Adoption of The 2007 Dallas Fire Code

The 2007 Dallas Fire Code is based on the 2006 International Fire Code. The 2006 International Fire Code is designed to meet more universal needs, through model code regulation, for communities large and small. Local amendments are included to address regional and local issues. 2

Using the International Code as a basis provides answers for code officials across the world who recognize the need for an up-dated fire code to address conditions that are hazardous to life and property from fire explosion, hazardous material storage, handling and use. It also provides consistency in fire code regulations across the world. 3

Is the International Fire Code Compatible? Yes, It is fully compatible with all International Codes, including: 4

Major Proposed Changes Fire and Evacuation Drill Frequency and Participation: Group B (Business) Occupancies - annually - with all employees Group R-2 R 2 (Multi-family including apartment, dorms, etc.) Occupancies Four drills annually with all occupants High-rise buildings quarterly with all employees and occupants 6

Prior to issuing permits for fireworks display: A plan for establishing procedures to follow and actions to be taken in the event that a shell fails to ignite in, or discharge from, a mortar or fails to function over the fallout area or other malfunctions shall be provided to the fire code official. 7

Private Hydrants: Private hydrants will be required to be painted to eliminate confusion between private hydrants and newly installed City hydrants. Currently private hydrants are red which is the same color as new hydrants which have not been placed in service. The barrel will be painted Kelly green (private) vs. silver (City) and the top will be color coded to reflect the size of the main. 8

Emergency Radio Communications All buildings in which the type of construction or distance from an operational emergency services antenna or dispatch site does not provide adequate frequency or signal strength shall be required to provide, install and maintain equipment to strengthen the radio signal. The radio signal shall meet the minimum input/ output strengths according to the emergency radio system s s provider and system manager. 9

ISO RATING The foundation document used for rating a municipal jurisdiction s s fire protection in Texas is the 1980 Edition of the Fire Suppression Rating Schedule (FSRS), developed by the Insurance Services Office (ISO). 17

Recommendation The 2007 Fire Code will be submitted to the Dallas City Council for adoption in May, 2007. The Dallas Fire-Rescue Department recommends adoption of this code. 18
