Trash Normal Trash typically includes paper and plastic with food waste, all types of glass including glass drink bottles, pressurized spray cans, food and wet garbage, diapers, plastic items (other than those marked #1-7), Styrofoam packing, bubble wrap, vinyl products, carpeting, mattresses, cushions. Recycling is mandatory. NONRECYCLABE TRASH WILL CONTINUE TO BE DISPOSED OF IN THE COMPACTOR HOPPER. There will be an area designated adjacent to the main building where recyclables items must be deposited. Separation of all other items listed below (at specified areas within the facility) is mandatory and these items cannot be disposed of with trash: Single Stream Recycling --- NOTE: GLASS is to be dropped off at the designated area and not in the Recycling Compactor. All non glass recyclable items can be mixed together in the same recycling container. PLEASE NOTE: SINGLE STREAM RECYCLABLES SHALL BE DISPOSED OF IN THE COMPACTOR UNIT ADJACENT TO THE MAIN BUILDING. TRASH WILL CONTINUE TO BE DEPOSITED IN THE HOPPER, BUT ALL RECYCLABLES MUST BE REMOVED. Recyclable items include cardboard, office paper, newsprint, magazines, junk mail, paper bags, egg cartons, cereal boxes, shoe boxes, paper towel rolls, juice containers, metal food cans, beverage cans, aluminum foil, metal lids, empty spray cans and all plastic products marked #1-7. NOTE: For paper products, there is no bundling required; just place loose in container. For metal food cans, rinse and place loose in container; no need to remove labels. For plastic products, rinse and place loose in container. Due to the fact that recycled glass is not marketable, it is no longer to be comingled with the above recyclables! Construction / Demolition Material (C&D) Materials include all painted, glued and treated wood waste, plaster, sheetrock, wood shingles, furniture, wood paneling, insulation, wooden storm windows, vinyl siding & flooring, plastic & Formica countertops, fencing and other building materials. NO GREATER THAN 4 FOOT LENGTHS. This is a pay item requiring loads to be weighed prior to disposal. NO ASBESTOS PRODUCTS. Effective January 1, 2011, all non-painted / un-treated construction material is included in this category of waste. Recyclable Wood Waste Wood waste includes clean, un-treated, un-painted, non-glued lumber, clean pallets, tree limbs/logs and brush (up to 5 inches in diameter and 4 feet in length only). All wood waste must be no greater than 6 feet in length. No leaves; No painted, treated or glued wood; No stumps. Effective July 1, 2012 there will no longer be burning of clean untreated wood waste at the Transfer Station. Vegetative wood waste such as logs, brush etc. will still be accepted but will be stockpiled for grinding and reuse. Wood Furniture, construction debris IS NOT CONSIDERED RECYCLABLE WOODWASTE AND MUST BE DISPOSED OF IN THE DEMOLITION BIN. 4

Stumps Stumps from residential dwellings may be disposed of by making arrangements with the Municipal Services Department Office at 934-4103. Leaves / Yard Waste Leaves and yard waste must be clean of sand, litter, brush, logs and other contaminants. Material must be emptied from containers and /or bags. Pine needles, leaves, lawn and garden clippings are all acceptable. Do not empty these items at the burn pile please! Asphalt Shingles Asphalt shingles must be free of all other materials and are to be disposed of in a designated area. Shingles are a pay item requiring loads to be weighed prior to disposal. Tires Tires should be removed from rims. The City accepts tires up to 24 in size. There is a fee required to dispose of tires at the Transfer Station. Metals There is no charge to dispose of various metals in the metal bin, however, all contaminants must be stripped and removed from any materials deposited. Appliances and electronics should not be disposed of in the metal bin. Typical items accepted in the metal bin include steel, copper, iron, aluminum, brass, etc. No automotive parts, closed and or pressurized containers, batteries, gas tanks or cable wire in the metal bin. Household Appliances and White Goods Appliances, including freezers, refrigerators, washers, dryers, air conditioners, dehumidifiers and stoves, are accepted at designated drop-off areas. As some appliances require Freon removal, there is a fee to dispose of these items. Propane Tanks Empty tanks up to 100 lb. capacity will be accepted for a fee. Electronics CPU s, laptops, key boards, televisions, VCR s, CD players, computer screens and monitors, fax and copy machines, printers, microwave ovens and other electronic devices are collected for a disposal fee. Waste Oil Waste oil is accepted at the recycling building. Large quantities of over 5 gallons need prior approval. Waste Oil cannot be contaminated with antifreeze, gasoline, paint thinner, water or any other chemicals. If it is contaminated, please save it and bring it to the annual Hazardous Waste Collection Day. Water Based / Latex Paints All Latex paint cans will be accepted as part of your normal trash, provided they are properly prepared for disposal prior to drop-off. Prior to drop-off, remove the cover or lid and fill the paint cans with 50% sand or kitty litter, let air cure until paint is dry then replace cover or lid for disposal. Oil Based Paint / Varnishes Oil based paints and varnishes may only be disposed of at the annual Hazardous Waste Collection Day, or you may wish to contact the permanent Household Hazardous Waste Collection Center in Wolfeboro at 569-5826. 5

Batteries Both dry cell and wet cell batteries are accepted. Such batteries include boat, automobile, rechargeable, cd, lithium, alkaline, etc. See the Transfer Station attendant for specific drop-off location. Asphalt, Stone, Brick and Concrete Rubble Material, call the MSD Office to make arrangements for hauling it to the City pit. Smaller amounts can be dropped off at the Transfer Station by seeing the attendant. Clothing There is a Goodwill Collection container located at the facility for all types of clothing and shoes, which are in good condition. Unclean, torn clothing should be considered trash. Alternative disposal sites for clothing are available throughout the City at collection boxes. Fluorescent Tubes and Bulbs Bulbs that are broken or unbroken must be recycled. There is a fee charged. Please see the attendant for drop-off. Mercury containing devices The State of New Hampshire prohibits disposal of mercury containing devices in the solid waste stream. There is a specific container for these items, which include thermometers, thermostats, etc. Mercury containing devices may also be disposed of at the City s annual Hazardous Waste Collection Day. 6

Franklin Automated Containerized Trash & Recycling Curbside Collection Program There are many benefits of the program including ease of use, cost reductions for taxpayers. A cleaner look, fewer instances of animal interference, and going GREEN! How It Works Mandatory Recycling is enforced at the Curbside and at the Transfer Station. Residents are provided (2) containers: (1) for trash and (1) for recyclables similar to the containers illustrated above, color and size may vary. Recyclables must be in a separate container from trash. Trash must be bagged and must fit within the container with the lid closed. Recyclables must be loose (not bagged) and co-mingled (there is no need to separate recyclables by type) within the container with the lid closed. In order to maximize space, recyclables should be broken down. Anything over the size of a 5 gallon bucket must be broken down. Containers must be wheeled out to the curb no earlier than 12 hours before pick up and no later than 6:45 am on collection day. A list of collection days can be found on our website. Remove the containers from the street at the end of collection day. Loose trash or trash outside of the container will not be picked up. Trash & recyclables are also accepted at the transfer station. The more we Recycle, the more Money we save! Automated collection trucks (similar to the one shown above) will pick up both trash & recyclables. Please remember to clear ice & snow from an area at curbside for containers in the winter! Containers must be placed as depicted above, separated, so that the truck can pick them up. The apron or end of your driveway is a perfect spot for containers. Place the container at least 3 feet from objects (such as mailboxes, fences, etc.) Do not place under low hanging branches. Glass is not accepted curbside, but can be brought to the Transfer Station. If you are unable to do this then place glass in with your bagged trash within the grey lid container. Unacceptable Curbside Items These items are regulated by local ordinance and/or federal state legislation and can NOT be disposed of curbside. See below for which items can be taken directly to the transfer station and which must be disposed of on hazardous waste day.
