(11) Pathway diagrams between the control unit and the supervising station and shared communications equipment within the protected premises. Section was revised to remove the requirement to determine the pathway between the protected premises and the supervising station as these are often changing. PI # 514 / FR #1027 12

(7) Battery capacity and de-rating (safety margin) calculations (where batteries are provided) (11) Locations of alarm notification appliances, including candela ratings for visible alarm notification appliances Section was revised to make reference to the term safety margin as used in Chapter 10, and (11) was added to match what is currently in the IFC. The record of completion documentation shall be completed by the installing contractor and submitted to the enforcing authority having jurisdiction and the owner.. The term enforcing authority is not defined. However, authority having jurisdiction is and is used throughout the Code as the term for enforcing authority. PI # 475 & 578 / FR #1006 14

Fundamentals (SIG-FUN) FR-1031 7.7.2.3 New text added. All record documentation shall be stored in the documentation cabinet. No record documentation shall be stored in the control unit. With this change the language becomes mandatory while still tying it to the Annex text. The storage of paperwork, manuals, software, etc. in the control unit is commonplace and presents a very real fire hazard. PI # 302 / FR #1031 15

All apparatus requiring rewinding or resetting to maintain normal operation shall be restored to normal after each abnormal condition and maintained in normal condition for operation. The text was revised to remove the redundant references to normal operation. PI # 118 / FR #1016 16

In Unless otherwise permitted by 10.4.5.1, in areas that are not continuously occupied, early warning fire detection an automatic smoke detector shall be provided at the location of each control unit(s), notification appliance circuit power extender(s)m and supervising station transmitting equipment to provide notification of fire at that location, by one of the following means: (1) An automatic smoke detector provided at the location of each control unit(s), notification appliance circuit power extender(s)m and supervising station transmitting equipment. (2) Where ambient conditions prohibit installation of an automatic smoke detector, an automatic heat detector shall be permitted. Exception: Where ambient conditions prohibit installation of an automatic smoke detector, an automatic heat detector shall be permitted. 10.4.5.1 Smoke or heat detector(s) shall not be required to be installed at the location of dedicated function(s) fire alarm control unit(s) that are not required to provide local or supervising station notification signals. Text was edited to maintain the requirement to provide early warning detection, but added text to eliminate the requirement for dedicated systems that do not provide notification. PI # 696 & 293 / FR #1018 17

Fundamentals (SIG-FUN) FR-1017 10.4.3 New section added. Fire alarm control unit displays and controls, which includes visible indicators, shall be mounted such that the distance to the highest switch, lamp, or textual display does not exceed 5.5 ft (1.7m) above the finished floor, and the lowest switch, lamp, or textual display shall not be less than 1.5 ft (0.4m) above the finished floor. The new section was added to include maximum and minimum mounting height requirements for fire alarm control unit displays. PI # 114 / FR #1017 18

Fundamentals (SIG-FUN) FR-1035 10.6.1 Revised text. The provisions of this section shall apply to power supplies used for protected premises fire alarm systems, supervising station alarm systems, public emergency alarm reporting systems, and emergency communication systems and equipment complying with this Code unless otherwise specified. Exception: Low-power radio (wireless) systems that comply with the requirements of 23.16. Text was revised to remove list and exceptions. Exception for low power radio systems were added to the Annex. PI # 348 / FR #1035 20

Fundamentals (SIG-FUN) FR-1038 10.6.5.1.2 Revised text. The branch circuit supplying the fire alarm equipment system component(s), carbon monoxide system component(s), or emergency communication system component(s) shall supply no other loads. Text was revised to clarify that multiple pieces of equipment may be connected to a single circuit. PI # 349 / FR #1038 21

Fundamentals (SIG-FUN) FR-1039 10.6.5.2.2 Revised text. The system circuit disconnecting means shall be permanently identified as to its purpose. Methods for marking shall be permitted to include, but not be limited to, one of the following: and marked as a fire alarm system and/or a signaling system. FIRE ALARM for fire alarm systems. EMERGENCY COMMUNICATIONS for emergency communications systems. FIRE ALARM/ECS for combination fire alarm and emergency communications systems. The section was revised to clarify how branch circuit disconnecting means must be identified and removes the examples in order to comply with the Manual of Style. Examples were moved into the Annex, and CARBON MONOXIDE systems were also added. PI # 119, 120, & 350 / FR #1039 22

Fundamentals (SIG-FUN) FR-1037 10.6.6.3.1 and 10.6.6.3.2 Revised text. Replaced UPS with ESS Text was revised to reflect that UPS systems are a form of Energy Storage Systems (ESS) as addressed by Article 706 of 2017 NEC. FR #1037 23

Fundamentals (SIG-FUN) FR-1041 10.6.7.2.3 Added new sections. 10.6.7.2.3 Where carbon monoxide detection is not monitored by a supervising station, the secondary power supply shall have sufficient capacity to operate the carbon monoxide detection system under quiescent load (system operating in a nonalarm condition) for a minimum of 24 hours and, at the end of that period, shall be capable of operating the carbon monoxide detection system and all notification appliances for 12 hours. 10.6.7.2.4 Where carbon monoxide detection is monitored by a supervising station, the secondary power supply shall have sufficient capacity to operate the carbon monoxide detection system under quiescent load (system operating in a nonalarm condition) for a minimum of 24 hours and, at the end of that period, shall be capable of operating the carbon monoxide detection system and all notification appliances for 5 minutes. Sections were added to incorporate the secondary power supply requirements formerly in NFPA 720. PI # 351 / FR #1041 24

Supervising Station Alarm Systems (SIG-SSS) FR-4008 26.2.1.3 Text clarification occurred related to the alarm disposition (operational) actions when alarm signals are to be retransmitted from the supervising station to the communications center 1) Signals received shall be retransmitted with the zone information received 2) Signals received shall be retransmitted with the point specific information received 3) Other event signals (non-descript signals) received shall be retransmitted accordingly PI # 532 / FR #4008 26

Supervising Station Alarm Systems (SIG-SSS) FR-4010 Revised text was added by the committee to 26.2.2 to add the word Fire preceding the section heading Alarm Signal Verification 1) The revision was necessary once language was added to the chapter on dealing with carbon monoxide alarm signals 2) Verification provisions for fire alarm signals do not apply to CO signals received PI #Committee FR #4010 28

Supervising Station Alarm Systems (SIG-SSS) FR-4009 26.2.4.1, Carbon Monoxide Alarm Signal Disposition New text was added to address carbon monoxide alarm signals. The new language is found within the General alarm signal processing requirements and are not specific to Central Station Service, Proprietary Supervising Station, or Remote Supervising Station Alarm Systems 1) CO signals take precedence over supervisory and trouble signals 2) Signals received shall be distinctively indicated as a carbon monoxide signal 3) Servicing of a carbon monoxide system that cannot be reset shall occur within 4 hours PI # 756, 754, 218, 220 / FR #4009 29

Supervising Station Alarm Systems (SIG-SSS) FR-4009 26.2.4.1, Carbon Monoxide Alarm Signal Disposition (continued) 4) Supervising station personnel shall: a. Where required by the Emergency Response Agency, immediately retransmit the signal to the communication center b. Contact the responsible party(s) in accordance with the notification plan 5) Communication center personnel shall: a. Follow standard operating procedures b. Contact the responsible party(s) in accordance with the notification plan PI # 756, 754, 218, 220 / FR #4009 30

Supervising Station Alarm Systems (SIG-SSS) FR-4012 Central Station Service Documentation New text was added to A.26.3.4.1 to clarify the documentation requirements which indicate a fire alarm system s compliance with the requirements for central station service 1) 26.3.4.1 Documentation shall be issued by the organization that has listed the prime contractor. 2) This section does not affect any Chapter 7 documentation requirements. (3.3.199 The prime contractor is either a listed central station or a listed alarm service-local company that is contractually responsible for providing central station service.) PI #604 / FR #4012 31

Supervising Station Alarm Systems (SIG-SSS) FR-4013 Energy Stored Systems Revised text was added to 26.3.5.2.2 to include Energy Storage Systems (now defined in 3.3.98) along with other previously included items that require an operational and condition inspection and/or test (according to the manufacturer s instructions) within a subsidiary facility PI #545 / FR #4013 32

Supervising Station Alarm Systems (SIG-SSS) FR-4020, 4022, 4024 Procedures Revised and new text was added to 26.3.8, 26.4.6, 26.5.6 based on the work of a task group which sought to align the organization procedural requirements for central station service, proprietary station service and remote station service alarm systems 1) How different signals handled (alarm, supervisory, trouble, guard s tour) 2) For trouble signal processing, a restoral of a trouble signal within 15 minutes means normal notifications are not required PI #Many / FR #4020, 4022 & 4024 33

Supervising Station Alarm Systems (SIG-SSS) FR-4014, 4015, 4016, 4017 Revised text was made to several paragraphs (26.3.5.2.6, 26.5.4.4, 26.6.4.1.1, 26.6.4.1.5) which added the term managed facilities-based voice network following the term public-switched telephone network 1) Intent was to clarify that there is an intended equivalency between the two and that there is an anticipated discontinuance of the PSTN 2) Definition for MFVN (3.3.159) revised by removing the reference to PSTNs 3) Annex material for the MFVN definition further clarifies the equivalency PI #Many / FR #4014, 4015, 4016 & 4017 34

Supervising Station Alarm Systems (SIG-SSS) FR-4032 Revised text was made to the definition (3.3.159) of managed facilities-based voice network in order to clarify that a PSTN is an MFVN 1) Reference to PSTN was removed from the definition 2) A physical facilities-based network which sends signals from the protected premises to the supervising station via one or more MFVN peer networks FR #4032 35

Supervising Station Alarm Systems (SIG-SSS) FR-4028 New text was added in the form of an additional exception to the requirements for secondary power on all shared equipment necessary for the transmission of signals at the protected premises for performancebased technology communications pathways. 1) Secondary power not required on additional communications paths when the first path meets the requirements of 26.6.3.3. 2) 26.6.3.3, Single-Communications Path, requires supervising the path at intervals not exceeding 60 minutes. PI #487, 556, 557 / FR #4028 36

Supervising Station Alarm Systems (SIG-SSS) FR-4007 New text was added through a definition for the term Wireless Mesh Network 1) A decentralized communications network made up of radio nodes, organized in a mesh topology that does not rely on a pre-existing infrastructure (data is forwarded/routed based the network connectivity available at the time) 2) WMN language has been included in the code, but was never defined PI #468 / FR #4007 37

Supervising Station Alarm Systems (SIG-SSS) FR-4003 New text was added through a definition for an Emergency Response Agency 1) Organizations providing law enforcement, emergency medical, fire, rescue, communications, and related support services 2) Language extracted from NFPA 1221 which is used in carryover language from NFPA 720 PI #173 / FR #4003 39

Supervising Station Alarm Systems (SIG-SSS) FR-4027 New text was added by the committee through a definition for the term Immediately 1) The term has been used in several places within Chapter 26, but was only explained in the Annex 2) To be performed without unreasonable delay which the Annex explains should be within 90 seconds from receipt of signal 3) Term replaces promptly in several places within the chapter FR #4027 40
