VILLAGE OF MAYVILLE SOLID WASTE MANAGEMENT RULES, REGULATIONS AND FEE SCHEDULE ADOPTED 11/14/89 AMENDED 5/14/91, 3/10/09, 10/9/12, 4/9/13 Section A. Non-recyclable materials 1. All non-recyclable garbage and trash shall be placed and sealed in a distinctively labeled bag sold for this purpose by the Village of Mayville or its duly authorized agent. 2. Distinctively labeled bags may be placed into a steel or plastic trash can to provide additional protection from animals and the elements. Garbage and trash removed from bags by animals and birds shall be the responsibility of the property owner to remove. 3. Each bag may not exceed a gross weight of more that 50 pounds. 4. Poisons, acids, caustics, explosives, ashes and all other hazardous waste, including medical waste (such as syringes, body tissue, infectious substances, blood, drugs, etc.) will not be accepted and cannot be disposed of through the Village-operated solid waste management program. 5. Construction and demolition waste will not be accepted. 6. Storage of materials or trash, including empty trash cans, is not permitted at the curb or right-of-way. Materials cannot be placed at the street for collection any earlier than 6:00 PM the day prior to the scheduled collection date nor can anything remain at the street any later than 6:00 AM the day following the scheduled collection day. 7. The distinctively labeled bags, or trash cans containing these bags, shall be placed at the curb, or where there is no curb, at the side of the street, for collection and disposal by collection personnel. Garbage and trash should be placed out for collection no later than 7:00 AM on the scheduled collection day to ensure it being picked up. The time when the truck arrives at your address can change due to truck breakdowns, weather conditions, route changes and other factors. Return trips will not be made. 8. Non-recyclable garbage and trash in distinctively labeled bag may be taken to the recycling center for disposal during normal recycling center hours. 1
9. Collection day shall be every Monday, except national holidays falling on Sunday or Monday when this occurs customers will receive notification of alternate collection days with their Village of Mayville utility bills. 10. Non-recyclable waste that is acceptable for disposal in the distinctively labeled bags includes: garbage both animal and vegetable; paper products like towels, letters, cereal boxes, wrapping paper, glossy colored ads, paper plates, diapers, cardboard juice cans, ice cream cartons, milk cartons; aerosol cans; toothpaste tubes; bottle tops and caps; plastics with no recycle symbol imprint or plastics without the proper recycle symbol imprint; styrofoam; clothing. Anything that is not on the official recyclable list can be disposed of in the distinctively labeled bag, except where otherwise noted. Section B. Recyclable materials 1. Except as otherwise stated, all recyclable materials will be taken by individuals to the Village-operated recycling center located at 95 Morris Street during normal posted hours of operation. 2. Recyclable materials cannot be placed in the distinctively labeled bags for disposal. 3. Materials taken to the recycling center can be placed in any suitable container, which must be retained by the individual for reuse. All recyclable materials shall be kept dry. 4. Newsprint and magazines shall be taken to the recycling center. Material must be dry. 5. Glass jars and containers shall have lids removed (lids are not recyclable), shall be washed clean and be separated by color. Take to the recycling center. Material must be dry. 6. Brown corrugated cardboard shall be flattened and should be no larger than 4 by 4. Material must be dry. 7. Tin, aluminum and other metal cans should be washed clean, have labels removed, and be flattened if possible. The ends of the cans are recyclable. Cans may be mixed. Take cans to recycling center. Material must be dry. 8. Plastic bottles and other plastic containers are recyclable if they bear the imprint of the universal recyclable symbol (three arrows in the shape of a triangle) and have the numbers 1, 2 or 5 shown in the middle of the 2
triangle. Any other number, or no symbol at all, means that the plastic is not acceptable for recycling at this time. All containers shall be washed clean and have caps removed (caps are not recyclable unless they also bear the proper symbol). Take to recycling center. Material must be dry. 9. The official list of recyclable materials is: Newspaper/newsprint Magazines Glass jars/containers (no ceramic, porcelain, pyrex, window glass) Brown corrugated cardboard Metal cans tin, aluminum or bi-metal Plastic containers with recycle symbol bearing 1, 2 or 5 Grass, garden waste, weeds and leaves Limbs and branches White goods Tires, un-mounted up to 19 Automotive and marine batteries Scrap metal aluminum, copper, brass, iron Section C. Yard Wastes and Limbs 1. Yard wastes can be composted by the individual if desired. Otherwise yard wastes will be collected weekly starting on Mondays under the following terms. a. Plastic bags shall no longer be acceptable for disposal of yard wastes. b. Grass clippings, garden waste, weeds, twigs and tree droppings shall be placed in reusable 30 40 gallon plastic barrels with water drain holes, or lids. c. Leaves collected before the annual fall collection begins shall be placed in reusable 30 40 gallon plastic barrels with water drain holes. Leaves collected between October and December shall be raked and piled at the side of the street for daily pick up with the leaf picker. d. Seaweed shall be piled at the side of the street for weekly pick up with the scoop tractor. e. All other materials shall require arrangements with the Village Public Works Superintendent. 2. Limbs and branches cut from trees and shrubs shall be no longer that 10 in length and shall be placed parallel with the street, having the butt-end 3
going with the flow of traffic. Limbs and branch collection shall be conducted the first and third Monday of every month and shall be limited to three trees or shrubs per year, property clearing quantities will not be collected by the Village. Section D. Curbside Junk Collection 1. Curbside junk collection will be conducted annually on the first Monday of June. 2. Junk may not be placed at the curb after 7 A.M. on the first Monday. 3. Refrigerators, freezers, air-conditioners, dehumidifiers, batteries, chemicals, paint or tires will not be accepted for collection. 4. All items must be separated into piles accordingly. a. Metal and iron b. House wares c. Construction, demolition and lumber shall be limited to 4 x4 x4 Section E. Other materials 1. White goods (stoves, washing machines, refrigerators, etc.) will be picked up by special arrangement by calling the Department of Public Works at 753-2013. 2. Tires can be disposed of by bringing to the recycle center. Please see fee schedule below for details on acceptable sizes and fees. 3. Used motor oil can be taken to a service station desiring to reclaim it or call the Chautauqua County Landfill at (716) 985-4785. 4. Large quantities of trash and construction/demolition waste please contact a private waste disposal service, or call the Department of Public Works at 753-2013 for assistance. 5. Automotive and marine batteries can be disposed of by bringing to the recycling center (see fee schedule). Leaking batteries will not be accepted. 6. Scrap copper, aluminum and other metals will be accepted at the recycling center. Please ask the recycling center attendant or call the Department of Public Works at 753-2013 if you have questions. 4
7. Household furnishings such as carpet, furniture, bedding, televisions, etc. must be disposed of through a private disposal firm. 8. Household hazardous wastes (paints, solvents, cleaners, oils and chemicals) may be disposed of through a program offered by the Chautauqua County Landfill at (716) 985-4785. Section F. Fee Schedule Amended 4-9-13 1. The fee to purchase 5 large capacity distinctively labeled bags shall be $7.00 per package of 5 bags. 2. The fee to purchase 5 small capacity distinctively labeled bags shall be $5.00 per package of 5 bags. 3. The fee for an authorized agent to purchase large capacity distinctively labeled bags shall be $337.50 per box of 50 packages, to be sold for $7.00 per package of 5 bags. 4. The fee for an authorized agent to purchase small capacity distinctively labeled bags shall be $475.00 per box of 100 packages, to be sold for $5.00 per package of 5 bags. 5. The fee for curb-side pick up and disposal of white goods shall be $25.00 per item. There shall be no charge if picked up during the annual clean up. 6. The fee for disposal of tires shall be: Car tires 13-19 $3.00, Truck tires 20 plus $10.00 each, Agricultural Tractor Tires $20.00 each. 7. The fee for disposal of automotive or marine batteries shall be $2.00 per battery. 8. No fee is charged for items not specifically mentioned in this section.
