Article 1 Sponsors of the Competition: 1/1 Ramses Square which is of important historical and urban value needs to be redeveloped in order to meet with the existing urban and traffic conflicts, therefore the Egyptian Government decided to issue an international planning & urban design competition in order to reach the best solution of the Square in the light of a comprehensive planning vision of Cairo City Center which is of great historical, urban and cultural value. 1/2 The Egyptian Ministry of Cultural Affairs, commissioned by the Egyptian Prime Minister Dr. Ahmed Nazief, has decided to tender an International Planning and Architectural Competition for the urban design of Ramses Square within a future vision for Cairo city centre. 1/3 The ministry of Cultural affairs has commissioned the National Organization for Urban Harmony (NOUH) to tender this competition in line of the guidelines and regulations of the Union of International Architects (UIA) and other relevant local agencies and authorities in Egypt. 3

Article 2 The Competition Aim: The aim of the competition is to produce an urban design plan for Ramses Square within a comprehensive vision for the city center of Cairo on various levels as shown in figure (1) showing the different zones of study. This should be done after thorough definition of the principle problems facing Cairo city centre especially traffic problems, confusion of uses and all types of pollution (Audio, visual and environmental). Entrants can also consider the rehabilitation and reuse of buildings, empty properties and open spaces in and around the square to get the best benefit out of it. Based on the above mentioned problems, the square and its relation to the surrounding activities, open spaces and streets needs other thoughts in its design and planning. Article 3 Legal Background: 3/1 Any legal dispute concerning this competition can solely be resolved according to the State Council Court in Egypt. 3/2 The decisions of the Jury of the Competition are irrevocable and incontestable. 4

Article 4 Scope of the Competition: 4/1 The Historical urban value of Cairo City Center: 4/1/1 The history of Cairo city center goes back to the epoch of Khedive Ismail who ruled Egypt from year 1863 till year 1879. 4/1/2 During this period, distinguished architectural and urban developments were established at the city center site which lies between Aabdeen palace and the River Nile towards the west, passing by Tahrir Square- which was named originally Ismailia Square- and then Ataba Square to the east side. 4/1/3 The urban pattern of the city center district and its architecture reflect the European character which is considered of cultural and historical value, hence it represents the architectural style of the ninetieth and the beginning of the twentieth century. 6

4/2 The Historical Development of Ramses Square: 4/2/1 The history of Ramses square goes back to the epoch of Mohamed Ali who developed the square to be a large park in 1844. In 1856, at the epoch of Abbas Pasha, the first part of the Station was established, and then in 1858 the second part was completed. 4/2/2 After the British invasion, the railway station was demolished in 1882 because of the explosion of an ammunition store located at the station building. In 1893 a new station was erected according to advanced Islamic style of architecture designed by architect Edwin Pans. The railways museum and Kobry Lymoon bridge building were also erected in the year 1932. 4/2/3 The Square includes Fateh Mosque whose minaret is the tallest one in Cairo.This explains that Ramses Square includes a group of buildings of historical & cultural value. 4/2/4 The Square, which is the competition subject, was named Ramses Square after the statue of Ramses II was transported there in the fifties of the twentieth century, and which was recently transported to its new site close to the new Egyptian museum in the Pyramids district. 7

4/3 Problems & Challenges: 4/3/1 Cairo one of the biggest capital cities of the world and point of intersection of movement axis between the north and south of the Nile Valley suffers from population increase, traffic congestion, confusion of uses and functions. 4/3/2 The problems of Cairo are concentrated at the central area of Cairo business district (CBD) which is known as the active triangle inscribed between the three main squares- Ramses, Ataba and Tahrir squares. 4/3/3 Ramses Square, the focal point of major movement and transportation modes and lines in Cairo, has different zones of influence, according to fig. (1). Ramses Square has been lately subjected to major changes which resulted in increasing attention, being given to its development. This is due to its extremely important location which has great impact on Cairo in general for being the eastern entry point to the city. It also has very strong links with all major squares in the city centre, namely Tahrir & Ataba squares, especially after the relocation of the Statue of Ramses. 9

The proposed urban planning and design should consider the negative impact of existing physical elements such as: 4\3\4 Negative physical impacts on the space of the square from the 6 th of October flyover which was constructed in the seventies, and also bottlenecks through the pass way of the flyover taking into consideration the difficulty of extending the width of the flyover in some points on the transit route for solving these problems, so a change on the route of 6 th of October flyover shall be considered. 4\3\5 Negative impact of the new overhead pedestrian bridges which were constructed in the square and did not succeed in fulfilling their purpose to facilitate the movement of pedestrians in all directions. This problem leads to a rethink of other alternatives instead of these bridges. 4\3\6 Bad condition of the current parking lots, in terms of location, capacities, their entrances and exits, which are not satisfying for the traffic loads and the movement of pedestrians. 4\3\7 Disorganization of pedestrian traffic in the square, which requires reorganization and consideration from the entrants who can study the possibility of using the existing underground pedestrian tunnels in their proposals. 10

Article 5 Approval by UIA: The Competition has received the approval of the International Union of Architects - UIA and consequently follows the provisions of the International Recommendations for Competitions in Architecture and Urban Planning adopted by the General Conference of UNESCO in 1956 and 1978, in its revised version. Article 6 Type of Competition: This anonymous, project competition is presented in one stage and is open to all architects, planners and urban designers, either individuals or teams. Article 7 Competition language: English only. 11

Article 8 Competition Schedule: 8/1 Announcement of the competition from 20 /11/ 2008 to 01 /01/ 2009. 8/2 Registration for the competition is allowed from 20 / 11 / 2008 until 01 / 01 / 2009 through the website of NOUH: www.urbanharmony.org 8/3 NOUH will send the competition documents to the entrants by special courier in an electronic format (CD) within three weeks of the close of the registration period. 8/4 Questions and enquires must be received from 01 / 02 / 2009 to 22 / 02 / 2009. 8/5 Final date for answers to questions 15 / 03 / 2009. 8/6 Final Date for handing in or dispatching entries 21 / 06 / 2009. 8/7 Final date for receiving dispatched entries of the competition at the NOUH headquarters is 05 / 07 / 2009. 8/8 The final result of the competition will be revealed within two months from the final date of receiving the competition entries from the competitors 15 / 09 / 2009, and the winners will be informed. 12

Article 9 Registration Procedures: - Applications, made on the registration form that may be downloaded on the competition site, must indicate the individual competitor's or team representative's full name, nationality and the full contact details, including the address (Not Post Office Address), telephone and fax numbers, e-mail. - Registration form must be filled through the website of NOUH www.urbanharmony.org to reach the Competition Secretariat by 01 / 01 / 2009 and it must include: 1. A scanned copy of license / certificate of membership in a professional association proving the individual competitor's or team representative's right to practise the profession of architecture in his/her country of residence. 2. A scanned copy of the bank transfer showing that the registration fee has been paid. The name on the bank transfer must be the same as that appearing on the registration form. 13

Article 10 Competition Registration Fee: 10/1 An amount of 500 $ (five hundred Dollars) must be paid as an irretrievable fee to the NOUH; Payment will be made by bank transfer to: Bank name : Central Bank Of Egypt Swift bank code : cbegegcxxxx Beneficiary name : National Organization for Urban Harmony Egypt, Cairo Ben. A/c no : 4082180436 or by an accepted payable check to the National Organization for Urban Harmony (NOUH) address. 10/2 Bank charges will be paid by the competitor. 14

Article 11 Organization and Co-ordination of the Competition: A Secretariat and a Technical Committee are formed as follows: 11/1 Secretariat: NOUH forms a Secretariat, under the supervision of a Professional and Technical Advisor, whose duties are as follows: a. Receiving all the Registration forms, correspondence, enquiries and entries. b. Submitting all the applications, forms, correspondence, enquiries and entries to the technical committee, implementing the committee's recommendations. c. Sending the required documents and replies to the entrants. d. Putting secret codes on the competition documents to mask the competitors' identification codes. e. Following the schedule of the competition. f. The Professional and Technical Advisor should help the Jury without interfering in their duties. 15

11/2 The Technical Committee: NOUH forms a technical committee under the presidentship of the Professional and Technical Advisor. The Committee's duties are as follows: a. Ensuring the implementation of the T.O.R. b. Answering the entrants' questions and enquiries. c. Reviewing the submitted entries and ensuring the fulfillment of the mandatory requirements for the competition. d. Ensuring the secrecy of the competitors' anonymity. e. Helping the Jury without interfering in their duties. The Secretariat and Technical Committee prepare the entries for presentation to the Jury and together they draw up a brief report on each entry for the Jury. 16

Article 12 Correspondence and Enquiries: Any competitor wishing to obtain further information may send questions in writing, by fax or e-mail, to the Competition Secretariat. All such queries received within the deadlines indicated in Article 8 will be answered in the form of a circular letter which will be addressed to all participants. This document will then be considered an integral part of the competition and will also be sent to the Jury members and to the UIA General Secretariat. Article 13 List of Documents to be Provided by the NOUH - CD containing all the Competition documents. Article 14 Documents to be Submitted by the Competitors: Required studies: 14/1 Planning studies: conceptual urban planning for Ramses Square and its surroundings should deal with and solve the problems of the square and its relation with city centre area, with special reference to the impact of the urban planning analytical studies. 14/2 The urban design: detailed urban design of Ramses Square to be submitted according to the suggested analytical studies. 14/3 The final submittal should be in a form of A0 size fixed on maximum twelve (12) light weight boards which include the following: 18

Documents of planning studies (Fig.1): 14/3/1At the level of Zone (1): At a scale of 1 : 10000 for: A- The current situation and its analysis. B- The overall Proposal and its impact or relationship with the other parts of central Cairo. 14/3/2 At the level of Zone (2): At a scale of 1 : 5000 for : - The general layout, road and traffic organisation, definition of various public spaces of Ramses Square. 14/3/3 Documents of Urban Design At the level of Zone (3): At a scale of 1 : 500 for : - Detailed plans concerning landscaping, buildings to be kept and / or rehabilitated, proposed new buildings, street layout and traffic flow, areas reserved for pedestrians, parks and green spaces, access to underground areas (commercial, subway, etc.), urban furniture, etc. 19

14/4 Entries should also include: 14/4/1 CD including all the above mentioned studies drawing and the technical report. 14/4/2 DVD, that doesn't exceed 10 minutes, including an animated presentation with oral explanation in English. 14/4/3 A technical report, of maximum 50 pages, for all submitted studies and drawings explaining the concept and the proposed solutions with A3 format. 14/4/4 A sealed opaque envelope, marked with the competitors' identification code, should be submitted that contains the following: Entrant and team Identification. The Identification Code chosen by the competitor. A copy of the bank transfer showing that the registration fee has been paid. A statement clarifying that the entrant accepts the decision of the Jury and the competition regulations. 14/4/5 All reports, drawings, or any documents must be in English. 14/4/6 Entrants must not write a name of individual or organization and should not indicate by any means his personality on any of the final submittals. 14/4/7 The only identification to appear on each piece submitted is the alphanumeric identification code chosen by the competitor. 14/4/8 NOUH is not responsible for paying any fees for the submitted documentation sent by the entrant 20

Article 15 Anonymity: Competition entries are to be presented anonymously. All documents submitted will be identified exclusively by the alphanumeric identification code, chosen by the competitor, consisting of a six-digit number followed by two English letters. This identification code, 1 cm high, will be placed at the upper right hand corner, at the back of all documents submitted, including the identification envelope. No other identification will appear on panels or documents. This identification code will be recorded and masked by a secret code. The identification envelopes accompanying entries will be lodged with a notary until the Jury has made its final decision. Anonymity will then be lifted. 21

If required to declare the value of the package when dispatching their entries, participants should ensure that the amount declared will not impede rapid customs clearance. Competitors must ensure that the date of dispatch is clearly visible on the package. Competitors, who hand-in their entries, will be provided with a receipt by the competition secretariat. 22

Article 17 The Jury: At the opening session, all jury members shall declare in writing that they have no knowledge of, nor have been involved in any of the entries prior to the meeting. Should a juror have knowledge of an entry, he/she will abstain from voting on that entry. The Jury committee includes the following: - Prof. Dr. Abdallah A. Attia (Egypt) (President) - Prof. Dr. Abdel Mohsen Barada (Egypt) (member) - Prof. Dr. Sameh El-Alaily (Egypt) (member) - Mr. Alexandru Beldiman (Romania) (UIA Representative) - Mr. Axel Schultes (Germany) (member) - Mr. Eliseo Arredondo (Mexico) (member) - Ms. Diana Agrest (USA) (member) - Ms. Claire Bailly (France) (Deputy member who has the right to vote in the event of the absence of one of the members) Attendants as Consultants: -Chairman of the General Organization of Physical Planning (GOPP). -Chairman of the National Organization for Urban Harmony (NOUH). Jury responsibility: -Evaluation of the projects submitted by the competitors. 23 -Issuing Jury evaluation result report.

Article 18 Adjudication Criteria: - To what extent the entrant has achieved the competition aims considering the problems facing Cairo city centre especially traffic problems, confusion of uses and all types of pollution. - Innovation. - Execution ability. - Clarity of the scientific methodology on which the planning and urban design concept was based. - Relationship between traffic complements and pedestrians. Reasons that lead to disqualification by the Jury of an entry: - Reception of entries after the deadline date. - Documentation which will not fulfill the terms of reference of the competition. - Any indication on the submitted documents that might reveal the entrant's identity. - Attempting to influence the Jury members' decision. 24

Article 19 Prizes : First prize 100000 US Dollars Second prize 75000 US Dollars Third prize 50000 US Dollars - NOUH undertakes to accept the decisions of the jury and to pay the prize money within one month of the announcement of the competition results. Article 20 Insurance of entries : NOUH insures the competitors designs from the time it receives the entries and for the duration of its responsibility. Article 21 Announcement of Results : - When the Jury has reached its final decision, they will proceed with opening the sealed envelope to identify the winner. - The results of the competition will be announced immediately after being signed by the Jury. - The result announcement will be published on the website of NOUH. 25

Article 22 Copyright and Right of Ownership : The author of an entry shall retain the copyright of his work. Article 23 Public Exhibition of Projects : 23/1 After the announcement of the results of the competition, all projects, including those disqualified by the Jury, shall be publicly exhibited. 23/2 Competitors, other than the prize-winners, who wish to remain anonymous, must clearly state such a wish in the sealed identification envelope accompanying the entry. 23/3 NOUH reserves the right to publish all winning entries. Winning entries will be published in the NOUH's brochures and on its website and also by the UlA in its Newsletter and on its web site. 26

Article 24 Return of Projects : Competitors who have not received prizes can retrieve their projects at their own expense after the exhibition. Projects, that have not been retrieved, will be destroyed after one month from the close of the exhibition. Article 25 Commission for the Project : The concerned party / parties in Egypt can contract with the first winner to carry out the construction documents of his project, maintaining the technical recommendations set by the Jury. 27
