ANNEX Material certificates : Background information and classification information acc. to EN 45545-2 The European standard EN 45545-2 classifies the requirements for fire and smoke behaviour of electro technical Equipment used in rolling stock applications. It depends on the type of rail vehicle, the extend to which is operated in tunnels and the kind of electrical equipment and its location in the train. Identification if electrical product is included in the Listed Products or Not Listed Products The EN 45545 defines a product list according to its localization and application, listed products : see Standard Table 2 Example : inside/outside usage furniture electro technical equipment For every listed product a special requirement (R) is requested, according to the risk level (HL) This requirement code defines the (plastic) material properties dependent of the required Hazard Level. Additional rules for non-listed Products : No requirements apply for mass <10g if not in touching contact with other unclassified components. Components must be considered Grouped if : - exposed area of each component is <0,2m² and - they are not in accordance with the requirements of Table 2 and - the mass in >10g and they are in touch with other flammable components and - distance to other components not included in Table2 is Horizontal <20 mm ; vertical <200 mm and - they are not separated by means of components fulfilling fire integrity Interior of non listed grouped products : Mass Limit Rules It is permitted to have up to 100g of products with no requirements for each group It is permitted to have up to 500g of products that are compliant at least with the requirement R24 for each group. R24 requires only the confirmation of the Oxygen Index (Oxygen Content) Non Listed products are considered as grouped when : Horizontal distance <20 mm ; Vertical distance <200 mm of the products are within a cubic space of side 200 mm Determining of the requirement Table 3 : Surface exposée Emplacement Exigence > 0,20 m² Inside R 1 > 0,20 m² Outside R 7 0,20 m² Inside R 22 0,20 m² Outside R 23 Terminal blocks are not explicitly included in the list of listed products and their surface is less than 0,2 m² and they are installed inside the vehicle. The EN 45545-2 specifies the requirements for fire behavior of materials and components and the test procedures to be performed, mainly from the field of application material or component to be determined on the rail vehicle or fixed. Components which are not explicitly listed in the standard have to be tested depending on their surface and on the place of use in the vehicle. In case that the exposed surface 0,2 m² and the devices are used in interior applications the standard defines usage class R23. The following table shows the requirements for R22/R23 in Table 5 EN 45545-2. HL = Hazard Level and the results of the tests for the materials used for the housing parts of ABB s electronic time relays (CT-S-range) and measuring and Monitoring relays (CM-S/N range). Further information : 1.) Fire test according to EN ISO 4589-2 (reference test procedure EN 45545-2) With this test method, the minimum oxygen concentration in volume % is determined. At room temperature mixture of oxygen and nitrogen is introduced which just keeps the combustion of the material on-going under specified conditions. 2.) Fire test according to EN ISO 5659-2 (reference test procedure EN 45545-2) With this test method, the smoke density is determined of almost all materials used in rail vehicle. The flue gas is generated in the smoke chamber in accordance with EN ISO 5659-2. The measurement of the optical density is done in the flue gas chamber, for the evaluation, the characteristic values of the specific optical density Ds (n), Dsmax and the integral of the specific optical, smoke density VOF 4 are determined.
3.) Fire test according to NF X 70-100-1 and -2 (reference test procedure EN 45545-2) With this test the toxicity of not listed products (in EN 45545) is determined. There are small probes (total approx.. 50 g sample material) pyrolyzed in a tube furnace at a temperature of 600 C. The resulting combustion gases are analysed for its gas components. As evaluation parameters CITNLP is determined. Background information and classification acc. To NF F 16-101 / 102 standard : The French Railway standards NF F 16-101 and NF F 16-102 combine reaction to fire (I rating), with smoke and toxicity. (F rating). To provide a true fire and smoke evaluation of the fire safe properties of a composite material. The I/F rating required in NF F 16-101 Is dependent on the type of rolling stock, the extent to which it uses tunnels and the position and orientation of the composite part in The vehicle. French Standard for burning behavior : Currently the most used standard for fire protection is the NF F 16-101 and NF F 16-102. Below it is shown how to check if a product Could be used in rolling stock, on the basis of the NF F standard. The instructions, which define the requirements, are divided into Three main criteria s : - Category of the rail vehicle - Location of the mounted product - Flammable mass According to the NF F 16-101 and BF F 16-102 three categories of rail vehicles are distinct : Vehicles of category A1 : All vehicles including the driver s cabin, operating predominantly in tunnels. Vehicles of category A2 : Vehicles for tram and urban traffic, including the driver s cabin, operating infrequently in tunnels. Power cars with hangers. Vehicles for heavy rail with sleepers Vehicles of category B : Vehicles for heavy rails with seats, including the driver s cabin, operating infrequently in tunnels. Driver cabins of locomotives and light rail tractor. The connection between the three main criteria s (mounting location, the flammable mass, the category of rail vehicle) and the Requirement class is shown in below table. NFF. The I/F classification matrix contain information about the following plastic material tests : - I index : flammability (oxygen index + glow wire test) - F index : opticity and toxicity of smoke (CO, CO2, HCI, HBr, HCN, HF, SO2). The I/F classification numbers show the material test results from 0 = good results to 4 = bad results. If the I/F class of a tested material stays inside the blue part of the necessary requirement class in above table, then the product is authorized to operate in the rail vehicle and its specified area.
