Emergency Procedures Protocol This document has been designed for all University Community members as a guide during Emergency situations. It is part of a comprehensive Emergency Action Plan which relies on the ability of all community members to effectively respond to emergency situations. Being familiar with this guide, the evacuation routes from each room, the tornado safe spots in the area, emergency phone numbers and post-evacuation places of gathering is a way for each community member to actively participate in their own safety as well as that of their colleagues, students and University visitors. Emergency Contact Information: Ohio Dominican Public Safety Department Phone number: 614-251-4700 Life threatening emergency calls can be directed immediately to 911, but should ALWAYS be followed up with a call to Public Safety so that 911 responders can be directed by Public Safety to your exact location. Public Safety s main office is located in the Bishop James A. Griffin Student Center, Suite 116. Emergency Management Guidelines: Know your environment o What are my evacuation routes? o Where is my tornado evacuation spot? o How do I shelter in place in this room? STAY CALM If you are one of the people who are reading this, people are going to be depending on you and taking cues from you on how to act in an emergency. Make intentional choices about responding to the situation you are in instead of reacting. Act as you would want someone else to act for you. Control the flow of information. Repeat facts that you know to people who need to know those things for their own safety. Do not talk to the media unless the Office of Public Relations and Communications or University Administration has approved it.

If you find yourself in charge of an area, be sure to delegate. Giving people you trust things to do helps others feel like they are being helpful and it frees you up to see the overall picture. Be aware of the dangers around you. Help when you can, but understand your limitations and that endangering yourself or others does not help. Remember that people s personalities are going to be a factor in an emergency. Stress causes a wide range of behavioral traits to come to the surface; some of which can be helpful and others quite difficult to deal with. Do not let yourself become frustrated. Acknowledge and proceed as best as possible. Tornado Warning: Tornado warnings are issued by the National Weather Service. Once you are notified by Public Safety or the Franklin County Outdoor Warning Siren System, seek shelter area in your building. DO NOT go outdoors during a warning. If you are outside, get to the nearest building. All individuals should work together to account for people that were in their area prior to seeking shelter. If anyone is determined to be missing, the area supervisor or a representative must contact Public Safety to report the missing individual. If there is any building damage or injuries, as soon as it is safe to do so, contact Public Safety at 614-251-4700 to report them. If the injuries are severe contact 911 first, then contact Public Safety. If the building is severely damaged, evacuate as soon as it is safe to do so and go to Alumni Hall or another area as directed by Public Safety. Utility Failure: In the event of a utility failure (power, water, phone or gas) contact University Facilities at 614-251-4547. If there is no answer or there is a perceived risk to people or property due to the outage, contact Public Safety at 614-251-4700. If safe, remain in place and wait for further directions from Public Safety or University Administration. Emergency lighting is designed for evacuation purposes, not continued occupation of a building. If you are not contacted and are unable to contact Public Safety during a power outage, evacuate the building within the first 30 minutes after your initial call. Do not attempt to use elevators to evacuate. Refer to the section titled, Evacuation of the Mobility Impaired if necessary. The determination of a campus closing will be made by the Vice President for Finance & Administration s Office and if there is to be a closure, that information will be disseminated through all available channels of communication.

Suspicious Package: If you notice a suspicious package on campus: Notify Public Safety at 614-251-4700. DO NOT touch or move the package. DO NOT pull the fire alarm. If you have come into contact with it, wash your hands and wait for emergency personnel to arrive and advise. Keep track of all people who came into contact with the package. Immediately report any signs of injury or illness. Emergency personnel or university officials will determine if an evacuation is justified. If an evacuation is deemed necessary, report to the area designated by Public Safety. Illness/Injury: For Students: o All injuries should be reported to Public Safety at 614-251-4700. They can provide first aid, document the injury appropriately and act as a liaison for on or off campus emergency resources if determined to be necessary. o A non-emergency can be addressed by the University Wellness Center in the Griffin Center, Suite 235. That contact number is 614-251-4570. For Faculty and Staff: o A workplace injury or related illness should be reported to your supervisor immediately. o On campus, you can seek treatment by contacting either Public Safety, visiting the Wellness Center, or if it is an emergency, contacting 911 followed by a call to Public Safety to ensure the quick direction of EMS to you. o After the treatment of a workplace injury you are required to contact Human Resources at 614-253-3560 to obtain Worker s Compensation information. Fire: If you see a fire or smoke, pull the fire alarm. Evacuate the building and call Public Safety at 614-251-4700 or 911 (follow up with a call to Public Safety if you call 911). Faculty and staff are responsible for evacuating their offices or classrooms. If trapped, retreat, placing as many doors between you and the fire as possible, closing them as you go through. Signal your position from a window and call Public Safety if possible. If able to do so safely and effectively, assist handicapped persons. If the fire is very small and you know how to use a fire extinguisher, attempt to put it out. If you choose to do so, be prepared to evacuate at any given moment.

If you are forced to travel through smoke, stay low and use available cloth (shirt, coat, tie, scarf ) as a breathing filter. Before exiting a door, touch it. If it is hot, DO NOT open it. Unless instructed otherwise, get 100 feet from the building and account for those who were in the same room that you evacuated. Report anyone who is missing to Public Safety or the Fire Department, then proceed to Alumni Hall or other designated shelter area and await further instructions. Bomb Threat: Bomb threats may be discovered by being notified specifically or discovered by accident. The first priority in either case is to become as fully aware as possible and gather as much information as you can. The vast majority of bomb threats are false. Do not evacuate the building if you receive or discover a bomb threat. After you receive the threat, use a land line to call Public Safety at 614-251-4700. If the threat was called in, you will be asked to complete a questionnaire about the call, so try to remember and be aware of anything and everything you can from the call. Do not use cell phones if a bomb threat has been made because those frequencies can be used as a detonation trigger. The determination for an evacuation will be made by University Administration or law enforcement. If the call is made to evacuate, unless told to go elsewhere, evacuate to Alumni Hall. If you see an unusual package once you become aware of a bomb threat, report it to Public Safety using a land line and follow the suspicious package protocols posted above. Public Safety or emergency personnel will give further instructions or clear people to reenter the building. Hazardous Material: An essential aspect of Hazardous Materials safety is being aware, before a spill or unwanted exposure, of the dangers that any materials in your area may pose. Being prepared for the worst is crucial to Haz-Mat safety. To report an incident contact Public Safety at 614-251-4700. Be prepared to provide information about: The location of the spill Any injuries caused by contact with the material Approximate amount of the material Any apparent reactions to the material Type of material spilled, if known Shut down any equipment or processes near a spill, if you can do so safely.

If you know the correct procedures for this type of incident, put them into action. If you do not know what to do, evacuate that area and close doors to limit potential exposure areas as leave. Account for all people who were potentially exposed and wait approximately 100 feet from the building for Emergency Responders or Public Safety to give further instructions. Evacuation of the Mobility Impaired: Be aware if you have a handicapped person who may need assistance during an evacuation, either in your classes or as a colleague. Ambulatory Individuals: o If the person is ambulatory (not in a wheel chair) assistance can be provided by guiding them down stairs and to exits during a time when people may not be cognizant of their needs. Non-ambulatory Individuals: o If the person is non-ambulatory, they will be in or have access to a wheel chair. To assist them: Contact Public Safety at 614-251-4700 and provide the person s current location. Move the individual to the individual to the top of the nearest stairwell and await assistance for as long as it is safe. If that area is not safe or if it becomes unsafe while you wait, move that individual to the nearest safe room and close the door, alerting Public Safety of the change of location. If the situation becomes life threatening and no Emergency Officials or Public Safety officials have arrived, enlist the help of another person and attempt to evacuate the handicapped individual via the posted emergency routes. Reminder: In the case of a fire or other emergency that can affect power, do not use elevators to evacuate. Active Shooter: An active shooter is a person who appears to be actively engaged in killing or attempting to kill people in a populated area; in most cases active shooters use firearm(s) and there is no pattern or method their selection of victims. If at any time faculty or staff witness an individual inside a building with a gun or hear what they believe to be gun shots in their building, the following steps should be taken immediately: All persons in common areas should take shelter in a room that can be locked.

If your room can t be locked, place a barricade in front of the door if possible, or determine if there is a nearby location that can be reached safely and that can be secured or if you safely exit the building. Faculty and staff members that are not in the immediate area of the heard shots should quickly check the hallway outside their rooms and have anyone in that hallway enter their room. Faculty and staff should then shut the doors to their rooms/offices and lock them. If the door opens inward, place a barricade in front of the door. Turn off the lights in your room/office and have everybody in the room get down on the floor. Everyone should be away from the windows and against a wall or anything that provides protection and concealment. Should you have any way (cell phone, etc.) to contact ODU Public Safety at 614-251- 4700 or dial 911, you should do so as soon as possible and provide any information that you have. All persons in your room should stay in position until otherwise notified by authorities. Unfamiliar voices may be the shooter attempting to lure victims from their safe space; do not respond to any voice commands until you know that they are being issued by a police officer. ODU Alert will be used to contact all ODU community members to inform and direct them in the quickest possible fashion.
