PURPOSE AND BACKGROUND OF THIS PUBLIC INFORMATION CENTRE The purpose of this Public Information Centre (PIC) is to present: The Preferred Preliminary Design for Oxtongue Lake Narrows Bridge and Oxtongue River Bridge Summary of Comments from Public Information Centre # 1 Analysis and Evaluation of Bridge Replacement Alternatives Details of the Preferred Plan for Each Bridge Replacement Proposed Environmental Mitigation Measures Timing of Study Activities What s s Next Study Background: URS Canada Inc. has been retained by the Ministry of Transportation (MTO) to undertake the Preliminary Design for the Highway 60 bridge over the Oxtongue Lake Narrows (G.W.P. 93-89 89-00) and to undertake the Preliminary Design and Detail Design for the Highway 60 bridge over the Oxtongue River (G.W.P. 5550-04 04-00). 00). The two Oxtongue bridges are approaching the end of their service life. This study was initiated to examine a range of alternatives for each of the two bridges to address the need for structural improvements.

OVERALL STUDY PROCESS This study is following the requirements for a Group B project under the MTO Class EA for Provincial Transportation Facilities (2000). The Class EA defines groups of projects and activities, and the associated environmental assessment process required for each group of projects. Projects and activities included under the Class EA do not require formal review and approval under the Ontario Environmental Assessment Act.. The steps involved in the Class EA process are shown in the next n display. At the end of this study, a Transportation Environmental Study Report R (TESR) will be prepared to document the planning process and details of the preferred alternative for each of the bridge replacement projects. The TESRs will be made available for public and agency review at the completion of the study. Each TESR will also document the following: The need for bridge replacement The generation, assessment and evaluation of alternatives considered The recommended plan A summary of environmental issues and proposed mitigation measures, and A summary of consultation undertaken throughout the study. Each TESR will be placed on the public record and will be available for public review and comment for a period of 30-days.

APPROACH AND METHODOLOGY FOR EVALUATING ALTERNATIVES A reasoned argument (trade-off) method of evaluation is used to select the preferred alternative. This method highlights the differences in net impacts associated with the various design alternatives. Based on these differences, the advantages and disadvantages of each design alternative are identified. The relative significance of the impacts is examined to provide a clear rationale for the selection of a preferred alternative. The Alternatives were evaluated based on impacts to the Natural, Social, Economic, and Cultural environments, as well as Transportation Considerations and Cost. A summary of the evaluation of alternatives is presented on the following display.

NEED FOR BRIDGE REPLACEMENT Oxtongue Lake Narrows Bridge The need for the replacement of Oxtongue Lake Narrows Bridge is based on the following: The original bridge was constructed in 1962 (44 years old) and is at the end of its service life. Several components such as the deck, expansion joints and abutments are in poor condition. Concrete piers and steel piles have deteriorated below the waterline. Repairs to the structure are not cost effective.

EXISTING CONDITIONS OXTONGUE LAKE NARROWS Highway 60 is a rural collector two-lane undivided highway with a posted speed of 80 km/h. The Oxtongue Lake Narrows Bridge structure consists of 11 spans comprised of cast-in-place and steel I-beam girders. MNR considers Oxtongue Lake as a coldwater system which includes lake trout, lake whitefish, lake herring, white sucker, yellow perch, smallmouth bass and forage species. Northwest and southwest quadrants. Northwest quadrant. Mixed forest communities are located at the northeast and northwest quadrants. Within the study area there are several cottages and resorts that reside along the shoreline in close proximity to the existing bridge. Northeast quadrant. Southeast quadrant.

OXTONGUE LAKE NARROWS ALTERNATIVES PRESENTED AT PIC #1 Alternative 1N: Replacement bridge on a new horizontal alignment north of the existing bridge with two-lane traffic on the existing bridge during construction. No temporary detour is required. Alternative 1S: Replacement bridge on a new horizontal alignment south of the existing bridge with two-lane traffic on the existing bridge during construction. No temporary detour is required. Alternative 2N: Replacement bridge on the existing alignment and single-lane temporary detour structure north of the existing bridge. Alternative 2S: Replacement bridge on the existing alignment and single-lane temporary detour structure south of the existing bridge.

OXTONGUE LAKE NARROWS ALTERNATIVES PRESENTED AT PIC #1 Alternative 3N: Replacement bridge on a new horizontal alignment south of the existing bridge utilizing staged construction of the new bridge. The existing bridge will be removed after construction of one lane of the new bridge and the remaining section of the new bridge will be constructed. Alternative 4N: Replacement bridge on a new horizontal alignment north or south of the existing bridge utilizing stage removal of the existing bridge. Part of the existing bridge will remain in place to serve as a single-lane detour; the remaining part of the bridge will be removed, and the new bridge constructed adjacent to the existing bridge. Alternative 3S: Replacement bridge on a new horizontal alignment south of the existing bridge utilizing staged construction of the new bridge. The existing bridge will be removed after construction of one lane of the new bridge and the remaining section of the new bridge will be constructed. Alternative 4S: Replacement bridge on a new horizontal alignment south of the existing bridge utilizing stage removal of the existing bridge. TIMING OF STUDY ACTIVITIES OXTONGUE LAKE

NEED FOR BRIDGE REPLACEMENT Oxtongue River Bridge The need for the replacement of Oxtongue River Bridge is based on the following: The bridge was constructed in 1949 (59 years old) and is in poor condition. The timber piles are deteriorating and are reaching the end of their t service life. Repairs to the existing structure are not cost effective. In 1997, the deck of this structure was rehabilitated. In January 2003, emergency timber pile repair was performed to correct the failure of several structural timber piles.

This seven span structure is constructed primarily from cast-in-place concrete, steel I- beams, timber piles and abutment walls. MNR considers the Oxtongue River a coldwater system which includes brook trout, white sucker, smallmouth bass and forage species. EXISTING CONDITIONS OXTONGUE RIVER An MTO Parkette is located in the southwest quadrant. The general composition of land use within the study area is a mix of vegetation, rock outcrops and two resorts west of the bridge. Northeast and west quadrants. Southeast and west quadrants. Located on the northeast side of the Oxtongue River Bridge is the Oxtongue River - Ragged Falls Provincial Park. Bridge and southeast quadrant. Bridge and southwest quadrant.

Alternative 2S: Replacement structure on the existing alignment and singlelane temporary detour structure south of the existing bridge to carry traffic during construction.

The existing bridge will be removed after constructing one lane of the new bridge south of the existing bridge and construction of the new bridge will be completed.

TIMING OF STUDY ACTIVITIES OXTONGUE RIVER

COMMUNITY ISSUES AND CONCERNS The following outlines the key community issues and concerns expressed to the Project Team to date and from PIC # 1: Avoid impacts to local businesses, residential homes, seasonal residents and cottages during construction and after completion. Safety of those throughout the community who travel through the Oxtongue area by car, boat, bicycle, walking and ATV. Post a reduced speed limit. Concerns regarding construction impacts and timing of construction activities. Concerns with safety and sightlines. The sidewalk should be on the south side of the bridge instead of the north side. Minimize disruption to property. The economy of Oxtongue is driven 100% by tourism. Provide access for emergency services during construction. Keep the waterway open during the peak season of July September. Demolition of both bridges should include the removal of all piers and abutments that are no longer required.
