Farm, Bhaganbigha, Nalanda of Bihar. It would be equally important to provide exposure and training to the students, staff in Directorate of Horticulture, and growers. It is also expected that the centre will serve as a nodal point of training and expertise for creating a cluster of farmers who in turn will be benefited as a self help group. The proposed project envisage growing of high value flowers in green house/poly house. Flowers which are not cultivated in the state and brought to the market from elsewhere are proposed. Six no. of kiosks are proposed to be constructed. A floral auction house and cold room are to be erected. Location : K.V.K. Farm, Bhaganbigha, Nalanda (Adjacent to National Highway) Objectives & Vision : To promote floriculture as a viable green and healthy industry. To promote optimum utilization of locally available resources. To promote effective utilization of human resources. To promote self-employment opportunities and eliminate dependency on government and to maximize returns per unit area. To grow world class flowers on commercial basis, with sustained quality and attempt improving yields per unit area after setting up a state-of-the-art floriculture centre.
Advantages : The 'small holdings' factor with a disadvantage in most of the agricultural production systems, is an advantages in floriculture due to its 'low volume high value' concept. Empowerment of small growers and unemployed youth through the present project and it will help to improve their socio-economic status. The major outcome of project is export promotion by educating the growers to grow high quality flowers to meet the international standards. Employment generation to womenfolk, unemployed youth, school dropouts and generate higher income. Protected floriculture is relatively safer and reducing the degree of environment pollution. Expected larger Economic Impact : Increase in production & productivity. Improvement in quality of cut flowers and other flowering plants Availability of flowers round the year for local as well as domestic markets. Improvement of economic conditions and better quality of life for people. A feasible project for farmers in future. Eligibility: Bids for above items are invited from the reputed agencies with following qualifications: i. Agency must be ISO-2000 certified. ii. iii. iv. Agency should be accredited as Research Laboratory by Govt. of India. The turnover of the agency should not be less than 2.00 crore in preceding last three years. Agency should have tie-up with minimum three international breeder of flower crops. v. Agency should have experience to install Model Floriculture Centres on Turn Key basis in other states for Horticulture Deptt. under the guidelines of National Horticulture Mission or any other projects of Govt. of India. vi. vii. viii. Agency should have experience of establishing Green House/ Poly House/ Net House in ICAR units/agri. University/ Horti. Deptt. in at least 3 states. Preference should be given to those who have engaged in production of floriculture crops. Central/State Govt. Enterprises shall be preferable.
MODE OF SUBMISSION OF BIDS AND EARNEST MONEY : Tenders of the bidders not submitted in prescribed format will be rejected. Along with the tender document, the bidder will have to deposit earnest money of Rs. 50,000 (Fifty Thousand) to be deposited in term of cross demand draft favouring "Bihar Horticulture Development Society" Payable at Patna. Without which the offer shall not be entertained.
TERMS AND CONDITIONS 1. Sealed Tenders are invited from agencies of repute for establishment of Floriculture Centre. 2. The Bid shall consist of all technical details along with commercial terms and conditions. 3. The Bid along with earnest money should be sealed by the bidder in envelope duly superscribed BID FOR ESTABLISHMENT OF FLORICULTURE CENTRE and address in a manner given in Section 15 of this terms & conditions document. 4. The Bids will be opened and evaluated by Competent Committee or Authority. Only such bids will be evaluated where required Earnest Money is deposited along with fulfilling other conditions of the tender. Evaluation of the Bid, shall be carried out by a committee constituted by the Society, which shall look into compliance of specifications and other conditions of tender enquiry. 5. Earnest Money Deposit (EMD) should be furnished in the form of Demand Draft in favour of BIHAR HORTICULTURE DEVELOPMENT SOCIETY payable at any nationalized bank situated in Patna (Bihar). The earnest money of the unsuccessful tenders will be refunded on the rejection of their tenders and will be retained from the successful tenders till the completion of the project. 6. The Tender should be signed by the authorized person, carrying the prescribed letter of authority and his full name and status should be indicated below his signature. 7. The successful bidder will have to enter into an agreement with the Bihar Horticulture Development Society covering, inter alia, the following points; a. To ensure satisfactory post installation services. b. Tenderer will have the full responsibility as far as the final performance of the Floriculture centre. c. Forfeiture of security deposit in case of non-performance. 8. Tender form is non-transferable. 9. Conditional tenders will not be accepted. 10. Participation in the tender will automatically imply the acceptance, on part of the participating firm /company, of all the terms and conditions of this tender.

The materials shall have to be supplied and established at the premises of floriculture centre as per terms and conditions contained in work Order. No other charges such as Octroi, Packing, Forwarding, Freight, Insurance, Loading and Unloading, Clearance and Installation etc., will be allowed. 18. Price quoted should be inclusive of all Taxes. 19. Performance Security Deposit @ 5% of order value of the contract will have to be made within 7 days on receipt of work order to ensure due performance of the contract. Security Deposit shall be in any of the forms (a) Bank Guarantee issued by a reputed Bank (b) Demand Draft.The performance security should remain valid for a period of sixty days beyond the date of completion of all contractual obligations by the agency including warranty obligation. 20. Payment against Bill/ Invoice shall be released only after establishment and commission of the Floriculture Centre. No interest will be payable on the delayed establishment of the Floriculture Centre. Payment will be made direct to the agency through Demand Draft/crossed cheque. 21. The minimum guarantee period will be one year. Successful bidder is required to provide technical guidance as and when required.
22. The tenderers should give an undertaking in the quotation that they will if required, be responsible for Annual Maintenance of the Floriculture Centre with mutually agreed charges beyond one year. 23. Non Certified firms quoting the rate will be summarily rejected. 24.
