SIREN TEST NOTICE Fall 2013 To prepare for the unlikely event of an emergency at the San Onofre Nuclear Generating Station (SONGS), federal regulations require annual testing of the Community Alert Siren System. Even though the plant is decommissioning, the need for a siren test remains a regulatory requirement. The siren system is a network of 50 sirens strategically placed through the plant s Emergency Planning Zone (EPZ), an area within a 10-mile radius of SONGS. The EPZ includes the cities of San Clemente, Dana Point and San Juan Capistrano as well as Marine Corps Base Camp Pendleton, State Parks and some unincorporated areas of Orange County. This year s test will take place: Wednesday, Oct. 16, 2013 from 10 a.m. to noon Remember: THIS IS ONLY A TEST During the test, you will hear a long, steady siren sound. The sirens will be sounded several times for approximately three minutes each time. In some areas, a separate test of the public address feature may be conducted. This feature may be used in some jurisdictions to alert local populations to other emergencies or provide specific directions. In a Real Emergency, Turn on the Radio or TV If you hear the sirens sound, tune your radio to KWVE FM 107.9 (Santa Ana) or KOGO AM 600 (San Diego) or turn on your television for instructions. Sign up for AlertOC AlertOC is a mass notification system designed to keep Orange County residents and businesses informed of emergencies. By registering with AlertOC, time-sensitive voice messages from the county or city in which you live or work may be sent to your home, cell or business phone. Text messages may also be sent to cell phones, email accounts and hearing-impaired receiving devices. An AlertOC message will be sent to the residents of San Clemente, Dana Point and San Juan Capistrano on Oct. 14, 2013, as a reminder of the planned annual siren test. For more information and to self-register, please go to www.alertoc.com. 2
Decommissioning San Onofre Nuclear Generating Station Southern California Edison (SCE) formally notified the Nuclear Regulatory Commission (NRC) on June 12, 2013, that it had permanently ceased operation of Units 2 and 3 on June 7, 2013. The notification, called a Certification of Permanent Cessation of Power Operations, sets the stage for SCE to begin preparations for decommissioning. Decommissioning is a well-defined NRC process that involves safely transferring the used fuel into storage, followed by the removal and disposal of radioactive components and materials. Longer term, this process calls for reducing residual radioactivity to a level that supports termination of the NRC license. SCE will provide decommissioning updates at www.songscommunity.com. Even though the plant is not operating, the need for emergency planning siren tests remain a regulatory requirement. SCE is committed to ensuring the safety of its employees and the public throughout the decommissioning process. Special Assistance In the event of a real emergency, special assistance services exist for those in need or who have disabilities. If you live or work in the cities of Dana Point, San Clemente, San Juan Capistrano or unincorporated areas within 10 miles of the San Onofre Nuclear Generating Station, you can submit a Disaster Special Assistance Request Card and receive help during emergencies.
