INTRODUCTION The Sacramento Area Flood Control Agency (SAFCA) invites your firm to submit a proposal to provide professional services for restoration site maintenance at several Lower American River (LAR), Sacramento River (SAC) and northern Sacramento (North Area) mitigation sites. Proposal must include the information outlined below. To be considered, five copies of each respondent s proposal must be received at SAFCA s office by 1:00 p.m. on January 28, 2011. SUMMARY OF PROPOSED PROJECT The proposed project involves maintenance at several streambank protection and environmental restoration and mitigation sites located within the City and/or County of Sacramento. Site maintenance activities include, but are not limited to irrigation, weeding, and plant protection and establishment that is consistent with the overall objectives of each restoration area. Principles of adaptive management will be employed at all sites in order to meet site specific performance goals. There are three discrete Project Groups (Attachment 1). Proposals may be submitted for 1, 2 or 3 groups. Site maintenance services will be awarded under three separate contracts according to group. A detailed schedule of tasks by group and site is found in the Scope of Services section of this document. Professional restoration site maintenance services will be required for a period of two (2) years commencing on March 16, 2011 and ending on March 15, 2013. Request for Proposal to provide Landscape Maintenance Services on Restoration and Mitigation Sites along the Lower American River, Sacramento River and in the North Area of Sacramento (2011-2013) Interested parties are required to attend the entire site tour for the group(s) they are interested in bidding on, which should take approximately 4 hours per group (meeting locations are specified in Attachment 2). The prime Contractor is required to attend the site visit(s). All questions for clarification of the RFP are to be submitted in writing to Lizette Crosbie at SAFCA by 4 pm on January 14, 2011. Responses shall occur in writing to all contractors that attended the site tours. 4. BACKGROUND SAFCA is a joint powers agency comprised of the County of Sacramento, City of Sacramento, County of Sutter, American River Flood Control District, and Reclamation District 1000. SAFCA was created in the aftermath of the 1986 flood to protect the greater Sacramento region from catastrophic flooding through the implementation of regional flood control improvements along the Sacramento and American rivers and their tributaries. Since its formation, SAFCA has cooperated with the U.S. Army Corps of Engineers (Corps) and the Central Valley Flood Protection Board on numerous projects designed to enhance flood control operations at Folsom Dam and Reservoir, improve the reliability of the levee system protecting the Sacramento area, and provide environmental and recreational benefits. The environmental benefits have been mainly in the form of mitigation and restoration projects which SAFCA and its partners have constructed. These project sites are primarily located within the floodways throughout the City and/or County of Sacramento. The regional location of all the project sites by geographic group is shown in the attached map (Attachment 1). SAFCA has assumed responsibility for the long term Operations and Maintenance (O&M) for the mitigation components at these sites which includes ensuring that statutory requirements for loss of habitat are adequately compensated. As such, SAFCA is required to meet defined habitat mitigation goals for project sites which drive many of the maintenance actions. These sites are adaptively managed by SAFCA and consequently the number and dates of maintenance actions outlined in this RFP may be adjusted based on current site conditions. Additionally, as sites are turned over to SAFCA for the long-term O&M, SAFCA may elect to add these sites to any of the three (3) contracts issued from this RFP. Regular communication with SAFCA staff will be an integral part of project activities. 5. INSTRUCTIONS FOR SUBMISSION OF PROPOSAL Each contractor shall submit five (5) copies of the Detailed Technical Proposal. In addition, two Cost Proposals (in a separate sealed envelope) shall be submitted for each group in which they are bidding. Proposals shall provide a straightforward, concise delineation of capabilities to satisfy the requirements of this RFP. Emphasis shall be concentrated on conformance to the RFP instructions, responsiveness to the RFP requirements, and completeness and clarity of content. Failure to provide any of the following requirements may result in disqualification of the proposal. Cover Letter The submittal shall include a brief cover letter that, at a minimum, summarizes the respondent s key strengths and the project manager designated to complete the requested work. The cover letter of the proposal shall specify a proposed discount due to economies of scale to SAFCA on the basis of the successful award of two (2) or more contracts. b. Minimum Qualifications and Related Experience To be judged responsive to this RFP, the bidder must demonstrate, to the satisfaction of SAFCA, that the bidder possesses the experience required to perform the work specified in the RFP, specifically: California native plant identification; site preparation; weed control; irrigation installation and operation; tree, shrub and herbaceous species planting; native grassland restoration; and plant establishment and maintenance. 1. Native Plant Restoration List and provide the following information for three (3) sites that you have maintained within the last five (5) years: a) name and location of site, b) size of site, c) habitat type, d) plant species list, e) estimated number of plants, f) restoration success criteria (e.g. survival and/or tree height) and if success was achieved g) routine maintenance actions, and h) adaptive management (changes in irrigation, weed control, etc.). In addition, please provide information on any training your field crews receive in regard to native plants and invasive species. Any additional pertinent information is welcomed but please be brief. 2. Licenses. The Contractor must hold a current C-27 Landscaping License with the State of California, as well as a Pest Control Business License and Qualified Applicators License with the State of California Department of Pesticide Regulation. Attach copies of these licenses to the submitted proposal. 3. Special-Status Species. Many of SAFCA s restoration sites were designed to replace habitat for special-status species affected by flood control improvements. Any experience working within the habitat of listed species such as valley elderberry longhorn beetle (VELB), giant garter snake (GGS), vernal pools, and Swainson s Hawk shall be described in the proposal. 4. Herbicide Use. Respondents to the RFP shall provide a statement describing their relevant qualifications regarding selection, application and knowledge of regulations governing herbicide usage. Respondents shall provide SAFCA with a valid California Qualified Applicator License of the person(s) performing and supervising herbicide applications as well as the business s Pest Control Business License. Subcontractor If applicable, identify subcontractor or joint venture relationships that are to be used in the performance of the work, and identify the role and what aspect of the project each of the subcontractors will be conducting. The subcontractor must also hold a C-27 Landscaping License with the State of California. If the subcontractor will be applying herbicide they must hold a Pest control Business License and a Qualified Applicators License with the State of California Department of Pesticide Regulation. d. Organizational Information 1. Background. Provide the following background information: Business address; Name of contracting officer; and Number of years a) in business and b) performing maintenance at restoration/mitigation sites. 2. Organization Chart. Provide an organization chart a) showing the proposed relationships between the key personnel and support staff that are expected to provide the requested services, b) identifying which aspects of the work each person will be responsible for performing and c) listing the city where each personnel/staff is based. 3. Personnel and Experience. Provide resumes for each of the key personnel and support staff (including field personnel) shown in the organization chart. These resumes shall contain at least the following information: Work history summarizing the individual s experience and expertise related to the aspects of the work to be performed; Relevant education and training; and Immediate supervisor. e. Insurance Coverage Respondents must maintain the following minimum limits of insurance: 1. General Liability shall be on an Occurrence basis (as opposed to Claims Made basis). Minimum limits and structure shall be: General Aggregate: $2,000,000 Products Comp/Op Aggregate: $2,000,000 Personal & Adv. Automobile Liability: Corporate/business owned vehicles including non-owned and hired, $1,000,000 Combined Single Limit. Individually owned vehicles, $250,000 per person, $500,000 each accident, $100,000 property damage; 3. Workers' Compensation: Statutory including endorsements to provide coverage under the Jones Act and the USL&HW Act. Employer s liability: $1,000,000 per accident for bodily injury or disease; 4. Environmental Pollution Liability: $1,000,000 per occurrence or per claim (if written on a claims-made form). f. References Provide a minimum of three (3) pertinent references including contact names, phone numbers and applicable project for each reference. References should not be suppliers or subcontractors identified in the proposal. g. Other Information This section may include additional information you feel would help SAFCA in its evaluation of the Contractors ability to provide the required services. h. Cost Estimate The Contractor s submittal shall be a fixed fee proposal to conduct the scope of services requested and shall be submitted in a separate, sealed envelope from the proposal. The cost proposal is required to adhere to each discrete work group and the specific maintenance activities related to the sites in the work group as described in the following Scope of Services. Group 1 - American River Parkway South (left) Bank Group 2 - American River Parkway North (right) Bank and Sacramento River Group 3 - North Area Sites The respondent will be required to adhere to State of California prevailing wage law. The selected Contractor shall provide copies of certified payrolls when and if requested by SAFCA. The cost estimate shall include costs for routine repair and replacement of materials on the site. Moreover, the estimate shall not include costs for extraordinary repair or replacement of extensive areas of the revegetation site due to severe flood or fire damage. Contractor s may submit a cost proposal for any or all of the Project Groups listed above and will include a line item for contingency of 10% of the total cost calculated for each Project Group as described under Scope of Services. Please use the attached bid sheets (Attachment 4) to provide your cost estimates. In addition to the two hard copies, bid sheets must be submitted electronically to Lizette Crosbie at crosbiel@saccounty.net. SCOPE OF SERVICES General Three (3) separately contracted work groups covering twenty-one (21) project sites are included in this RFP. The sites have been grouped together in three geographically distinct units to maximize logistics and efficiency. These units are described below and in Table 1 and Table 2. Request for Proposal to provide Landscape Maintenance Services on Restoration and Mitigation Sites along the Lower American River, Sacramento River and in the North Area of Sacramento (2011-2013) General Definitions and Services Common to all Sites The following is a summary of definitions and actions common to many or all mitigation/restoration sites. Unless otherwise noted in the bid sheet that describes actions for each individual site, cost assumptions shall be based on these definitions. Biweekly: every other week Weekly: once per week Semiweekly: twice per week Bimonthly: every other month Monthly: once per month Irrigation The Contractor shall be prepared to provide irrigation as necessary from April 15 October 31. The start and finish dates, and therefore the number of irrigation events, may be adjusted based on current site conditions (i.e. weather, river stage, plant maturity) and only as approved/directed by SAFCA. The Contractor will follow the frequency (i.e. biweekly, weekly, etc.,) of irrigation events per year as outline in Table 2 for each site. Since the frequency of irrigation events may be adjusted based on site conditions, the total number of irrigation events listed in Table 2 for each site is only an estimate. The Contractor, prior to the onset of the irrigation season, must clear the planting basins of weeds and debris and inspect the entire system, including but not limited to emitters and sprinkler heads, for proper functioning. The Contractor must ensure that an adequate amount of water is provided to each plant, during each irrigation event, to sustain plant health and encourage plant growth, i.e. approximately two (2) inches of water per event or up to six (6) hours of operation (may vary between sites based on irrigation system). The Contractor shall ensure that there are at least two days between semiweekly irrigation events and will ensure that irrigation events do not occur on rainy days (or weeks if the site is scheduled for weekly irrigation). The Contractor shall make every attempt possible to irrigate during morning hours when temperatures are relatively cool to help prevent water loss. The Contractor must ensure that pumps are outfitted with fish screens when pumping from water sources such as rivers, creeks, lakes, or ponds. The Contractor must ensure that no erosion occurs when conducting irrigation events by hand watering (including watering by buckets, trucks and/or hoses). The Contractor may recommend changes to the irrigation schedule (as outlined in Table 2) or the irrigation system but SAFCA must approve any changes prior to implementation. The Contractor may wish to install and remove all sprinkler heads at each irrigation event (per the Contractor s discretion) at SAFCA sites. SAFCA cannot be held liable for any damage or thefts. Request for Proposal to provide Landscape Maintenance Services on Restoration and Mitigation Sites along the Lower American River, Sacramento River and in the North Area of Sacramento (2011-2013) Browse Protection (Fences, Cages, and Gates) The Contractor shall inspect and repair linear fencing and public access gates as described in Table 2 or as directed by SAFCA. The linear fencing was installed to protect the woody vegetation from beavers and typically consist of 3-4 foot tall welded wire fence supported by rebar or t-posts 6-8 feet on center. The Contractor shall ensure that the linear fence is upright, has adequate tension, and does not have gaps below or breaks in the mesh, which would allow beavers to access the vegetation. The Contractor shall inspect the protective cages surrounding trees as described in Table 2 or as directed by SAFCA. The cages were installed around trees to prevent browse by either beavers and/or deer and typically consist of 5-foot tall, 3-foot diameter welded wire fences with 2 rebar (diameter may vary depending on tree size) The Contractor shall ensure that the trunk leader and main branches are not being girdled or damaged. It may be necessary to open and/or widen the cage to ensure that the main trunk is not being damaged and is growing through the central opening of the cage (not through the mesh). The Contractor will ensure that all cages at a site are protecting living native trees and if an individual tree cage is no longer protecting a living native tree it must be relocated to an adjacent unprotected tree in the following order of priority: cottonwood, sycamore, yellow willow, alder, arroyo willow, Oregon ash, and valley oak. The Contractor will provide public access where applicable by either self-closing gates or fence mazes. Weeding Mowing is defined as weed removal by the use of a hand or riding mower across the site and in some cases may require thatch removal. The Contractor must adhere to SAFCA s Mowing/String Trimming Policy (Attachment 5) for all mowing activities. The frequency and timing of mowing events for each site is outlined in Table 2. The areas at each applicable site that requiring mowing are illustrated on the aerial photos (Attachment 6). The timing and number of events as well as the area to be mowed may be adjusted or slightly modified based on site conditions (weeds, thatch, etc.) and only as directed by SAFCA. General Weed Removal is defined as string trimming, hand pulling 1 (shoot and roots), and herbicide methods to control non-native plants species (as directed by SAFCA staff) across the entire site, including within all individual tree cages, to less than six (6) inches in height. Unless otherwise specified by SAFCA, general weed removal shall occur as outlined in Table 2. The Contractor shall adhere to SAFCA s Mowing/String Trimming Policy (Attachment 5) during all mowing/string-trimming events. The Contractor shall adhere to SAFCA s Herbicide Policy (Attachment 3). Noxious Weed Removal is defined as removal of all non-native woody tree, shrub, and vine species from the site, including, but not limited to the following species: red sesbania (Sesbania punicea), Chinese tallow tree (Sapium sebiferum), giant reed (Arundo donax), Spanish broom (Spartinum junceum), tamarisk (Tamarix ramosissima), Pampas grass 1 Hand pulling shall be the preferred method of weed control within tree basins. 1007 7 th Street, 7th Floor Sacramento, CA 95814 916-874-6451 (voice) 916-874-8289 (fax) 13

Request for Proposal to provide Landscape Maintenance Services on Restoration and Mitigation Sites along the Lower American River, Sacramento River and in the North Area of Sacramento (2011-2013) (Cortaderia selloana), Scotch broom (Cytisus scoparius), French broom (Genista monspessulana), oleander (Nerium oleander), pyracantha (Pyracantha angustifolia), elm (Ulmus spp.), Chinese tree-of-heaven (Ailanthus altissima), black locust (Robinia pseudoacacia), silver maple (Acer saccarhinum), privet (Ligustrum sp.), Water primrose (Ludwigia sp.), and almond/cherry/plum (Prunus spp.). Removal methods could include hand removal (including tools such as a weed wrench) and/or herbicide treatments. The Contractor shall adhere to SAFCA s Herbicide Policy (Attachment 3). Unless otherwise specified by SAFCA, noxious weed removal shall occur as outlined in Table 2. Trash/Debris Removal The Contractor shall remove all trash and debris, including the remnants of any homeless camps, from each site as listed in Table 2. The Contractor shall remove all materials related to maintenance actions such as pin flags, flagging, stakes, fencing and rebar as directed by SAFCA. The Contractor shall seek approval from SAFCA before removing any browse protection (cages and fencing) unless it is for the purpose of relocating cages which is described above in the section titled Browse Protection. Planning, Reporting, Meeting The Contractor shall be available to visit each site with SAFCA staff in the spring and fall of each maintenance year as well as on an as-needed basis. The Contractor shall email a weekly maintenance summary to SAFCA by the close of business each Friday, which must include: 1) the maintenance activities that occurred during that week for each site and 2) the maintenance actions planned for the following week. Any suggested proposals for remedial measures should be included in these email reports. The Contractor must seek approval before implementing any proposed remedial measures. If the suggestion is critical to the success of the vegetation (i.e. automatic pump is not functional) the Contractor must contact a SAFCA representative immediately at (916) 874-6099. Invoices shall not be paid until applicable weekly maintenance summaries have been received. Site Access Vehicle access is allowed on existing access roads only. Speed Limits are 10 mph on all unpaved access roads and paved bike trails, and 5 mph on blind curves. Vehicle use of the American River Bike Trail is only permitted when no alternative route is available and Contractor must use hazard lights while on Bike Trail. The Contractor must abide by the conditions in the Encroachment Permit that shall be obtained in order for the Contractor to work in the American River Parkway. Safety and Hazardous Materials Communications. The Contractor shall possess at all times a serviceable telephone or radiotelephone system sufficient to communicate with SAFCA and Sacramento County Park Ranger Dispatch at (916) 875-6961. The communication system shall be in good operating condition, sufficient to provide prompt and reliable communications between the Contractor, SAFCA and the County. The Contractor shall adhere to Best Management Practices during work operations (mowing, fueling pumps/vehicles, driving etc.). o The Contractor shall take reasonable precautions to prevent spills of petrochemical fuels. The Contractor is responsible for documenting and immediately notifying SAFCA of any hazardous material spills and damage to natural resources or property by the Contractor. o The Contractor shall at no time place fuel cans within 100 feet of the river. Oil Filters and Glass Containers. The Contractor shall remove all used oil filters from the work area and shall prohibit use of glass bottles and jugs in Contractor operations. Fire Safety. During periods of very high and extreme fire danger, specific equipment and fire precautionary measures are applicable as follows: o The Contractor shall meet minimum requirements of Sections 4427 and 4428 of the California Public Resources Code (CPRC). o Fire Tools. Fire tools kept at each Work Unit shall be sufficient to equip all employees present. Trucks, tractors, and other vehicles shall always be equipped with a size 0 or larger shovel with an overall length of not less than 46 inches, and a 2 ½ pound axe or larger with an overall length not less than 28 inches. o Fire Extinguishers. The Contractor shall keep onsite, and equip each internal combustion vehicle with a fire extinguisher for oil and grease fires (Class 4-B, C, or larger). As a precautionary measure during mowing activities, the contactor will have a 500 gallon water tank (filled with water), pump & hose available for backup fire suppression (Attachment 5 for Mowing/String Trimming Policy). o Spark Arrestors. The Contractor shall equip all internal combustion engines and other equipment with a spark arrestor, except for motor vehicles equipped with a maintained muffler as defined by CPRC Section 4442 or tractors with exhaustoperated turbochargers. Spark arrestors shall be a model that has been tested and approved under Forest Service Standard 5100-1a (April 1970) and shall be maintained in good operating condition. o Power Saws. Each power saw shall be equipped with a spark arrestor approved according to CPRC Sections 4442 and 4443, which shall be maintained in effective working order. One fire extinguisher meeting specifications of CPRC Section 4431 shall be kept with each operating power saw. A size 0 or larger shovel with an overall length of not less than 46 inches shall be kept with each gas can, but not less than 300 feet from each power saw when used off of cleared areas. o Smoking. The Contractor shall ensure that smoking is prohibited in the work area. o Reporting Fires. The Contractor must immediately call the fire department if initial control actions fail to distinguish a fire. These sites are adaptively managed by SAFCA and consequently the number and dates of maintenance actions outlined in this RFP may be adjusted based on current site conditions. Key items are summarized in Table 2 below. Group 1 - American River Parkway South (left) Bank RM 1.8L: Planted in late 2004, RM 1.8L shall be irrigated biweekly using the overhead sprinkler system. The Contractor is required to supply a pump (with intake fish screen) and irrigate using water from the American River. SAFCA recommends removing sprinkler heads between uses due to vandalism at the site. Because this site is planted on a rip-rap slope, general weeding is not expected to be required, but noxious weed removal shall occur two times per year (May, Sept.). Species such as tree of heaven and Chinese pistache are common on this site. In addition, wild rose, blackberry and grape shall be removed during noxious weed events. Bimonthly trash/debris removal (6 times per year) will be required and cage inspections and repairs shall occur twice per year (May, Sept.). Site 1. A relatively mature site, no irrigation or general weeding is required. Noxious weed removal will be required 2 times per year (May, Sept.) and trash/debris removal is required bimonthly (6 times per year). Additionally beaver fence and tree cage inspection/repairs shall occur monthly from May-Oct (fence usually under water Nov-Apr). To provide additional protection to preferentially pruned species, individual cages shall be installed around approximately 200 trees/shrubs (see tree cage specs above) as directed by SAFCA. Site 2. A relatively mature site, no irrigation or general weeding is required. Noxious weed removal will be required 2 times per year (May and Sept.) and trash/debris removal is required every other month (6 times per year). Additionally tree cage inspection and repairs shall occur twice per year (May, Sept.). There is no linear beaver fence at this site. RM 4.2L. The shoreline portion of RM 4.2L is a mature site so no irrigation or general weeding is required. Noxious weed and trash/debris removal will be required 2 times per year (May and Sept.). Additionally tree cage inspection and repairs shall occur twice per year (May, Sept.). There is no linear beaver fence at this site. Site 3. A relatively mature site, no irrigation or general weeding is required. Noxious weed and trash/debris removal will be required 2 times per year (May, Sept.). Additionally beaver fence and tree cage inspection/repairs shall occur monthly from May-Oct (fence usually under water Nov-Apr). There is also approximately 1,000 feet of degraded beaver fence that shall be removed only as directed by SAFCA. Site 4. A relatively mature site, no irrigation or general weeding is required. Noxious weed removal will be required 2 times per year (May, Sept.) and trash/debris removal is required every other month (6 times per year). Planted in fall/winter 2004, RM 10.0L shall be irrigated on a weekly basis by hand. A small (~2,400 sf), high public use site, it is recommended that the Contractor use a pump with hose to irrigate the plants in a manner that does not cause soil erosion. Cage inspections/repairs and debris/trash removal shall occur bimonthly (6 times per year). Mayhew. This site is divided into three regions the upstream Gristmill site, the midstream Kansas site and downstream Drain site. The Gristmill site contains four year old transplanted Elderberry, Valley Oak and Coast Live Oak as well as approximately 25 understory plantings planted in winter 2010/2011. There is no irrigation system installed here and the understory plantings will require truck watering on a semiweekly (2 times per week) basis in 2011 and weekly in 2012. The Kansas site consists of 75 understory plantings (Coyote Brush and California Wild Rose) planted in fall 2010 that shall be truck/hand watered on a semiweekly basis in 2011 and weekly in 2012 in a manner that does not cause soil erosion. The Drain site contains four year old transplanted Elderberry, Valley Oak and Coast Live Oak as well as approximately 60 understory plantings planted in winter 2010/2011. The elderberry and oaks appear to be self sustaining and will likely not require irrigation (although a drip system is in place if needed). The understory plantings shall be irrigated on a semiweekly (2 times per week) basis in 2011 and weekly in 2012 using the existing drip system (Attachment 7). The transplants of Elderberry and oaks will only be watered if directed by SAFCA. The Gristmill and Drain sites (approximately 1 acre; Attachment 6) shall be mowed 3 times per year, as directed by SAFCA, to control invasive species such as yellow star-thistle. The thatch shall be removed and disposed of offsite. Trash removal and cage inspections/repairs shall occur twice per year (May, Sept.) at both the Gristmill and Drain sites. Miscellaneous. There are also two miscellaneous tasks listed on the bid sheet. The first is for removal of beaver fence. The locations are to be determined but amount of fencing to be removed could be up to 3,000 feet. Since the locations and the exact amount of fencing to be removed has yet to be determined, please provide a per foot cost to remove. The second task is for the installation of tree cages. Again the locations and number have yet to be determined, please provide a per cage estimate (approx. 100 cages). A relatively mature site, no irrigation or general weeding is required. Noxious weed removal and beaver fence and tree cage inspection/repairs will be required 2 times per year (May, Sept.). Trash/debris removal is required every other month (6 times per year). Site 5. A relatively mature site, no irrigation or general weeding is required. Noxious weed and trash/debris removal will be required 2 times per year (approx. May, Sept.). Additionally tree cage inspection and repairs shall occur twice per year (May. Sept.). In 2011, approximately 1,100 feet of beaver fence shall be removed and approximately 200 tree cages shall be installed. RM 10.2R. Since this site is being weaned off irrigation, the listed events are optional and shall only be executed if requested in writing by SAFCA. Site may be irrigated on a biweekly basis in 2011 using an existing drip irrigation system (Attachment 7). Mowing and string trimming may occur 1 time per year (TBD) over approximately 5 acres as directed by SAFCA. Cage inspections/repairs and trash removal shall occur 2 times per year (May, Sept.). RM 11.5R (OPTIONAL). This site is listed as optional because the Corps needs to officially turn-over the site to SAFCA for maintenance. Therefore, maintenance at this site shall only occur upon written direction from SAFCA. Maintenance may include semiweekly irrigation in 2011 and weekly in 2012 using an existing drip irrigation system. Mowing and string trimming (approx. 1.5 acres) as well as trash removal and cage inspections/repairs is expected to occur 2 times per year (May, Sept.) RM 11.6R. Since this site is being weaned off irrigation, watering of existing upland elderberry (VELB) shrubs is scheduled for weekly in 2011 and biweekly in 2012. The riparian plantings are scheduled for biweekly irrigation for both years. These areas have either drip or overhead sprinkler irrigation systems and require the Contractor to supply a pump (with intake fish screen) and irrigate using water from the American River (Attachment 7). Mowing and string trimming shall occur twice per year (June, TBD) while noxious weed removal and trash removal will occur 2 times per year (May, Sept.). Monthly (May-Oct.) fence/cage inspection and repair and will be required. In 2011, approximately 400 feet of beaver fence shall be removed and approximately 20 tree cages shall be installed. Miller Park. A relatively new site, the plants will require semiweekly hand/truck irrigation. The site does not have an irrigation system. Noxious weed removal shall occur once per year and cage maintenance will occur bimonthly. Sand Cove. Noxious weeding shall occur 2 times per year (May, Sept), trash removal will occur monthly and fence/cage maintenance will occur bimonthly (6 times per year). Miscellaneous. There are also two miscellaneous tasks listed on the bid sheet. The first is for removal of beaver fence. Group 3 North Area Sites Dry Creek Parcels - SAFCA owns several parcels in the Dry Creek Parkway that require weed abatement for fire suppression. The timing of mowing and string trimming will be directed by SAFCA and will likely be approximately 7.5 acres to mow and 0.35 acres to string trim (Attachment 6). Please provide a per event cost for mowing and a per event cost for string trimming. Hansen Ranch Trees SAFCA typically cattle grazes this property, however periodic mowing and string trimming events may be necessary. Mowing this site would include a 30 firebreak on the inside of the fence in units 1-3 twice per year (June, TBD). Additionally, string trimming to control weeds may also be necessary up to 3 times per year (TBD) in areas that could total up to approximately 5 acres. Please provide a cost for string trimming approximately five (5) acres, three (3) times a year. Cages around individual trees will be maintained one time per year (approx. 20 cages) and approximately ten (10) cages in Unit 1 (the western unit) shall be removed in 2011. Hayer Dam Maintenance for this site will consist of approximately 500 sq. feet of instream vegetation removal, by hand, once per year (timing to be determined by SAFCA). As an optional item, work at this site may include the installation of up to 50 oak trees (TreePot 4; 4 sq. x 14 long) and drip irrigation. Maintenance would include semi-weekly watering, as well as mowing and string trimming (approx. 0.5 acres) up to 3 times per year (TBD); these tasks only to be completed upon written direction by SAFCA. Magpie Creek Diversion Channel This restoration site was constructed in 2006. Maintenance activities shall include biweekly irrigation operation using the existing drip irrigation (no pumps are necessary for this site). General weeding will consist of hand weeding the planting basins monthly (Apr-Sept). Noxious weed removal (including Water Primrose) and cage inspections/repairs will occur 2 times a year (May, Sept). Trash removal shall occur bimonthly and debris shall be removed approximately 3 times per year (TBD). Rio Linda Creek Conservation Area This 16-acre site is subject to a rigorous conservation easement registered on the property. A firebreak shall be mowed in the upland portions of the site 2 times per year (June and TBD; Attachment 6). Due to strict guidelines in the conservation easement, the mower blades must remain a minimum of 6-inches off the ground. Noxious weed removal will occur 2 times per year (May, Sept.) and will focus on removing red sesbania and Chinese tallow tree, among others, from the site. Cage inspections/repairs will occur once per year (May) and trash/debris removal will occur quarterly. If SAFCA can obtain authorization from the U.S. Fish and Wildlife Service (FWS), a spot application of post-emergent herbicide to treat yellow-star thistle (YST) on approximately 2 acres of upland may be requested with 2 applications per year. Since this irrigation system is automated, irrigation events shall include 1) thorough spring system inspection/repair, 2) monthly inspection/ repair of the system (during irrigation times) to ensure proper functioning and 3) winterization of the system (see attached irrigation manual in Attachment 7). Mowing shall occur 2 times per year around the parking lot, along the driveway to and around the perimeter of the property (Attachment 6) as well as the upland (the upland area requires thatch removal). The Sorento road and area around the upland trees/shrubs as well as the area around the trees/shrubs in Area J shall be string trimmed 2 times per year (Attachment 6). One broadleaf herbicide application per year may be required in the northern upland and on the hibernacula (approximately 5 acres). Maintenance will also include noxious weed removal to control red sesbania, perennial pepperweed, Italian thistle, yellow star thistle, and milk thistle approximately 3 times per year (TBD) Trash pickup and all tree cage inspections/repairs will occur bimonthly (6 times per year). AWARD OF THE CONTRACT The award of the Contract, if the Contract is awarded, will be to the most qualified and experienced Contractor who meets the minimum qualifications as determined by SAFCA at its sole discretion (see 5b above). In addition to price, consideration will also be given to: The ability, capacity and skill of the Contractor to perform the Work; The ability of the Contractor to perform the Work within the time specified, without delay; The ability of the Contractor to perform the Work in a safe manner; The character, integrity, reputation, judgment, experience and efficiency of the Contractor; and The quality of the Contractor s performance on previous work with the Agency (if any has occurred). A Contractor selection panel will rate the proposals and, if necessary, interview the most highly qualified firms. If an interview is deemed necessary, the members of the Contractor s team may be asked to make a presentation at this interview. Once the Contracts have been awarded, all Contractors will be notified of the results. Attachment 3 Herbicide Use Policy (eff. Feb. 25, 2002; modified 10/25/2010) 1. One Week Notice of Herbicide Use Written notice (see below) shall be provided to SAFCA s Natural Resource staff a minimum of one (1) week in advance of all proposed herbicide applications. This written notice shall include a written recommendation from a Pest Control Advisor (PCA). Contractor must receive written approval from SAFCA staff prior to all proposed herbicide applications. 2. Content of Written Notice of Hesticide Use (see SAFCA staff for a form) Name and license number of certified applicator(s) and parent company; Date, time, and location (site specific) of proposed application; Purpose for proposed application; Herbicide proposed for use; Method of application; Rate and number of application(s) proposed; Safety precautions proposed; Anticipated weather conditions (temp, probability of precipitation, wind); Signage Appropriate signage notifying the public of herbicide will be posted 48 hours prior the initiation of application. Information should include the name of herbicide, date and time of application, reason for application and contact phone number. This signage shall remain posted at the site for 48-hours after the application. Attached PCA recommendation 3. Post Herbicide Application Report (see SAFCA staff for a form) A brief written account MUST be supplied to SAFCA s Natural Resource staff within 48 hours of application and shall contain the following information: Mitigating circumstances requiring follow-up i.e. additional treatment areas, public usage, spills etc. Actual Weather conditions at time of application (temperature, wind speed) Estimated success of application i.e. Low, moderate, high. Attachment 5 Mowing / String Trimming Policy (effective April 22, 2008; modified October 25, 2010) The Migratory Bird Treaty Act was enacted in 1918 to protect all migratory birds and their parts (including eggs, nests, and feathers). In an effort to protect nesting birds, SAFCA has implemented a mowing and string trimming policy for these activities during the breeding/nesting season (March- August). 1. One Week Notice of Mowing and String Trimming During the months of March through August, written notice shall be provided to SAFCA s Natural Resource Specialist a minimum of one (1) week in advance of all proposed mowing or string trimming activities. 2. Content of Written Notice Date and time of proposed activity Location of proposed activity (very specific, i.e. outer perimeter road and northern upland of Wolf Ranch, etc.) Description of activity to be performed (i.e. mowing or string trimming) 3. Pre-activity Survey A pre-activity survey will be performed by a SAFCA biologist or other qualified biologist approved by SAFCA staff. The monitor will make sure that the vegetation to be cleared contains no active migratory bird nests prior to clearing. 4. Written Authorization If no nests are observed during the pre-activity survey, you will be notified in writing and mowing/string trimming may proceed. If occupied migratory bird nests are present, certain areas may be avoided or activities may be postponed altogether until after the nesting season or until the nest becomes inactive (to be determined by SAFCA biologist).
