Overview The Virgin Islands Port Authority (Port Authority) intends to apply to the Federal Aviation Administration (FAA) to amend the previously-approved Terminal Improvements PFC project The Terminal Improvements Project is located at STT, but PFC approvals were split between 11-08-C-01-STT and 11-05-C-01- STX The Port Authority: No longer intends to undertake the Pre-Clearance Holdroom Expansion element of the Terminal Approvals project Wants to repurpose already collected funds to pay increased costs of other project elements and expand the scope of other project elements Under this amendment, there is no change to the PFC level, amount of PFC funds collected, effective dates, or estimated expiration dates at STT or STX The public may submit any comments on the proposed amendment through February 26, 2018 1

Notice and Opportunity for Public Comment In accordance with Section 158.24 of 14 CFR Part 158, these materials constitute the written notice and opportunity for public comment on the proposed amendment and include: PFC level, estimated total PFC revenue to be collected, proposed charge effective date, estimated charge expiration date, and estimated total PFC revenue for the project and the application as amended Name and contact for the person within the public agency to whom the comments should be sent A description and brief justification of the project Public comments may be submitted through February 26, 2018 Comments should be sent to: David W. Terminal Improvements Project Element Changes The Terminal Improvements Project has multiple elements Project elements with no changes under this amendment Terminal Roof Replacement Emergency Generator Expansion PA System Replacement Project elements where the scope is unchanged, however, estimated costs are higher Ticket Lobby Restroom Improvements Second Floor Fire Alarm Installation AC Modification/Replacement scope being expanded Existing approvals replaced the air handling units and duct insulation Amendment expands the scope of this project element to replace the chiller, associated piping, and associated electrical Existing chiller is beyond its useful life, does not effectively cool the terminal building, and needs to be replaced 4

Terminal Improvements Project Element Changes The Port Authority is no longer proceeding with the Pre- Clearance Holdroom Expansion project element due to a lack of available land The Pre-Clearance Holdroom Expansion project element would be deleted and replaced by: Pre-Clearance Queuing Expansion: Existing TSA breakroom, training, and locker room areas would be demolished and relocated. The vacated space would be converted into queuing space to relieve congestion. Exterior Door/Gate Counter Relocation: Counter at gate 2 would be relocated to between gates 3 and 4. A new exterior door would be installed behind the counter to maintain gate capacity at the airport. Holdroom Restroom Modification: Existing storage space would be relocated to enable expansion of the men s and women s restrooms and the construction of a new family restroom. Existing restrooms are at the end of their useful life, do not provide needed capacity, and show material wear and tear. 5
