I was wondering if you had any statistics on the parks and recreation facilities (such as square footage, annual visitors etc) that might be helpful for determining the city s existing capacity for meeting resident s needs for open space. Additionally, are you aware of any plans by the City to develop more open space in the future? We would appreciate any information you have related to GIS maps or block and lot information identifying existing or new parks/open space throughout the City. We assume that Station #6 is within ¼ mile and Station #3 is within ½ mile) 2. What fire prevention equipment is housed at Station #6? 3. What fire prevention equipment is housed at Station #3? One potential future development scenario includes a 280 ft mixed use building (28 stories) with up to 1,749 residents in 858 housing units and 468,000 sq ft of retail, restaurant, hotel, and office space 4. Is current equipment (trucks, ambulances, emergency equipment etc) sufficient for a 28 story building? 5. Fire call data was received from the City s emergency services public information/data liaison at the Police Department. Based on an 8 year average of existing data, we estimated the number of fire calls at 0.003 and total calls at.07 per capita. On this basis, the maximum new residences could yield 122 new calls per year, of which 5 are likely to be fires. However, given the residential buildings will have onsite staff, the number of nuisance calls lock outs, etc. should be reduced. Does this sound about right? Do you have other estimates? My summary of my phone conversation with Chief Lyman on Monday February 10 th is below Regarding my initial inquiry concerning the Fire Department s capacity to respond to emergency calls from the proposed Westchester Paviliion development, Chief Lyman said that he does not respond to inquiries like this until he receives an okay from the City Planning Department. Eileen McClain, senior planner, should be contacted to ensure that the request is answered. He said all of the information available online about the locations of fire stations are accurate with the exceptions that stations 3 and 4 are not currently active (equipped but not staffed). He explained that White Plains has a number of high rises and that one additional building is unlikely to significantly strain the resources of the fire department because modern high rises are equipped with high powered sprinkler systems and pumps, thus eliminating the need for numerous fire response vehicles with ladders and extremely long hoses etc He noted that fires generally occur on the lower floors of tall buildings and annual deaths from high rises total around 60 deaths nationwide. He explained that single family homes strain the department s resources much more significantly because they lack the fire response systems required under the building codes of larger buildings. He followed up with a more detailed answer to my questions from that phone conversation and email request with an email reply dated February 21 st at 10:43 AM: Hi Peter, See below. What fire prevention equipment is housed at Station #6? - One Engine Company, One Truck Company, One Rescue Company and the Deputy Chief in Charge of the Tour. Note: Instead of using Fire Prevention Equipment it is more appropriate to use the term Fire Emergency Response Equipment. 3. What fire prevention equipment is housed at Station #3? One Engine Company One potential future development scenario includes a 280 ft mixed use building (28 stories) with up to 1,749 residents in 858 housing units and 468,000 sq ft of retail, restaurant, hotel, and office space 4. Is current equipment (trucks, ambulances, emergency equipment etc) sufficient for a 28-story building? Yes we currently respond to buildings that are greater in height. 1

5. Fire call data was received from the City s emergency services public information/data liaison at the Police Department. Based on an 8 year average of existing data, we estimated the number of fire calls at 0.003 and total calls at.07 per capita. On this basis, the maximum new residences could yield 122 new calls per year, of which 5 are likely to be fires. However, given the residential buildings will have onsite staff, the number of nuisance calls lock-outs, etc. should be reduced. Does this sound about right? Do you have other estimates? Are there other areas of concern? We will need to see the site and building plans to comment on other concerns. Your estimates are based on the total number of fires in the City which includes Structure Fires, Mobile Fires and Outside Fires (Trash, Natural Vegetation, and Equipment).
