Street Furniture Program & BIAs: Black Example 1: BIA wants to switch from grey street furniture to black. There is no cost to have new elements installed in black. There is a cost to retrofit existing grey elements to black. Example 2: BIA wants to replace old bins with new bins. There is no charge for any new bins installed, whether grey or black. If the BIA currently has old grey bins, and wants to switch to new black bins, the swap cost applies. If the BIA currently has old black bins, and wants to switch to new black bins, the upgrade cost applies. A swap cost is a few hundred dollars. An upgrade cost is a few thousand dollars.
