The public is encouraged to comment on the alternative transmission watermain routes or provide any additional suggestions. City staff are available to answer any questions you may have. Please review the material provided. A comment sheet is also available and you are encouraged to complete it at your convenience. 2 Background In order to address long term water distribution system demands the City has identified the need for a new north to south watermain in the area of Sunnidale Road and Highway 400. The proposed watermain will connect the Anne Street Reservoir and the proposed Sunnidale Park Reservoir (to be constructed) to the distribution system on the south side of Highway 400 improving the network distribution flows and providing security of supply.

3 Purpose of this PIC Study Purpose The purpose of this Class EA routing study is to determine the most suitable Highway 400 crossing alignment and routing option for the proposed 500mm diameter watermain having regard to Ministry of Transportation s criteria for the future Sunnidale Road-Highway 400 bridge structures. Watermain routing factors to be considered include assessing potential impacts to land uses, natural heritage features as well as system operations, utilities, traffic management and overall cost. Public Information Centre The purpose of this Public Information Centre is to introduce the project, describe work completed to date, and obtain comments on: Study Overview and Background; The Problem Statement; Existing Study Area Features; Identification of Alternative Transmission Watermain Routing Options; Proposed Evaluation Criteria and Alternative Transmission Watermain Routing Considerations; Construction Methods; Mitigation Measures; and Study Schedule Next Steps. Selection of the Preferred Transmission Watermain Routing Option The preferred transmission watermain routing option will be identified based on input-feedback received tonight and following this PIC and completion of the routing option evaluation matrix. Members of the public are encouraged to provide their comments on proposed transmission routing options by completing one of the PIC comment sheets. The preferred option will be presented to Barrie City Council for final approval.

4 Overview of Process This project is being undertaken in accordance with Phases 1 and 2 of the Municipal Class EA document for a Schedule B undertaking. The Municipal Class EA is approved under the Environmental Assessment Act and enables the planning of municipal infrastructure projects in accordance with a proven process for protecting the environment. There is an opportunity for public input at selected points in the study (see diagram). Upon completion of the Class EA process, a Project File will be prepared and made available for public review and comment (minimum 30 days).

5 Class EA Process and Freedom of Information and Protection of Privacy Class Environmental Assessment Process Freedom of Information and Protection of Privacy The project is being conducted in accordance with the requirements of the. As part of these requirements, the course of action outlined below is being followed: The problem has been identified d and alternative ti design solutions have been developed. An inventory of natural, social and economic environment has been developed. The impacts of the alternative transmission watermain routes on the environment have been identified and mitigating measures developed. A Report will be prepared based on comments received from the public and review agencies and a recommendation will be made to City Barrie Council regarding the preferred transmission watermain route. Prior to Council approval, a public notice will be published in the local newspaper advising of the preferred transmission watermain route. Barrie City Council will select the preferred transmission watermain route. Concerned public will have an opportunity to make a deputation to Council regarding the preferred solution (if desired). The Final Report will be made available at Barrie City Hall, Engineering Department, 6 th Floor, for review by the public during the 30 day review period. You are encouraged to contact the Project Manager at any time if you have questions or concerns about the study. If you feel, after consulting with City staff, that serious environmental concerns remain unresolved, it is your right to request that the project be subject to an Individual Environmental Assessment. The decision rests with the Minister of the Environment. Comments and information regarding this study are being collected to assist the City of Barrie in meeting the requirements of the Environmental Assessment Act. They will be maintained on file for use during the study and may be included in the study documentation. All comments will become part of public record. 7 Problem Statement That the City of Barrie drinking water master plan recognizes a need to provide additional water supply to the downtown core from the Anne Street Reservoir and the Sunnidale Road Reservoir. In order to meet short and long term water demands, to complete the system expansion and address security of supply, a new 500mm diameter transmission watermain is required to connect the existing transmission watermain at the intersection of Sunnidale Road and Letitia Street and a proposed transmission watermain at the intersection of Sunnidale Road and Wellington Street within the corridor of Sunnidale Road and Highway 400.

10 Identification of Alternative Transmission Watermain Routing Options The following siting guidelines were used to identify alternative transmission watermain routes: For all routes, connection points are as follows: North side of Highway 400 - Letitia Street and Sunnidale Road; and South side of Highway 400 - Wellington Street West and Sunnidale Road. Watermain routing is based on following existing road right-of-ways and establishing new utility corridors. Where necessary, segments outside of the existing road right-of-ways were identified to avoid future conflicts with the future MTO Sunnidale Road bridge structure. Routes will be evaluated based on identifying constructability issues such as study area topography, ground elevation, water table and soil conditions. In addition to alternative transmission routing options, the Do Nothing alternative was also considered and subsequently screened out from further consideration as it does not solve the problem statement.

22 Construction Methods Open Cut Open Cut Watermain Construction in Trench Box The working area, which will move everyday is approximately 20-30 metres long and 10 metres wide (about half a typical road allowance). Within the working area, backhoes are used to excavate a trench wide enough for watermain pipe. Use of trench box to provide safe working environment. 25 Where Do We Go From Here? Concerns and preferences expressed by the stakeholders at the Public Information Centre and throughout the Public Consultation Process will be documented and addressed in an updated report, which will also make recommendation with respect to a preferred transmission watermain route. Those directly affected individuals and agencies will be notified by mail, advising of the preferred transmission watermain route, when the preferred transmission watermain route will be presented to the General Committee of Council and how persons can make a deputation to Council, if they so desire. If the General Committee of Council endorses the preferred transmission watermain route, it is typically put to a vote at the next scheduled Council session. Should Council endorse the preferred transmission watermain route, a Notice of Study Completion will be filed for this project. If concerns are raised, which cannot be resolved in discussion with the Corporation of the City of Barrie, the Minister of the Environment may be requested, subsequent to the filing of a Notice of Study Completion by the City of Barrie, to make an Order for the project to comply with Part II of the Environmental Assessment Act (referred to as Part II Order), which addresses individual Environmental Assessments.
