EN 13844 and EN 13845 PVC-U sockets with seals The 46th meeting of TC 155 was held on the 19th and 20th November 2014 with the new chair Monica de la Cruz (Spain). The UK delegation comprised: Caroline Ayres (BPF), Julia Trew (BPF), and Steve Beech (Convenor TC 155 / WG12). The Plenary was divided into : General matters, Pressure, Nonpressure, liaison reports and matters relating to harmonisation. Discussions with DG Enterprise on CE marking under mandate M/131. Report that Mandate M/136 is on hold. Russia observer status to be declined and Japan observer status to be terminated. Request for permeability requirement for CE marking rejected. Working group reps who are inactive (by attendance or correspondence) are to be reviewed and possibly removed. 1
WG8 Systems for water supply and pressure drainage and sewerage: PVC-U (solid wall) Convenor: Urs Amacher (Switzerland) pren ISO 13844 (PVC-U socket joints with elastomeric seals: Test method for leak tightness under negative pressure). Being adapted for use with ISO 17885 (mechanical fittings). Final Vote closes 24/12/2014. pren ISO 13845 (PVC-U socket joints with elastomeric seals: Test method for leak tightness under internal pressure and angular deflection). Being adapted for use with ISO 17885 (mechanical fittings). Final Vote closes 24/12/2014. Request made to TC 155 for adoption of NWIP ISO 16422 (PVC-O pipes) as EN ISO. Proposal to be clarified and sent for committee vote. Responsibility within TC 155 to be agreed. Reference to existing products / standards in Europe need to be included. Next meeting - none planned. WG16 Systems for hot and cold water applications Under Vienna Agreement, work on this subject is undertaken by CEN TC 155/WG16. Convenor: Jerker Skarelius (Sweden) Draft revisions of Part 7 (assessment of conformity) for the individual material standards (PP, PE-X, PB, CPVC) prepared. TC 155 agreed to register these work items and send to vote. TC 155 agreed to initiate a work item for Part 7 for PE-RT and notify TC 138 / SC2. It is expected that Part 7 for multilayer pipes will be presented to the next TC 155 meeting. Revision of EN ISO 15876 Parts 2, 3 and 5 (PB pipes and fittings for hot water) draft in preparation. Revision of 15874 Parts 2, 3 and 5 (PP pipes and fittings for hot water) to increase the size range from 160mm to 400mm discussion ongoing on content. Next meeting 5th February 2015. WG12 Pressure systems of polyolefin material for gas supply, water supply and drainage and sewerage Convenor: Steve Beech (UK) pren 12106 (PE pipes - Test method for the resistance to internal pressure after application of squeeze-off). Enquiry closed, German and British comments to be addressed. TC 155 agreed that this standard will be developed now through ISO TC 138 / SC5 and this EN will not be required in time. WG 23 Thermoplastics systems for industrial applications Convenor: Andreas Neubert (Switzerland) Under Vienna Agreement, work on this subject is undertaken by ISO/ TC 138/SC3. EN ISO 15494 (PB, PE, PE-X, PE-RT and PP pipes for industrial applications) approved for FDIS / FV vote, Dec 2014. Problems raised with annex ZA which is drafted under the Pressure Equipment Directive. EN ISO 15493 (ABS, PVC-U and PVC-C pipes for industrial applications). Request for amendment to be submitted. EN ISO 10931: 2005 / pra1 (PVDF pipes for industrial applications). Amendment in progress. Next meeting none planned. 2
WG1 Installation outside building structures of flexible piping systems New convenor: Peter Verlaan (NL) CEN / TS 15223 (Validated design parameters design of buried thermoplastics piping systems). Major change to structure during revision, draft sent for TC 155 committee vote in Oct 2014. Comments to be addressed and document issued for public comment. WG1 asked TC 155 if they should deal with a guidance for installation of infiltration systems for storm water management (see notes under WG26) and whether there is a need for guidance for above ground installation of non-pressure drainage and sewerage (agreed that there is no evidence of need). Next meeting 21st Jan 2015. WG13 Systems with structured wall pipes for nonpressure drainage and sewerage PE, PP, PVC-U Convenor: Peter Verlaan (NL) EN 13476 (Structured-wall piping systems of PVC-U, PP and PE). Parts 1 (General requirements and performance characteristics), 2 (Type A) and 3 (Type B) revisions are ready for CEN enquiry and Formal Vote (early 2015). Main focus large diameter pipes, test regime and editorial changes. WG 13 asked TC 155 request an early revision of CEN/ TS 13476-4 (assessment of conformity), because of the introduction of very large diameters and new test methods in other parts. Request noted for future meeting. Next meeting April 2015 (date to be confirmed following CEN enquiry). WG6 PVC piping systems for non-pressure soil and waste and solid wall piping systems for underground drainage Convenor: Michel Divanach (F) EN 1329-1 (soil and waste, low and high temperature in buildings). Published Aug 2014, request for revision pending revision of EN 1453-1. PD CEN/TS 1329-2 (soil and waste, low and high temperature in buildings, assessment of conformity). Revision to start at next meeting. EN 1453-1 (soil and waste, low and high temperature in buildings, structured wall). Enquiry in progress until 25/2/2015. WG 15 Pipes and fittings for piping systems for rainwater discharge Convenor: Alastair Walmsley (UK) EN 12200-1 (Rainwater piping systems. PVC-U). Revision prepared by convenor and discussed by WG15, includes other polymers for the external layer of pipes and fittings. Issued for CEN enquiry between 13 Nov 2014 and 28 Feb 2015. Next meeting 14th April 2015. WG20 Ancillaries for soil and waste discharge and gravity buried drainage and sewerage systems Convenor: Alastair Walmsley (UK) EN 13598-2 (Specifications for manholes and inspection chambers in traffic areas and deep underground installations. PVC-U, PP and PE). Revised following comments during 5 year review. Ready for CEN enquiry between Dec 2014 and Mar 2015. Part 1 will also need to be revised to remove overlap. TC 155 were asked about the timescale for this activity and it was referred to WG20. Decision on harmonized standards under mandate M/118 pending TC 155 discussions on M/131. Next meeting 9th/10th June 2015 WG 26 Systems for storm water handling Convenor: Hielke Hoekstra (NL) WI 00155783 and WI 00155784 (see below for titles), will run out of time before completion, new work items approved by TC 155 to continue work. WI 00155784 (Test method for determination of short term compression strength of boxes). Document being checked ahead of 2nd committee ballot. WI 00155783 (Test method for determination of long term structural compression strength of boxes). Proposed test needs revision as the outcome of the test results will not give distinctive results. UK delegation working on revision to present to next meeting. WI 00155824 (Specification for boxes used for infiltration, attenuation and storage systems made of PVC-U and PP). In preparation, but disagreement of materials clauses. UK propose including in informative annex to guide suppliers and purchasers of materials. Preliminary work item registered by TC 155 for components for storm water handling to cover mechanical resistance of tanks. This addresses infiltration and infiltration tanks referred from TC 165 / WG50 (water reuse). New part for Attestation of Conformity will be started when product standard has gone to CEN enquiry. WG17 Rehabilitation of pipeline systems Convenor: Wim Elzink (NL). The scope of WG17 was recently aligned with ISO TC 138/SC8 (chaired by John Gumbel, UK) to include trenchless replacement and renovation, SC8 lead on standards development and includes both water and gas applications. Wim Elzink is liaison officer between TC 155 and ISO TC 138/SC8. Concern was raised at TC 155 over marginal difference between rehabilitation (pipe in pipe) and no-dig installation of new pipes (replacement by a new pipe) and where responsibilities lie. Next meeting - none planned. WG25 Recycling of PVC-U, PE and PP materials Convenor: Tinus De Lange (NL). Nothing to report. Next meeting - none planned. WG 27 Environmental aspects Convenor: Sándor Aranyi (Hungary). Drafts for Environmental Product Declarations - Product Category Rules for (i) buried pipes and (ii) pipes in buildings to be sent to TC 155 for committee ballot before CEN enquiry. AHG 45 Lifetime expectancy of non-pressure piping systems Convenor: Henk Meerman (NL) This AHG is working on a package of tests for determining the life expectancy of materials of nonpressure pipes to increase options for use of recycled materials. Two tests considered: Fatigue and Cracked Round Bar method based on ISO/DIS 18489. Comparative testing between two tests on PP and PVC, virgin and non-virgin is ongoing to establish method and equipment. Next meeting 2nd / 3rd December 2014. CEN TC 107 Prefabricated district heating piping systems Fpr CEN/TS 16591 crosslinkable PE-Xb in district heating pipes to be cancelled. CEN TC 127 Fire safety in buildings draft EN 1366 includes plastic pipes, to be issued for CEN enquiry. CEN TC 249/WG16 Thermoplastics welding new technical report being drafted for supervision of welders. CEN / CLC TC 213 Underground plastics conduits for protection of cables - new standard being drafted EN 50626 (part 1 for pulled cables, part 2 for other cable installation). TEPPFA project on lifetime of polyolefin non-pressure pipes conclusions presented to TC 155, slides will be circulated later. Needs to link with work of AHG 45. 5 CEN TC 164 Water Supply 4MS Portugal to join as 5th member. Substances already listed for food contact automatically to be accepted for water and not included in core 4MS list. Test for mutual recognition of Enhancement of Microbial Growth not agreed but until M/136 restarted for products there is no driver to sort this. National Regulations continue. CEN TC 165 Wastewater systems EN 124 (Gully, manhole tops) prepared for FV includes Part 6 for thermoplastics; EN 1610 (pipelaying) prepared for FV; EN 12889 (trenchless construction) withdrawn. EN 1433 (drainage channels) revision started but plastics not well represented. ISO TC 138 and its working groups see separate report e-doc 6248 for work in ISO.
CEN TC 155 PLENARY MEETINGS Spring 2015: Vienna, Austria Autumn 2015: Delft, Netherlands Spring 2016: Helsinki, Finland Mandate M/131 (harmonised standards on pipes, tanks and ancillaries not in contact with water intended for human consumption) Four application-based harmonised standards (hens) proceeding: pren 15012 Buried and above ground piping components for nonpressure soil and waste discharge within the building structure. pren 15013 Non-pressure drainage and sewerage piping components buried in ground. pren 15014 Buried and above ground piping components for water under pressure. pren 15015 Hot and cold water piping components. The draft hens were subject to a 5 month CEN enquiry following which the tasks groups have started to discuss comments. CEN TC 155 sought a meeting with the European Commission s DG Enterprise to confirm fundamentals of CE marking under the CPR, clarify essential requirements and to identify a way forward. This document is prepared as an overview of the workings of CEN TC 155 for BPF-PPG members only. Reference should always be made to the full documents and official minutes and resolutions of the meeting. All information is given in good faith but no responsibility can be accepted for errors and omissions. DG Enterprise has proposed that CE marking for this sector may be reviewed as products standards already exist to meet CPR objective to remove barriers to trade.
