A DV E R T I S E M E N T Homeland Security Secure Transport of Detainees US Department of Homeland Security turns to G4S for cost-effective custom solutions The US Customs and Border Protection (CBP) agency, an agency within the US Department of Homeland Security, is America s largest uniformed federal law enforcement organization. CBP needed help to solve the growing burden of transportation for detainees going to court, jail, prison and healthcare facilities. Traditionally these and similar prisoner transportation duties were assigned to Federal agencies like CBP, Immigration and Customs Enforcement (ICE) and other Homeland Security departments departments burdened with an increasing emphasis on its core mission while reducing overall cost. These agencies did not have the budgets, resources, or equipment to provide safe and secure transportation. The agencies were already facing a shortfall in funding for full time employee positions, along with the added cost and stress of maintaining a safe and reliable fleet. It was a growing problem given the shrinking resources available to the agency. Ultimately, the pressures led to a fundamental change in the way a federal agency handled detainee transportation. By outsourcing to G4S Secure Solutions, the G4S provides personnel and secure vehicles at nine locations across the 1,993-mile border between the U.S. and Mexico. agency is able to fulfill these responsibilities effectively and reliably while still saving costs and protecting fragile budgets. With numerous successful examples of this best practice now in effect, the solution is being considered by other law enforcement agencies at the state, county and even local levels. At the 1,993 mile long US-Mexico border, individuals detained by US Customs and Border Protection may be returned to Mexico or transferred to a federal facility for further processing. These activities require the detainees to be transported from a variety of points along the border to detention facilities, and ultimately back across the border. In 2006, CBP was informed that federal agents responsible for this vital cog in the border protection program were being withdrawn. Rather than use its own agents/officers to drive the buses and escort detained illegal immigrants, which would have drastically reduced the number of badges on the front line, CBP made the decision to outsource and awarded the transportation contract to G4S, the leading provider of security solutions to the US government. The resulting collaboration quickly developed into a successful partnership that has been renewed each year since then. G4S provides a combination of skilled, experienced personnel and secure transportation vehicles serving nine locations along the southwest border. Personnel are thoroughly screened before selection as a Transportation Officer and then rigorously trained to G4S Custom Protection Officer (CPO) standards that include an additional 208 hours of training to meet the contract s special needs. The men and women who join G4S for these challenging prisoner transport projects are required to have criminal justice degrees or background and experience in law enforcement and/or elite military units. A DV E R T I S E M E N T WWW.G4S.COM/US G4S Transportation Officers along the southwest border operates over 158 buses and vans carrying detainees to processing centers, court houses, medical facilities, consulates, and a variety of other locations. During 2007, there were 858,638 apprehensions. With the improved security on the border, that number dropped to 705,005 in 2008. To date, custom designed transportation maintenance solutions for the DHS, CBP and ICE agencies have enabled over 725 federal agents/officers to be removed from transportation duty and returned back to field operations to help defend the nation s borders and its interior. As the federal agents/officers have already been through a complex and intense personnel process, returning them to field operations saves substantial funds associated with hiring of new full-time agents in marketing, HR processes, outfitting and training costs. With the flexibility to move transportation assets with short notice to any location along the border, agencies can respond instantly to changing conditions in the field. The vehi- cles themselves are heavy duty buses designed specifically for safe, long haul travel, with low operating and maintenance costs. A DV E R T I S E M E N T Homeland Security Educating the Next Generation of Homeland Security Professionals John Hooper, Program Director of Homeland Security at AMU, discusses his vision for preparing current and future homeland security (HS) leaders Homeland security programs are blossoming at colleges nationwide. Do you think this is a subject area that will fade quickly with students, employers, and the nation? No, because homeland security is an enduring concept in both peace and war. The global war on terrorism is a long war. It may take 25 to 30 years because of the insidious, asymmetric nature of the threat. Therefore, it is critically important for a new generation to learn what homeland security is, and how to protect the U.S. from this threat. And if history is any harbinger of the future, all this effort, expense, and education will most assuredly transcend the GWOT and evolve into many peacetime and civil enhancements in the future. Why should a prospective student consider AMU for their homeland security education? Any prospective college student should consider making AMU their choice because of its academic quality, 100-percent online delivery, and its transportability. In addition, our professors are practitioners in the subject areas they teach. They work in homeland security, Monday through Friday. They bring relevancy and currency to the classroom. It doesn t get any better than that. In what ways should we concentrate our efforts to enhance homeland security education? We need to concentrate our efforts in three areas. First, we need to teach homeland security and defense to as many Americans as possible. Second, we must continue to advocate interagency collaboration and unity of effort. Lastly, it s important that we complement education with practical experience and ongoing exercises. To accomplish these goals, we must always self-assess and ask tough questions. Are we producing graduates with the requisite knowledge, skills, and abilities, who are ready to enter the HS profession and make a positive and meaningful impact? I believe we are. How do you stay aligned with the growth in the homeland security sector and integrate changes into the educational process? We work with our Industry Advisory Councils (IACs), comprised of volunteers who are practicing professionals who meet with AMU program directors annually. As program directors, we ask questions such as, are we teaching the right things? What are the new trends? Are there policies that we need to be integrating into our classrooms so graduates move out into the workforce with current and value-added information? Secondly, we routinely attend conferences throughout the country, which attract top HS leaders, policymakers, practitioners, and fellow educators. We utilize these conferences as opportunities for constructive assessment and this process keeps our programs vibrant and valuable to both AMU, as well as to the nation. What s in store for the AMU Homeland Security Studies Department? In the short-term, we are bringing additional professors onboard to meet new courses and demand. We are building additional bench strength in the areas of cyber, energy, and transportation security, and potentially, homeland security law. In the long-term, we are looking into specialized program accreditation, where possible, to establish AMU as a Center of Excellence in specific disciplines. I m very excited about it, and I m proud to be shaping education and training for our current and future homeland security professionals. That is why I live and breathe homeland security and defense; because to me, there is no higher calling than to help educate, strengthen, secure, and defend the nation in which we live.
