Gas Technical Standards Committee GTSC Annual Report 2009 Scope 1. To advise the NSAI with regard to Irish Standards and Codes of Practice necessary for the transmission distribution and utilisation of Natural Gas and LP gas, with particular regard to safety and to make recommendations as required. 2. To draft appropriate documentation including Standards, Codes of Practice, Amendments and Safety Recommendations as necessary. 3. To ensure that interested parties are consulted in the drafting of these standards and codes of practice. 4. To liaise with similar bodies in other EU countries and in particular CEN (European Committee for Standardisation) and ISO (International Organisation for Standardisation). 5. To advise NSAI on how to vote on draft European and International Standards.

Gas Technical Standards Committee 1. Highlights from 2009 The GTSC is active on many arenas within the Natural Gas and LPG industries. 1.1. Gas cooker safety: The NCA 1, CER 2 and NSAI continued their combined efforts this year with gas cooker manufacturers BEKO and Glen Dimplex to locate and make safe over 5,000 LPG cookers in the Irish market to minimise the risk of injury from carbon monoxide. TC2 were successful in their proposal to CEN Technical Committee 49 to have the gas cookers standard EN 30-1-1 amended to have cookers tested with the grill door closed in a bid to prevent future incidents with gas cookers. 1.2. Gas works legislation, S.I. 255 of 2009: The CER had legislation passed in 2009 regulating the natural gas works in domestic installations. I.S. 813 Domestic gas installations is referenced in the legislation. The RGII has been contracted as the Gas Safety Supervisory Body. Four members of the GTSC sit on the Board of Directors of the Registered Gas Installers of Ireland, a new company, tasked with regulating the work of registered gas installers. 1.3. CEN/TC 234 WG10 Service Lines Ireland successfully obtained convenorship of the Gas Infrastructure working group for service lines. Working Group 10 has been tasked with developing a European standard for gas service lines. This will be a tough task given that the gas infrastructure in parts of Europe is now dated and each member state has its own methods and regulations for service lines. Mr. David Hughes of Bord Gáis Networks was elected convenor by the members of CEN/TC 234 Gas Infrastructure. NSAI is supporting the working group with secretarial duties. 1.4. GTSC Activity Report for the Year 2008 The report handed to the Minister of State for the Department of Communications, Energy and Natural Resources received his annual report from the GTSC by email. Outside of the tradition of personally handing the Minister a printed report, the 2008 report was emailed to the Minister in an effort to reduce environmental impact and reduce costs from printing the report. I.S. 820 Non-Domestic Gas Installations: An enquiry draft of the revised I.S. 820 was sent out for public comment from August to October by TC2. The draft standard is being ratified with the comments received. I.S. 820:2010 (edition 2) will be published in 2010. An environmental Annex has been added in line with the 2009-2011 NSAI Strategy Document. 3.2. I.S. 3216 Code of practice for the bulk storage of LPG: An enquiry draft of the revised I.S. 820 was sent out for public comment from March to April by TC5. The draft standard is being ratified with the comments received. I.S. 3216:2010 will be published in 2010. An environmental Annex has been added in line with the 2009-2011 NSAI Strategy Document. 3.3. I.S. 328 Transmission pipelines The Central Committee approved the revision of I.S. 328. The standard for transmission pipelines is being modernised with international standards and codes of practice by TC5. Page 4 of 5
