1. Purpose & Scope The purpose of this procedure is to define the responsibilities and response actions required in the event of a fire emergency occurring within the school. This procedure applies to all school facilities and covers all occupants of the school including staff, students, contractors and visitors. 2. Procedure 2.1 General Requirements Schools shall be ready to respond to fire emergency situations and take all necessary actions to ensure that all school members including academic and administration staff, students and contractors are familiar with their roles and responsibilities within this plan as well as emergency contact numbers (999) & ADEC OSH Section (02 615 6999). A School Emergency Response Team (ERT) must be established to respond to fire emergency situations, notify authorities and safely evacuate school occupants to assembly points. 2.2 Fire Response Procedure In case of fire and/ or smoke, activate the nearest alarm station and report the fire emergency immediately to the nearest teacher and principal. Immediately evacuate the school and close/ shutdown sources of electricity and gas and close all doors after everyone leaves. Leave the school through evacuation routes and emergency exits towards assembly points and away from the fire location. Stay at the assembly point and wait for further instructions. Report to school principal/ vice principal that all students have evacuated to assembly point and their numbers are confirmed. Do not re-enter to the building unless you are instructed to do so. 2.3 Evacuation Routes It is important to know all evacuation routes, emergency exits and assembly areas at school. Never use an elevator as part of your evacuation route. Take an active part in fire evacuation drills., v 2.0 Page 3 of 6
2.4 Fight fire ONLY if You are a member of the Emergency Response Team (ERT). You have the proper extinguisher in good working order AND have been trained to use it. Civil Defense has been notified of the fire. The fire is small and confined to its area of origin. You have a way out and can fight the fire with your back to the exit. If you are not sure of your ability or the fire extinguisher's capacity to contain the fire, leave the area. 2.5 Fire Extinguishers Ensure access is unobstructed. Verify that safety pins have not been tampered with. Check that the gauge pointer on the Extinguisher indicates it is full. Verify that Fire Extinguishers are not damaged. 3. Responsibilities 3.1 School Principal & Vice Principals Ensure the alarm sound is unique for an emergency and known by all school occupants. Ensure all fire prevention methods are established and enforced. Ensure fire suppression equipment such as sprinkler systems, fire hoses and extinguishers are inspected regularly and maintained in working order. Train teachers how to use fire extinguishers for incipient fires. Be knowledgeable of the emergency contact numbers. Train students and staff on evacuation routes and procedures. Define the frequency for conducting emergency drills during the school year, but not less than 4 times a year - twice in term 1 and once for the other two terms. The school can conduct these internally without Civil Defense. 3.2 Emergency Response Team (ERT) Learn to identify hazards and inspect the facility., v 2.0 Page 4 of 6
When an emergency occurs, check and confirm school is cleared of occupants. Ensure that fire extinguishers are full and in good condition for use. Be knowledgeable of the emergency contact numbers. Assist the evacuation of occupants with special needs. Know the location of assembly points. Ensure all emergency exit doors are unlocked. Conduct emergency drills periodically. 3.3 Nominated OSH Officer Lead Emergency Response Team (ERT) in the school. Plan and evaluate emergency drills. 3.4 Teachers Lead students out of classrooms to safe assembly area. Take attendance in assembly area. Immediately report emergency situation to other teachers and principal. Immediately report violations of the fire safety program. 3.5 Students Immediately report emergency situation to teachers. Remain calm and follow instructions of teachers. Follow your teacher and walk calmly to assembly area. Remain at assembly area until further instructions are given. 3.6 Security Guard Learn to identify hazards. Control gate area by ensuring entrance is clear for Civil Defense. Direct people and traffic away from the school. Be knowledgeable of emergency numbers., v 2.0 Page 5 of 6
Be knowledgeable of fire extinguisher use. 4. Definitions Emergency: An incident that can cause death, significant injuries to staff, students, contractors or the surrounding community or significant negative impacts on the environment. 5.
