ANNEX 1: Generic Statement of Work 1. PURPOSE The International Atomic Energy Agency (IAEA) wishes to enter into a maintenance, repair and additional system installation services contract between the IAEA and a contracted security maintenance services company, for providing a defined level and quality of technical support coverage and hardware replacement of installed security systems in the Vienna International Centre (VIC) and the IAEA Laboratories in Seibersdorf. This contract shall cover all security systems security intrusion alarm (CPUs and associated electronic components), access control system and its components, CCTV video surveillance systems, all cabling work (including the fibre optic cable network), network equipment, security management system (SMS) software, aluminium glass doors, emergency exit doors, electro-mechanical security locks, one hand guards, and related door hardware installed and integrated into the security systems. 2. DURATION AND SCOPE OF CONTRACT The duration of the Contract will be five years or until it is cancelled by one of the parties or superseded by another contract. The maintenance contract shall cover all required on-site services for maintenance, preventive maintenance, problem determination, problem solving, repair, etc. during the contractual period. Also, the contract shall cover all additional security systems installations and systems extensions during this period. 3. DESCRIPTION OF SERVICES TO BE RENDERED The following description of services intends to convey a general understanding of the works required. Notwithstanding the descriptions contained herein, the intent of the Contract is to provide for all necessary services to be supplied such that a full breakdown attendance, trouble-shooting and emergency repair service is guaranteed, i.e. for the installed security devices which can develop mechanical, electronic and software-related malfunctions. The Contractor s servicing duties shall include the maintenance and repair servicing activities of 3rd party components, which are part of the security installations, e.g. access control system hardware and software, video cameras, Security Management System software, cabling works; mechanical door works and electro-mechanical locks. The Contractor shall carry out the appropriate preventive maintenance of all installed security systems, software and hardware. The maintenance programme shall be appropriately updated to include all newly installed security systems and hardware during the contract period. All malfunctions shall be daily documented using an electronic ticketing and reporting system. This ticketing system report shall present malfunctions and repair actions in a format where they can be filtered and sorted according to: Date, time and location of repair, inspection, testing and/or maintenance service provided; Person(s) carrying out the task; Details of services provided, equipment/system category type; Service actions taken, results of these actions and final status of equipment/system; Replacement parts provided and cost, when applicable; Results of all tests performed, when applicable; Any complaints from IAEA personnel or unusual incidents which may have occurred during the service actions. 4. EQUIPMENT AND SPARE PARTS The Contractor shall supply spare parts, material and equipment as required to complete the services. The Contractor shall maintain an on-site stock of critical spare parts to facilitate quick repairs of critical malfunctions. 5
