He mentioned that Paul Kelly from UL will be making a presentation on intrinsic safety (HazLoc). He asked Dave Trebisacci to show the TC how TC Task Groups or TC members can submit Public Input online. Dave also reviewed the Correlating Committee s note to the TC on validating new test methods. AGENDA ITEM 3; NFPA STAFF LIAISON REPORT Staff Liaison David Trebisacci read the NFPA Committee Procedural Statement and asked attendees to sign in on the appropriate Member or Guest sign-in sheet. He reviewed the following: NFPA 1981, 1852 and 1989 cycle dates, potential reorganization of standards associated with the Project, and legal issues associated with the NFPA standards process. AGENDA ITEM 4; APPROVAL OF THE MINUTES OF THE 9-11 DECEMBER 2014 MEETING IN FT. LAUDERDALE (FL) Chairman Rossos asked the TC to review the Minutes of the Ft. Lauderdale (FL) meeting. MOTION BY ROBIN GAINEY, SECOND BY BOB SELL To approve the Minutes of the 9 11 December 2014 meeting in Ft. Lauderdale, FL. MOTION CARRIED. AGENDA ITEM 5; TASK GROUP REPORTS The Task Group on Second Stage Regulator Retention and Pneumatic Datalogging and the Task Group on Communications met consecutively during the afternoon of July 24; and the Task Group on Thermal Performance (formerly the Task Group on Lens Degradation) met during the morning of July 25. Task Group on CBRN Certification Task Group Chairman Jeff Peterson from NIOSH reported that NIOSH is developing criteria for labs to be eligible to perform CBRN testing. The criteria will be applied to the U.S. Army s Edgewood Arsenal facility to help ensure future reliability, but it can also be applied to any Page 2 of 7

other labs who might be interested in performing CBRN testing. However, currently there are no other labs who have expressed such interest. Task Group on Second Stage Regulator Strength of Interface Task Group Chairman Steve Miles reported that the Task Group modified its previous draft of the proposed test. A copy of the revised text is attached to these Minutes. Task Group on Pneumatic Data Logging Task Group Chairman Steve Miles reported that the Task Group modified its previous recommendations, as follows: At a minimum, the following data points shall be captured and stored internally in the SCBA and shall be retrievable: Initial air on pressure and time and date stamp Data logging interval of no more than 30 seconds for pressure, with time and date stamp Data logging of the visual information signals for breathing air cylinder content specified in 6.3.9.5.1 Minimum 6,000 data points Minimum of 36 hours of data collection before data points are overwritten Pressure resolution of no more than 10 psig At a minimum, the following shall be provided and shall be permitted to be accessed through software provided by the manufacturer: CSV file format Breathing rate in lpm reported at least every 30 seconds with minimum 5 lpm resolution Task Group on Communications Task Group Chairman Brian Cox reported on the plans for cooperation with the TC on ESE to develop joint performance requirements for hard-wired and wireless radio communication systems. Brian will be adding members of the TC on ESE to the TC on RPE s Task Group on Communications, and he will be attending the next meeting of the TC on ESE in Colorado Springs in October, 2015. Task Group on Thermal Performance (formerly Task Group on Lens Degradation) Task Group Chairman Chris Anaya reported that he will reach out to NIST and the University of Illinois to develop a proposal for a swipe test for SCBA facepiece lenses to determine whether a field problem exists. Task Group on Personal Emergency Escape Respiratory Protection Dave Bernzweig reported that the Task Group on Personal Emergency Escape Respiratory Protection has not yet met. AGENDA ITEM 7; NEW BUSINESS Chairman Rossos introduced Andrew Ellison from the TC on Fire Hose, who asked members of the TC if they could offer assistance to a Task Group from that TC to perform research into the operational environment in which fire hose is used. A description of the project and Andrew s contact information are attached to these Minutes. Chairman Rossos introduced Paul Kelly, Principal Engineer with UL. Paul gave two presentations via telephone to the TC on the subject of HazLoc (using electronics safely in explosive atmospheres). Based on the presentations, the TC is considering the advisability of replacing the current ANSI/UL 913 intrinsic safety requirement with ANSI/TIA 4950. Bill Dickson gave a presentation on cylinder data logging utilizing RFID tags. Using this technology could be a method of complying with some 1989 requirements. The next TC meeting will be held during the week of March 7, 2016, in Ft. Lauderdale, FL. AGENDA ITEM 8; ADJOURNMENT MOTION BY JUDGE MORGAN; SECOND BY BILL DICKSON To adjourn. MOTION CARRIED. 7.23 Strength of Interface Between Facepiece and Second Stage Regulator Performance 7.23.1 The SCBA facepiece and second stage regulator shall be tested for strength of interface as specified in Section 8.30, Strength of Interface Between Facepiece and Second Stage Regulator Test, and all components, with the exception of wiring components, shall remain connected. 8.30 Strength of Interface Between Facepiece and Second Stage Regulator Test 8.30.1 Application. This test method shall apply to the facepiece and second stage regulator assembly. 8.30.2 Samples. 8.30.2.1 Samples shall be a facepiece and a second stage regulator assembly. 8.30.2.2 Each sample to be tested shall be as specified in 4.3.9. 8.30.3 Specimens 8.30.3.1 One specimen shall be tested. 8.30.4 Specimen Preparation. Prior to testing, specimens shall be conditioned for a minimum of 4 hours at an ambient temperature of 22 C, ±3 C (72 F, ±5 F), with RH of 50 percent, ±25 percent. 8.30.5 Apparatus. 8.30.5.1 The facepiece shall be mounted to a test head and the facepiece shall be clamped to the head in a secure fashion to prevent the facepiece from pulling away from the head. 8.30.5.2 Measurements shall be taken with a calibrated measuring device having a resolution of better than ±5N (±1.1 lbf). 8.30.6 Procedure. 8.30.6.1 A static load of 250N +10N/-0N(56.2 lbf +2.2 lbf/-0 lbf) shall be applied at a rate of 25.4 mm/min +2.54 mm/min/-0 mm/min (1 in/min +.1 in/min/-0 in/min) to the second stage regulator medium pressure supply hose at a point 250-300 mm (9.8 in.-11.8 in.) from the point at which the hose enters the second stage regulator. 8.30.6.2 The load shall be applied for 10 seconds +1/-0 seconds in the 5 directions shown in figure 8.30.6.2 8.30.6.2.1 Each load applied shall commence with the second stage regulator in an as worn position. 8.30.6.3 The center point of the applied loads shall be the entry point of the pressure hose to the second stage regulator. 8.30.7 Report. Any disconnection or partial disconnection of any components shall be recorded and reported. 8.30.8 Interpretation. Disconnection or partial disconnection of any component shall constitute failing performance. 8.30.8.1 Disconnection or partial disconnection of wiring components shall not constitute failing performance. The tentative Task Group Scope is: ATTACHMENT FROM ANDREW ELLISON Fire Hose Operational Environment Task Group The environment in which the fire service operates when extinguishing fires has changed dramatically over the past several years due to new material of construction, contents of buildings and more aggressive tactics. The firefighter and his or her tools are a system, the weakest component of which is the limitation on the system. Fire fighters rely on water carried through fire hose and discharged through nozzles as a component of their protection. The Task Group on Fire Hose Operational Environment should review current research on modern fire fighter operating environments to determine potential criteria for fire hose based on expected operating conditions. This Task Group should work with other technical committees responsible for equipment expected to operate in the modern firefighting environment. An example is the communications test. It would be better to give a user a comms device, which compiles to the current standard (STI). The testing to old standard (speech recognition) and compliance to the old standard does not support the user desire to get components, which perform, to new current requirements. This will also assure that SCBA units certified to the 2007 edition of NFPA 1981 will be available for procurement in case of a national emergency or catastrophic event while the 2013 edition approvals and certifications are completed. It shall be made of self extinguishing, fire resistive material that is both glow in the dark and reflective. It shall not unnecessarily obstruct the view of the wearer. Dimensions shall not be more than 1" in height and shall display the last name of the individual wearer. The purpose of this section is to provide a method to readily identify individuals in dark, smokey conditions, during both normal Firefighting operations and,especially, RIC operations. The glow in the dark nature of these labels will allow RIC crews to more easily find individuals in limited visibility conditions. I am a Captain in Special Operations, and I constantly struggle with this. I, of course have a TIC, but it does not resolve who the individuals are, especially in a large operation with multiple crews operating. Solution - A few of my guys have shown me labels made by several companies that are glow in the dark, reflective, that are placed on the bottom of the face pieces with the individuals name. We have placed them on our SCBAs at our station. It is amazing how prominently visible the individuals are in complete darkness and also in highly smokey conditions. I am easily able to track my guys and identify who i am operating with, even without a TIC. We also did a RIC drill in a 0 visibility, highly smokey, burn building. The downed firefighter had these labels on his facepiece as well as on his helmet. As soon as we felt our way into an upstairs room, the glow in the dark labels were readily visible even in the limited visibiltiy conditions. we were able to go directly to the firefighter and assist him out. We still would have found him based on sound from pass device and blinking lights on scba, however, I believe not nearly as quickly. Some of these labels are self extinguishing, and fire resistive at 500F for 5 minutes.
