Resilient Coastal Communities Initiative NOAA Coastal Resilience Networks Grant Program Grant Award to NJDEP; project duration: June 1, 2014 May 30, 2016 Project Partners: NJDEP - NJ Coastal Management Program Jacques Cousteau National Estuarine Research Reserve Rutgers University - Bloustein School Sustainable Jersey New Jersey Future Monmouth University - Urban Coast Institute 4

Resilient Coastal Communities Initiative Project Objectives: 1. Provide assistance to communities either affected by Sandy and/or vulnerable to future storms; 2. Implement strategies that reduce risk and vulnerability to coastal hazards; 3. Provide necessary tools, guidance and technical assistance for coastal resilience planning; 4. Advance government policy and practice that support community-based recovery and resiliency efforts; and 5. Establish a Resilient Coastal Communities Initiative within the NJ Coastal Management Program 5

Resilient Coastal Communities Initiative Four Primary Tasks: 1. Coastal Hazards Vulnerability Assessment 2. Coastal Hazard Response Tool Development 3. Resiliency Planning Expanding Existing Efforts & Capacity 4. NJ Coastal Management Program Design and Implement Resilient Coastal Communities Program 6

Resilient Coastal Communities Initiative Task 1: Coastal Hazards Vulnerability Assessment For all 239 coastal communities provide basic vulnerability assessment: a. Coastal Vulnerability Index (CVI) Summary measure of flooding risk b. Overlay CVI map with critical local infrastructure & facilities c. Narrative that explains this analysis and potential risks d. Invitation to participate in larger project (i.e., deeper analysis; management options) 7

Resilient Coastal Communities Initiative Task 2: Coastal Hazard Response Tool Development Currently, no clear, comprehensive, single guidance document (specific to NJ regulatory requirements). Develop a NJ-specific Municipal Coastal Hazard Response Guide (web-based) Identifies appropriate planning responses, tools, and best management practices. The Municipal Coastal Hazard Response Guide will build on the Getting to Resilience (GTR) tool Assist in the development of municipal resiliency plans. 9

Resilient Coastal Communities Initiative Task 3: Resiliency Planning Expanding Existing Efforts & Capacity Engage 40-50 volunteer communities to participate in project Conduct Getting to Resilience tool in all towns Use vulnerability assessment as background Support community use of Municipal Coastal Hazard Response Guide Develop community-specific response actions to improve municipal resilience, e.g., plans, ordinances, projects. Community-Based Resilience Planning Workshop For planning practitioners Focus on presenting effective methods for assessing coastal vulnerability, addressing coastal hazards and reducing risk. Recommendations to improve 1) the Response Guide, and 2) State level policies, regulations and programs related to local resilience. 10

Resilient Coastal Communities Initiative Task 4: NJ Coastal Management Program Establish Resilient Coastal Communities Initiative Document and evaluate project experiences Identify recommended changes to current State policies and regulations Use information to design and establish a formal, standing Resilient Coastal Communities Initiative (or Program) 11

NJDEP Municipal Public Access Planning Grant Program Public Access The public has the right to access tidal waters and their shorelines Guaranteed by the Public Trust Doctrine Principle that certain resources, in this case tidal waters and shorelines, are preserved for public use, and that the government is required to maintain them for the public's reasonable use. 12

NJDEP Municipal Public Access Planning Grant Program Municipal Public Access Planning DEP Public Access Rule (NJAC 7:8-11) Towns may develop and implement municipal public access plans (must border tidal waters) Enhance availability and quality of public access DEP will work one-on-one to assist communities Plan reflects local priorities and needs NJ Office of Coastal Management provides planning and technical support 13

NJDEP Municipal Public Access Planning Grant Program Post-Hurricane Sandy: Community resilience considerations must be part of all local planning efforts -- integrated planning Including public access planning 14

NJDEP Municipal Public Access Planning Grant Program Municipal Public Access Planning Grant Program: Competitive; prescribed proposal format and content Eligibility: Border tidally-flowed waters All proposals must include public access plan component Resilience planning component optional Awards Up to $15,000: municipal public access planning/plan Up to $15,000: development of coastal vulnerability assessment report Total may not exceed $25,000 15
