/ 6 IDENTIFYING POLICY THEMES FOR THE PLAN
/ Final Report / Visioning Event THIS SHORT REPORT SETS OUT THE MAIN FINDINGS OF THE VILLAGE VISIONING EVENT HELD IN STAPLEHURST ON 12.09.13. The workshop began with a short slideshow from the Feria Urbanism team setting out the planning timetable and process through to October 2013 and then introducing the evening s tasks. The aim of these tasks was to inform the main themes and areas of policy focus for the project moving forward, especially at the three-day event in October. STARTING THE PLANNING PROCESS Task 01 To help understand more about the challenges and opportunities for different demographic groups. All the best planning work is people-focused and this will be no exception. Task 02 To help define what makes Staplehurst unique. Knowing more about the strengths of the village can help inform plan policies that will enhance and protect these positive qualities. Task 03 To help define the main challenges facing the village. The plan process will then prioritise identifying the ways and means of addressing these challenges. Task 04 To learn from other places. Where are the best bits in the local area that can act as inspiration? And where are the recent mistakes we don t wish to repeat? Task 05 If the village is to grow, the context here being the Rural Service Centre designation, which direction will be best and why? This task should not just look at the call for sites candidates but think more widely about all future opportunities. No sites should be ruled in or out at this early stage. Task 06 How do people move around and which are the preferred routes? What are the challenges associated with movement? Not just cars, but all modes of travel. / 7 The way the evening unfolded was as follows: each task was be laid out on a table, with the necessary equipment (plans, pens, stickers etc.) The participants worked in groups and complete each task in order. They had 15 minutes max. to complete the tasks before moving onto the next one in order. The Feria Urbanism team were clock watching the clock and let them know when it was time to move on. In this way, each task was completed multiple times over 90 minutes. This started the process of building a consensus. For example, the same key words are appearing in several tasks showing there is clearly a consistency of opinion developing. / Visioning Event / September 2013 / 8 The workshop format allowed residents to share ideas through a facilitated discussion VILLAGE VISIONING The results from the event have given the parish council team and its professional planning and design consultants a good insight to the key concerns held by residents, businesses and organisations active in Staplehurst. This will provide a valuable platform for further work on the neighbourhood plan. While many of these concerns were widely known beforehand by many involved in the neighbourhood plan, having them expressed and recorded in a public forum such as this is a vital part of the consultation and engagement process necessary for the production of the robust planning document. ALL PLACES ARE EITHER GROWING OR DECLINING. NOTHING STAYS THE SAME. THE REASON STAPLEHURST PARISH COUNCIL HAS COMMITTED ITSELF TO THE PRODUCTION OF A NEIGHBOURHOOD PLAN IS VILLAGE S DESIGNATION AS A RURAL SERVICE CENTRE BY MAIDSTONE BOROUGH COUNCIL. This designation means that over the next 10-15 years, land in and around Staplehurst will be allocated by additional new houses. At the time of writing the precise number of new dwellings is unknown (pending further work by Maidstone Borough Council planning team) but it is thought to be least 195 new homes. Many of these will need to be built on green fields at the edges of the village. New development in Staplehurst is therefore inevitable. The opportunity presented by neighborhood planning is to get high quality development of the right scale and to get it located in the right places. While the visioning event identified a genuine community spirit and a sense of pride in Staplehurst it also revealed certain key weaknesses within the village, such as relatively poor quality youth facilities and a fragmented set of services that means the village has no true heart. Therefore, the benefits from new housing developments need to be harnessed to help deliver improvements in these specific areas and in other critical areas of concern. This will not be straightforward as housing growth will present significant challenges in terms of both sensitively locating new houses and the additional pressure it will bring to existing services and facilities (e.g. drainage systems and highways). That said, an important factor that should not be overlooked is that new houses will bring new people. These new people will become new friends and neighbours for the existing residents of Staplehurst. These new residents will bring with them new energy and new ideas that will add to the social life of the village and to the community network of volunteers and activists that keep the village alive. One group did highlight that they wanted to choose IMAGINATIVE and ENTERPRISING but currently the village of Staplehurst is not either of these two things. One group was particularly negative of Staplehurst: Soulless as a place (4th place) No centre (5th and 4th place) Surrounding countryside (6th place) Potential (7th place x2) Congested (8th place) Cranbrook Catchment (9th place). / Visioning Event / September 2013 TASK 03 DIRECTION OF GROWTH GROWTH TO THE WEST There was a general preference for westwards growth of Staplehurst but concerns raised about how this could be accessed without putting further pressure onto he existing street and road networks. Can new, affordable and low-impact loop streets be introduced in the west to avoid placing further traffic loads onto the central crossroads? GROWTH TO THE EAST This was not ruled out but was seen by many to have more complex challenges as regards landscape impacts and access, especially through existing residential areas. / 18 GROWTH NORTH OF THE RAILWAY LINE This was seen as a possibility due to the emerging critical mass of development that includes the railway station and the new supermarket. However, there was concern about access across the tracks and also finding defensible edges that can provide natural boundaries to growth. WATER + DRAINAGE REQUIREMENTS New housing growth needs to be supported by improved sewage and drainage systems, subject to surveys on the current and future capacity. There was a general sense of pride Staplehurst with far more green dots being applied (used to identify positive places) than red dots (used to identify poor quality places). This is an encouraging start as it shows the village has some fine examples of village design that can be used to inform future development. As expected, areas considered historic and buildings with a heritage value were praised most often and seen as being vital to giving Staplehurst identity and character. However, it was noted there were not very many such buildings and places and those that do exist require more maintenance and attention if they are to survive and thrive into the future. / 22 Further afield, places such as Loose Hill, Marden and Headcorn were identified as being places that have positive lessons for Staplehurst as regards high quality development and architecture. / Visioning Event / September 2013 TASK 06 STREETS, SPACES + LANES INTER-RELATED ISSUES Many concerns were related to peak-time traffic congestion, traffic speeds and volumes and poor quality experiences of bus, walking and cycling provision. These issues can all be seen as inter-related in many ways, with high traffic speeds and volumes a key deterrent to more regular walking and cycling. How to break this link and create a situation where traffic congestion can be relieved through modal shift is something to be explored. / 30 THE BIGGER PICTURE The strategic location of Staplehurst has an impact on the volume of throughtraffic the village experiences. The A229 is a primary route between Maidstone and the south coast. Workshop participants expressed their concerns at how the neighbourhood plan would be able to address such issues given they originate well outside the plan boundary.
