RISK ASSESSMENT, DISASTER MANAGEMENT AND SAFETY MEASURES (ONSITE & OFFSITE) Project: Residential apartment by M/S Puravankara projects Ltd at Municipal No 5, Lalbagh Road, Ward No 48, Sudhamanagar Ward, Pid No. 48-31-5 Bangalore PURPOSE: To control On Site Emergency and to fix responsibilities in case of emergency 1. On-site Emergency Plan. Emergency Preparedness & Response Plan for the mitigation of the effect during any emergency occurs. Followings are the probable emergencies identified at the project Site. a) Fire and explosion. b) Collapse of Excavation edge Any Staff/Workman witnessing any of the above Emergencies shall blow the Emergency Siren & immediately inform to Project In charge/project Manager. Remember following things while reporting an Emergency Speak clearly, don t panic, Tell your name & Agency you are working for, Exact location of the Emergency, Possible victims who needs immediate help Ask for exactly the help which may be needed. Send a messenger to the Project In charge to brief him. Till further help arrives at site, Remove victims to safer zone Administer First Aid if you are trained, Call for Ambulance, Inform nearby workmen to immediately leave the area & Direct them to Assembly point (Main office & P&E Office )

Roles and responsibilities of each team members has been clearly defined as below and communicated to them through proper training and mock drill exercise. Chief Emergency Controller Project In charge shall be the Chief Emergency Controller for all the emergencies at site. His duties and responsibilities during an Emergency are as under but not be limited to: 1. As soon as he gets the information of the Emergency he has to rush to his office immediately. 2. Provide necessary guidance, support & directions so as to mitigate the consequences of the Emergency. 3. In coordination with HR & Admin he will ensure the medical assistance for the victim. 4. Coordinate with external agencies for help to site emergency team if required. 5. Communicate with Regional Office for further help & forward information. Site Emergency Controller Project Manager shall be the Site Emergency Controller 1. As soon as he gets the information/siren about the Emergency he shall rush to site & take control of the situation at site. 2. Lead the site Fire Fighting & Rescue team along with emergency action team in avoiding further damage to life & property.
3. Shall be constantly in touch with Chief Emergency Controller for passing on the correct information & coordinate for external help if required. 4. Ensure that the site is evacuated (assembly point) Emergency Coordinator Site Safety Advisor will be the Emergency Coordinator 1. Site Safety Advisor will coordinate amongst all the departments to avert the further damage & ensure timely medical help for the injured. 2. Assist Project Manager in controlling the damage & evacuation. 3. Coordinate with HR & ADMIN, Security for the evacuation status 4. Constantly be in touch with Chief Emergency Controller briefing the status of the site. HR & ADMIN Team 1. HR & Admin department shall immediately arrange for time office representative to report to Assembly point. 2. Head count to be done in coordination with Sub contractor, PRW representatives & report the same to Site Emergency Controller. 3. Arrange for timely medical help for the victims, 4. Arrange for transpsport & refreshments for the concerned. 5. Liaise with external agencies, Police, fire brigade etc. 6. Report to the relatives of the victims 7. Coordinate with Accounts department for the availability of sufficient funds. Security Team 1. Security In charge to assist Site Emergency controller in evacuating the site. 2. Cordon the area & control access to the area with his team. 3. Deploy a guard outside the gate to guide the external Emergency services. 4. Deploy a guard for assembly point to control the movement of workmen at Assembly point. 5. Constantly in touch with HR & Admin In charge to brief the status of the situation. Engineering Team Engineering team shall include representatives from P&E & Stores. 1. As soon as the emergency is declared P&E in charge along with Electrical in charge shall rush to site. 2. Assist. Site Emergency Controller in averting the further damage. 3. Electrical In charge to isolate the power connections or arrange for power connections/lighting as per the situation. 4. P&E In charge to mobilize his team & equipments immediately as per the directions of the site Emergency Controller. 5. Stores In charge to rush to Stores & keep the Stores open for materials issue if any. 6. Stores in charge shall be constantly in touch with Site Emergency Controller.
Sub Contractor, PRWs & Workmen including Visitors 1. As soon as the Emergency siren is blown i.e. A wailing sounds continuously for two minutes all the Workmen, Visitors to switch off their machines, shut off power to the equipments and rush to Assembly point without stopping in between. 2. Wait in the Assembly area & follow the HR & ADMIN department instructions for further actions. Emergency Control Centre Project In charge s Office shall be the Emergency Control Centre equipped with the following:- a) A copy of the location map/plot plan of the work-site showing locations of various work locations at the site. b) A list of important telephone number e.g. Fire brigade, Ambulance, Hospital Police etc. c) Current-updated list of residential telephone numbers/mobile numbers of each emergency control team member. d) A telephone connection with means to contact Fire brigade, Ambulance, Hospital Police and Puravankara officials who are identified as emergency control team members e) Mobile phones for means of communication for all Staff. f) Emergency power supply arrangement e.g. Battery back-up facility. 2. Warning and Alarm System at Site Emergency Siren will be blown A wailing sounds continuously for two minutes. Emergency Response of Persons at the Construction Site Whenever an emergency alarm or siren is sounded in the site, all persons must report to emergency assemble area i.e. In front of Main Office. Action in the Event Of Site Level Emergency Siren If the site level emergency siren is sounded, all person working at the construction site (including visitors) shall stop the work immediately and switch off the machine and equipment on which they are working and leave them in a safe condition. Persons involved in hot jobs shall extinguish welding/gas cutting torches and close cylinder. Electrical switches shall be switched off. Persons working at height shall come down calmly after leaving their machines and equipment in a safe condition. All persons shall move/walk quickly to the emergency assembly points, keeping themselves perpendicular to or opposite to the prevailing wind direction, whichever is safe. Persons should not panic. Assemble if possible, with your contractor / subcontractor, near the assembly point and await further instructions. In case you are driving a vehicle when the emergency alarm sounds then move your vehicle to the side of the site road apply hand brake and turn the engine off.
Leave the ignition key in the vehicle and proceed on foot to the safe place. Do not use the vehicle to drive to the gate as the engine could light the flame. - Puravankara HR Admin/Time Office Staff will be available at the Assembly Points to verify that all employees have been evacuated (head count) and to give further instructions. Nobody should allow entering the site until the all-clear-siren is given or until it is declares to safe. The all-clear siren is three series short sirens blasts, pause, three short siren blasts, and pause. Three short siren blasts. In the event of a power failure or the need for a specific evacuation procedure, Puravankara emergency response team will give instructions Emergency Reporting Emergency Contact Telephone Numbers will be displayed at various points. Emergency Control Mock Drill/Trial Exercise Mock drill exercise will be conducted once in a year to check the effectiveness of emergency preparedness plan. Testing of Alarm System: Emergency alarm systems at site will be tested once in a month Emergency services available Details of emergency services available at site are as below. Medical Facilities: For the medical assistance and treatment for minor cases we have in house medical room at site. Fire Extinguisher: Fire Extinguishers have been installed at conspicuous locations & the workforce is trained on how to use the Fire Extinguisher Accident Reporting and Investigation Procedure A documented procedure for Accidents/Incidents investigation and reporting as per our Safety management System shall be followed. 3. ONSITE AND OFFSITE EMERGENCY PREPAREDNESS PLAN Safeguard Requirements for Natural and Manmade Disasters List of nearest clinics and hospitals shall be maintained for medical emergency as also any other eventuality. The table below will be ready and will be distributed to all members within the building and later for off-site plan to neighborhood. These information need to be updated every six months before safety drills. The information thus updated should also be shared with occupants.
