DEFINITIONS For a comprehensive detailed list of definitions, please refer to the referenced standards and regulations listed in Section 4. Terms in common use are not defined here and normal dictionary definitions. Automatic Transfer Switch: Self-acting equipment for transferring one or more load conductor connections from one power source to another. Centrifugal Pump: A pump in which the pressure is developed principally by the action of centrifugal force. Diesel Engine: An internal combustion engine in which the fuel is ignited entirely by the heat resulting from the compression of the air supplied for combustion. The oil-diesel engine, which operates on fuel oil injected after compression is practically completed, is the type usually used as a fire pump driver. Fire Pump: A pump that is a provider of liquid flow and pressure dedicated to fire protection Fire Pump Controller: A group of devices that serve to govern, in some predetermined manner, the starting and stopping of the fire pump driver and to monitor and signal the status and condition of the fire pump unit. Fire Pump Unit: An assembled unit consisting of a fire pump, driver, controller, and accessories. Horizontal Pump: A pump with the shaft normally in a horizontal position. Horizontal Split-Case Pump: A Centrifugal Pump characterized by a housing that is split parallel to the shaft. Total Discharge Head: The reading of a pressure gauge at the discharge of the pump, converted to meters (feet) of liquid, and referred to datum, plus the velocity head at the point of gauge attachment. Total Head, Horizontal Pumps: The measure of the work increase, per kilogram (pound) of liquid, imparted to the liquid by the pump, and therefore the algebraic difference between the total discharge head and the total suction head. Total head, as determined on test where suction lift exists, is the sum of the total discharge head and total suction lift. Total Head, Vertical Turbine Pumps: The distance from the pumping water level to the center of the discharge gauge plus the total discharge head. Page 1
1 ABOUT THE ABU DHABI QUALITY AND CONFORMITY COUNCIL The Abu Dhabi Quality and Conformity Council (QCC) was established by law No. 3 of 2009, issued by His Highness Sheikh Khalifa Bin Zayed Al Nahyan, President of the UAE and ruler of Abu Dhabi. The QCC consists of a council of regulators that facilitate the provision of quality infrastructure in line with global standards. This quality infrastructure enables industry and regulators to ensure that products, systems and personnel can be tested and certified to UAE and International Standards. In addition to supporting regulators and government organizations through offering quality and conformity assessment facilities, expertise and resources, the Council is also engaged in promoting a culture of quality towards consumers. Additionally, the QCC is responsible for raising the quality of local products and ensuring Abu Dhabi exports meet international standards to improve interactions with global trade and integration into the global economy, as envisioned by Abu Dhabi Economic Vision 2030. Products certified by the QCC receive the Abu Dhabi Trustmark. The Trustmark is designed to communicate that products, personnel or systems conform to various safety, quality and performance standards that are set by Abu Dhabi regulators. 2 FOREWORD The Abu Dhabi Conformity Assessment Scheme for Fire Pumps, enables manufacturers, suppliers and distributors of these products to obtain voluntary certification which demonstrates compliance to quality and performance specifications suitable for the Emirate of Abu Dhabi. These specifications incorporate the following requirements: Quality assurance of the manufacturing process through a suitable Quality Management System (QMS) The UAE Fire and Life Safety Code of Practice 2017 Edition as published by the Ministry of Interior, Directorate General of Civil Defence Performance testing and certification from a recognized certification program The scope of certification is restricted to centrifugal or Horizontal Displacement, single stage and multistage pumps of Horizontal or Vertical Turbine shaft type only, which supply water to fire protection systems. These pumps shall have an extended service life, throughout which they must be capable of operating reliably at rated capacities and pressures during emergency fire incidents, despite being idle for extended periods. It is anticipated that implementation of this conformity assessment scheme will significantly benefit the Emirate of Abu Dhabi and UAE by contributing to the UAE s efforts in improving the buildings fire and life safety performance. 3 THE ABU DHABI TRUSTMARK Products and systems that achieve certification, through formal evaluation against the QCC conformity assessment scheme criteria defined in this document, will be granted a Certificate of Conformity and are licensed to bear the Abu Dhabi Trustmark in product promotion and merchandising. The Certificate of Conformity enables manufacturers, distributors and suppliers of Fire Pumps to present evidence of meeting appropriate standards for Abu Dhabi's built environment. The Certificate of Conformity can be used to demonstrate compliance against the UAE Fire and Life Safety Code of Practice 2017 Edition. The QCC's market surveillance inspectors actively ensure the integrity of the Trustmark is maintained through market surveillance and testing of products bearing the Trustmark (refer to Section 8 for details). Advisory note: A number of factors additional to the characteristics addressed in this conformity assessment scheme may influence the performance of the certified Fire Pumps, e.g. installation, maintenance, modification and incorrect operation. Such factors are beyond the scope of the third party product certification described in this document. The QCC recommends that suitable precautions, such as the use of competent and/or accredited/ approved building designers, Fire Pump installers, commissioners and building maintenance managers, to improve the likelihood of continued compliance of installed products. Fire Pump Controller FM 13211323, Standard for fire pump controller for electric motor and diesel engine driven fire pumps LPS 1236, Requirements for control panels for diesel engine driven pumps used in automatic sprinkler installations LPS 1237, Requirements for control panels for electric motor driven pumps used in automatic sprinkler installations UL 218, Standard for fire pump controller 5 CERTIFICATION REQUIREMENTS 5.1 General Requirements In order to receive the QCC Trustmark certification, applications from manufacturers, suppliers and distributors of Fire Pumps must be assessed according to the QCC s criteria (clause 5.2) and shown to meet the certification requirements managed by one or more of the following international recognized certification assessment bodies: Loss Prevention Certification Board (LPCB) Factory Mutual Approvals (FM); and Underwriter Laboratories Inc. Demonstration of certification through a program other than those listed above shall be considered by QCC provided suitable evidence is supplied by the applicant of comparability between the alternative certification program and one/all of the listed programs. Where a certification assessment body carries out testing of a fire pump at an alternative facility (in accordance with their certification program requirements), the following additional requirements shall be met: The testing laboratory used for performance testing of the Fire Pumps shall be accredited to ISO/IEC 17025 within the scope of the testing performed The ISO/IEC 17025 accreditation shall be issued by an accreditation body signatory to the International Laboratory Accreditation Cooperation Mutual Recognition Agreement (ILAC-MRA) Acceptance of certification through an alternative program is at the discretion of QCC after subsequent review of the evidence of comparability between the proposed certification with the recognized certification program. The general requirements for certification, along with the terms and conditions for the QCC certification of products and license of the Trustmark are contained in the application form available in the QCC website: http://www.qcc.abudhabi.ae. Applicants must register first via email to conformity@qcc.abudhabi.ae before uploading all the application for certification documentation. In addition, the applicant shall provide the following: Valid UAE Trade License. Authorisation letter from the manufacturer to deal with the product(s) seeking certification (if applying on the manufacturers behalf). 5.2 Specific Performance Requirements 5.2.1 General Requirements Fire Pumps shall be restricted to a centrifugal or Horizontal Displacement, single stage and multistage pumps of Horizontal or Vertical Turbine shaft type only. Fire pumps shall be dedicated to and listed for fire protection service. All Fire Pumps, complete with driver, control panel and fuel supply shall be tested and certified as an assembly. The Fire Pump assembly, consisting of pump, driver, controller, Automatic Transfer Switch and accessories shall perform in accordance with the requirements of the UAE Fire Code of Practice and the manufacturer s specifications, as an entire unit when installed or when components are replaced or when repairs are performed on installed system. The complete Fire Pump Unit shall be field acceptance tested for proper and intended performance. Page 5
The net pump shutoff (churn) pressure plus the maximum static suction pressure, adjusted for elevation, shall not exceed the pressure for which the system components are rated. A centrifugal Fire Pump shall be selected to operate at less than or equal to 150% of the rated capacity. The selection of Fire Pump shall be such that the pressure in the system it is serving shall not exceed 24bar at any point, at any time with Fire Pump set to cut-off at 140% of rated operational pressure. Fire Pumps shall have a permanent steel nameplate clearly showing the name, brand, pressure ratings, flow ratings and working temperatures etc. All Fire Pumps shall have a flooded water supply from the dedicated firewater tank. Where the flooded positive supply of water to Fire Pumps is not possible, the Vertical Turbine-Type Fire Pumps shall be provided for the negative suction of firewater. Diesel Fire Pumps shall have a diesel filtration system to prevent the stagnation and frequent changing of diesel fuel. Elbows and tees with a centerline plane parallel to a Horizontal Split-Case Pump shaft shall only be permitted in the suction line where the distance between the flanges of the pump suction intake and the elbow and tee is greater than 10 times the suction pipe diameter. 5.2.2 Performance Requirements In order to obtain QCC certification, the applicant shall provide the following current/valid documentation: Evidence that the Fire Pump(s) applying for certification currently hold a valid conformity certificate from one of the certification bodies listed in clause 5.1. Performance testing reports generated in accordance with the conformity certificate. Evidence that installation is to be performed only by a manufacturer-approved supplier. 5.3 Quality Management System Requirements The manufacturer (not the importer/distributor/retailer) must be certified according to ISO 9001:2008, the certificate being issued by a certification body accredited according to ISO/IEC 17021:2012 by an accreditation body signatory to the International Accreditation Forum Multilateral Recognition Agreement (IAF MLA). The QCC reserves the right to conduct on site factory audits for verification of quality standards and procedures. If implemented, this will be covered by a Factory Audit Procedure. Page 6
6 CONFORMITY ASSESSMENT PROCESS The assessment is based on the documentation submitted in compliance to clauses 5.1-5.3, including additional product information such as; product specifications, product descriptions and product photo documentation, which is evaluated for consistency, completeness and overall quality. Refer to Appendix 1 for diagram of the application assessment process. 7 IDENTIFICATION AND LABELLING Each certified product must be provided with an evident label bearing the QCC Trustmark (depending on product and subject to agreement with the QCC Communications department). 8 SURVEILLANCE / AUDIT PROCEDURES 8.1 General At a minimum, the surveillance and audit requirements listed under this section shall be applied to the certified product(s) and systems on an annual basis. When the validity of a certificate is to be demonstrated; this includes the validity of the accreditation of the certificate issuer. 8.2 Quality Management System Audits of Manufacturer Proof of continued compliance (certification) is to be presented to the QCC annually or 30 days after expiry of the submitted ISO 9001 certificate (whichever comes first). 8.3 Testing and Inspection Products carrying the QCC Trustmark will be subject to the following unannounced inspection activities: Annually, the QCC will undertake market surveillance activities to test certified products/systems available in the Abu Dhabi market. Samples can be inspected i) on-site at installed locations of Abu Dhabi government/municipal owned buildings, ii) at point of entry to the Abu Dhabi Market, and/or iii) in the market. Samples will be assessed for compliance to selected specific requirements given in Clause 5 including review of the current certification, identification and labelling. The sampling schedule will target previously untested products/systems on a yearon-year basis to ensure eventual testing of all certified products and systems. If any product or system fails to meet the certification requirements during inspection, in the first instance, the QCC will liaise with the third party certification body to verify validity of the certification, and subsequently, request the supplier corrective actions, e.g. product/system withdraw, re-testing or re-certification. If one of these additional samples also fails to meet the certification specifications, the certification status of all products/systems from the applicant will be reviewed. Proof of continued compliance to the requirements of the QCC certification must be provided if; i) a referenced standard listed in clause 4 has changed, or ii) the product/system has been modified in such a way that would affect its ability to meet the requirements of certification, or iii) annually following issuance of the QCC certificate, whichever comes first. In cases i) or ii), the continued validity of the supplied product/system certification shall be demonstrated; in case iii) an affidavit shall be provided by the applicant and the manufacturer that the production system has not been modified and the specification of the product remains unchanged. 9 FEES The applicant shall pay the necessary fees in accordance with the Schedule of Fees issued by the Abu Dhabi Executive Council, which is available in the QCC website (qcc.abudhabi.ae) under the respective conformity assessment scheme.
