TRANSPORTATION PROJECT UPDATE GREENSBORO URBAN AREA This newsletter provides the latest scheduling and status information for major transportation projects in the Greensboro Urban Area - an area covering the City of Greensboro and much of Guilford County with the exception of Burlington/Gibsonville/Whitsett area in the east and the High Point/Jamestown area in the southwest. Major and City of Greensboro projects are included. Greensboro Urban Loop Spring 2015 Remaining sections of the Urban Loop are fully funded through recent determinations by the State s Strategic Transportation Investments Law. Southern Urban Loop (I-2402) I-85 open to traffic February 2004. Western Urban Loop (U-2524) The Western Urban Loop will extend from I-85 to Lawndale Drive. I-40 to Bryan Boulevard Open to traffic December 2007. Designated as I-73 and Future I-840. I-85 to I-40 Open to traffic February 2008. Designated as I-73 Future I-840. Northern/Eastern Urban Loop (U-2525) The Eastern Urban Loop will extend from I-85/I-40 to Lawndale Drive. US 70 to I-40/I-85 near McConnell Road. Open to traffic May 2002. Designated as Future I-840 and Future I-785. Battleground Avenue to Lawndale Drive Right-of-way acquisition underway. Construction to start late 2016. Bryan Boulevard to Battleground Avenue Construction completion in early 2018. US 29 to Lawndale Drive Right-of-way acquisition to start in 2016. Construction to start in 2019. NC 68 / US 220 Connector NC 68 / US 220 Connector (R-2413C) runs along existing US 220 from just south of the Haw River to the NC 68 intersection in Rockingham County. Then (R-2413A/B) follows a new alignment from US 220 just south of the Haw River, across NC 150, Brookbank Road, Bunch Road, and Alcorn Road and connect to NC 68 north of Pleasant Ridge Road. C o n s t r u c t i o n complete late 2016. High Point Road I-73 Connector I-73 Connector (I-5110) will connect R-2413AB at NC 68 with I-73 east of the airport. I-5110 will complete a major portion of I-73 in Guilford County from Rockingham County to US 220 / Future I-73 just south of Greensboro. Includes a taxiway bridge for airport. Construction complete late 2016. High Point Road (U-2412) will be widened and partially relocated from Hilltop Road to US 311 in High Point. Sections will be relocated around the old Jefferson Pilot Headquarters and south of the center of Jamestown. The interchange with the Urban Loop will be the area s first Diverging Diamond. Section A US 311 Bypass to Vickery Chapel Road. Construction unfunded. Section B Vickery Chapel to Groometown/Hilltop. Under construction with completion in 2016. U-2524AE (Urban Loop Interchange) under construction with U-2412 Section B. Completion in 2016. US 421 Interchanges US 220 Widening US 220 (R-2309AB) will be widened to four lanes with a median from Horse Pen Creek Road to Winfree Road in Summerfield. Construction complete late 2016. has constructed one of two new interchanges on US 421. (R-2612A) at Woody Mill Road Project complete. (R-2612B) at Neelley Road; Under construction, completion late 2016. 2

Gallimore Dairy Road The first section (U-4015B) from Market Street to I-40 is complete. (U-4015A) from I-40 to NC 68 is currently under study. Right-of-way and construction unfunded. McLeansville Road Increases in freight trains and the speeds of passenger trains has lead to the development of various track improvements in North Carolina by s Rail Division. McLeansville Road s at-grade crossing is being replaced with a grade separated crossing to facilitate the current and future train volumes. NC 68 NC 68 (W-5514) is being widened to three lanes from Harrell Road to Bartonshire Road to reduce traffic accidents. Construction completion Spring 2015. NC 62 NC 68 (W-5305) intersection with Groometown Road is being improved and a slip lane for southbound Groometown Road onto westbound NC 62 is to be removed. Construction completion Fall 2015. Reedy Fork Parkway / US 29 Interchange R-4707 is to reconstruct the Reedy Fork Parkway / US 29 Interchange to serve forecasted traffic demand, replace a deficient bridge, prepare for US 29 to be upgraded to interstate standards, and widen Summit Avenue south to Bryan Park Road. The City is developing an environmental study and preliminary design in cooperation with. Study completion in 2015, right-of-way acquisition and construction remain unfunded. US 70 Continuing growth and traffic increases make widening US 70 a strategic priority from Mt Hope Church Road to Rock Creek Dairy Road (U-2581B); and from Rock Creek Dairy Road into Burlington (R-2910) is being studied in a combined environmental study document. The project will connect residents to destinations and promote economic development. Programmed for planning, environmental study and design. Right-of-way and construction unfunded. US 158 (R-2577) US 158 widening from I-40 Business in Winston Salem to US 220. Completion of environmental study nearing completion, right-of-way acquisition in 2019-20 for portion in Forsyth County; construction unfunded. (R-2580) US 158 widening from US 220 to US 29 Business in Rockingham County. Right-of-way and construction unfunded. West Market Street West Market Street (R-2611) is being widened to four lanes with a median and sidewalks from NC 68 to west of Bunker Hill Road. Construction complete. (U-3617) from Bunker Hill Road west to NC 66 in Kernersville is unfunded. 3

In addition, there is one connector route, the Career Express that serves the airport area, and five Higher Education Area Transit (HEAT) routes. Together, GTA and HEAT vehicles drive 2,170,000 revenue miles per year, more than 231 miles of GTA routes, 49 miles of GTA connectors, and 59 miles of HEAT routes. At last count, there were 1,056 GTA bus stops and 46 HEAT bus stops in Greensboro and Jamestown. GTA and HEAT serve more than four million passenger trips per year. SCAT vehicles drive 1,400,000 revenue miles per year. Recently Routes 4 and 23 were changed to serve the new Hayes-Taylor YMCA on E. Florida Street near E. Lee Street. GTA operates within the Greensboro City Limits and serves approximately 260,000 people. The sole destination served outside the city limits is the Jamestown Campus of Guilford Technical Community College. GTA also works in partnership with PART to provide access throughout the triad and beyond. Transit Improvements PART PART (www.partnc.org) operates express buses, Regional Vanpools, Human Service Transportation for Guilford County, Coordinates the Region s Air Quality Conformity, Manages the Regional Travel Model, conducts land use and transportation planning for our partnering agencies and performs other services in the Triad. PART has connected the Route 4 Alamance Burlington Express with the Triangle Transit Authority at UNC Hospital, the first transit connection of its kind in North Carolina. Construction of PART s new regional multi-modal transportation center in Greensboro is planned to begin Summer 2015 with completion expected by Fall 2016. 5

CITY OF GREENSBORO 2008 BOND PROJECTS On November 4, 2008 Greensboro voters approved $134 million in bonds for Transportation Improvement Projects. Many projects shown since have been funded either by State or Federal funds. Efforts continue to secure additional State and Federal funding to advance additional projects. Market-College-Guilford College Intersection Project U-5326 widen the intersection approaches to add additional left turn lanes due to the heavy volumes of left turning vehicles. Sidewalks are included in the project. Construction start in 2016 with completion in 2017. High Point Road Streetscape The City plans to widen sidewalks, increase lighting and install streetscape enhancements from Pinecroft Road to Coliseum Boulevard. Under construction with completion in late 2016. Battleground Avenue Intersections Battleground Avenue Intersections (U-5306) project involves improvements at the Cone-Benjamin, Westridge, New Garden and Brassfield intersections. The project is under design by the City of Greensboro with 100% funding provided by for right-of-way and construction. Battleground-Benjamin-Cone: Construction start Summer 2015. Battleground-Westridge: Construction start Summer 2016. Battleground-New Garden: Construction start early 2016. Battleground-Brassfield: Construction complete. Horse Pen Creek Road-Fleming Road Connector The Horse Pen Creek Road Fleming Road Connector will provide a much needed east-west route for localized traffic. Construction partially complete; remainder of construction expected to be complete by the end of 2015. Downtown Greenway The Greenway is a 4.2 mile shared-use trail that will loop around downtown Greensboro incorporating a future portion of the A&Y Greenway. Funding made available by the MPO,, the City, and Action Greensboro. Lee St to Greene St/ Bragg St: Eugene St to Lee St. Vandalia Road Vandalia Road widening from Elm-Eugene Street to Pleasant Garden Road is under design from 2 lanes to 3 lanes with bike lanes and sidewalks. Construction is expected to begin in 2021. Summit Avenue Streetscape Summit Avenue Streetscape from Murrow Boulevard to Sullivan Street. Construction is expected to start in 2017. Alamance Church Road Alamance Church widening and improvements from Martin Luther King Jr. Drive to City Limits is under design. Sidewalks from MLK Jr Drive to Bristol Road; widening from Bristol Road to City Limits from 2 lanes to 3 lanes with bike lanes and sidewalks. Construction is expected to begin in 2019. 7
