WHERE: WHEN: Granby Town Hall, 1 st Floor 10 West State Street Granby, MA 01033 Thursday, May 10, 2018 at 7:00 PM PURPOSE: The purpose of this hearing is to inform the public of the proposed roadway improvement project on Granby Road/West State Street (Route 202) and to provide an opportunity for public question and comment. All questions and comments raised at the hearing will be reviewed and considered to the maximum extent practicable. PROPOSAL: The proposed project consists of resurfacing the roadway from Lyman Street in South Hadley to Pleasant Street in Granby, a length of approximately two miles. The proposed roadway work will involve milling and paving the roadway and restriping to provide buffered bike lanes. New curbing will be installed at the road edges along with new ADA compliant sidewalks on both sides of the road for the majority of the length of the project. The proposed typical cross section will consist of two, 12-ft travel lanes, two 5-ft bike lanes with 3 foot buffers, curbing and two 5-ft sidewalks. A secure right-of-way is necessary for this project. Acquisitions in fee and permanent or temporary easements may be required. The Commonwealth of Massachusetts is responsible for acquiring all needed rights in private or public lands. MassDOT s policy concerning land acquisitions will be discussed at this hearing. Written comments received by MassDOT subsequent to the date of this notice and up to five (5) days prior to the date of the hearing shall be displayed for public inspection and copying at the time and date listed above. Plans will be on display one-half hour before the hearing begins, with an engineer in attendance to answer questions regarding this project. A project handout will be made available on the MassDOT website listed below. Written statements and other exhibits in place of, or in addition to, oral statements made at the Public Hearing regarding the proposed undertaking are to be submitted to Patricia A. At the conclusion of the hearing, MassDOT will review all of your comments and, where feasible, incorporate them into the design of the project. We recognize that road and bridge construction can create inconveniences for the public. MassDOT places a great deal of emphasis on minimizing the temporary disruptive effects of construction. WHY A PUBLIC HEARING? WHAT IS A PUBLIC HEARING? To provide an assured method whereby the Commonwealth of Massachusetts can furnish to the public information concerning the State s highway construction proposals, and to afford every interested resident of the area an opportunity to be heard on any proposed project. At the same time, the hearings afford the Commonwealth an additional opportunity to receive information from local sources which would be of value to the State in making its final decisions to what design should be advanced for development. WHY NOT A VOTE ON HIGHWAY PLANS? The hearings are not intended to be a popular referendum for the purpose of determining the nature of a proposed improvement by a majority of those present. They do not relieve the duly constituted officials of a State highway department of the necessity for making decisions in State highway matters for which they are charged with full responsibility. WHAT DOES A PUBLIC HEARING ACCOMPLISH? It is designed to ensure the opportunity for, or the availability of, a forum to provide factual information which is pertinent to the determination of the final alternative considered by the state to best serve the public interest, and on which improvement projects are proposed to be undertaken. It is important that the people of the area express their views in regard to the proposal being presented, so that views can be properly recorded in the minutes of the meeting. These minutes will be carefully studied and taken into consideration in the determination of the final design.

TO SAFEGUARD THE PROPERTY OWNER If your property, or a portion of it, must be acquired by the State for highway purposes in the interest of all people of the Commonwealth, your rights are fully protected under the law. Briefly, here are some of the answers to questions you might ask. 1. WHO CONTACTS ME? Representatives of the Right of Way Bureau of the Massachusetts Department of Transportation s Highway Division. They will explain the impacts and your rights as protected under Massachusetts General Laws Chapter 79. 2. WHAT IS A FAIR PRICE FOR MY PROPERTY? Every offer is made to ensure that an equitable value is awarded to you for the property, or to appraise the damage to the property as a result of the acquisition. MassDOT appraisers, independent appraisers, MassDOT Review Appraisers and a Real Estate Appraisal Review Board may all contribute in arriving at an award of damages. The State also pays a proportionate part of the real estate tax for the current year for fee takings, and interest from the date the property is acquired to the payment date, on all impacts. 3. MUST I ACCEPT THE DEPARTMENT S OFFER? No. If, after the figure established as market value has been offered to the owner, the owner feels he or she is not being offered a fair price, he or she has the right, within three years, to appeal to the courts. Pending a court decision, he or she can be paid on a protanto basis (or for the time being ) that in no way prejudices the court appeal. 4. WHAT WILL HAPPEN TO MY HOUSE? The owner will have the opportunity to buy back his or her house, provided he or she has a location to which it can be moved, and the proper permits for its removal. If the owner does not wish to repurchase, the house will be advertised for bids. The highest bidder, who must also have a location and permits for removal, will be awarded the house. Otherwise, the structure will be slated for demolition. 5. WHAT HAPPENS IF I MUST RELOCATE? In addition to the market value of the property, the Department pays certain relocation benefits for both owners and tenants of acquired residences and businesses who meet eligibility requirements. Assistance in relocation is also provided. Department brochures are available for details on these benefits.

South Hadley/Granby, Massachusetts Reconstruction of Granby Road/West State Street (Route 202) Project Description Purpose and Need: The purpose of this project is to improve the roadway condition by milling and resurfacing the existing deteriorated roadway. The project is considered a 3R project. New sidewalks will be constructed in accordance with the Healthy Transportation Policy. The existing horizontal and vertical roadway geometry will be retained. Depending on constraints such as wetlands, stream crossings, and right of way, a design exception may be required from the Healthy Transportation Policy requirement to have sidewalks on both sides of the road. The project proposes to rehabilitate the deteriorated roadway from the intersection of Granby Road and Dartmouth Street, South Hadley to the intersection of West State Street and Pleasant Street, Granby. The rehabilitation will also provide both bicycle and sidewalk connectivity on both the east and west bound sides on the road from the existing sidewalks at Ridge Road in South Hadley, east to Pleasant Street in Granby. The existing two lane vehicular traffic roadway has deteriorated with a great deal of alligator, longitudinal cracking, raveling and rutting. This project would be served well by shared transportation improvements for the local commercial and the industrial base of South Hadley and Granby from an improved transportation corridor between the two towns, Interstate 91, Interstate 90 and their communities. The primary asset along this stretch of road way is residential property and local commercial and light industrial properties. These roads are more of a major street connecting residential areas to a town center or major connector for Massachusetts residents heading north and south on Interstate 91, and east and west on Interstate 90, and for residents from the town of South Hadley and Granby heading west to the town of Holyoke and Interstate 91 which heads southerly to the city of Springfield, southerly to the State of Connecticut and Interstate 90 which heads west towards the state of New York or east towards the city of Worcester and Boston, Massachusetts. Location and Limits: As of May 31, 2015 the average daily traffic is approximately 12,842 vehicles per day, of which 2.0% is comprised of trucks. Two lanes together carry two-way traffic in a westerly and easterly direction. The westerly direction (West State Street-Route 202) project limits continues from Pleasant Street in the town of Granby, heads west towards South Hadley (approximately 3600 feet), turns into Granby Road-Route 202 at the South Hadley/Granby town line at the intersection with East Street and continues west and ends east of Lyman Street/Old Lyman Road at Dartmouth Street, approximately 8,400 feet. Granby Road and West State Street are part of the National Highway System and has a design speed of 40 and 45 miles per hour. Both roads are classified as Urban Principal Arterial or Rural Minor Arterial Roadways. Existing Conditions: The existing roadway is a two lane, two way vehicular traffic roadway consisting of bituminous concrete (hot mix asphalt). The project length is approximately 12,000 and runs from the intersection of Granby Road at Dartmouth Street, South Hadley to the intersection of West State Street at Pleasant Street, Granby. The existing layout of Granby Road and West State Street is 60 wide. Two-way traffic is carried by two, 12 wide, travel lanes for the entire project limits of Granby Road and West State Street. The east bound travel lane widens to 24, 200 west of the intersection of Pleasant Street allowing a right hand turn lane onto Pleasant Street. Sidewalks are located on both sides of the roadway for the town of South Hadley only. The east and west bound sidewalks begin at the intersection of Lyman Street/Old Lyman Road, the

east bound side ends at Ridge Road and the west bound side ends at Mountain View Street, South Hadley. Existing overhead electrical and communication lines are located 4-8' south of the edge of pavement on the southern side of the roadway the entire length of the project. Underground water utilities are located in the street along the northern edge of the roadway the entire length of the project. The two underground sewer utility lines along Granby Road in South Hadley are located along the north and south sides of the road. The two underground sewer utility lines along West State Street, Granby are also located along the north and south sides of the road. There are existing surface and underground storm water utilities located throughout the project on both sides of the roadway for the entire length of the project. Roadway storm water drainage is captured by catch basins that are located within the project limits. The water is directed to several outfall locations located along the existing roadway. Proposed Improvements: The reconstruction of the roadway will occupy a similar footprint to the existing infrastructure, located within the existing roadway footprint with minor widening and will accommodate two 12 ft. wide vehicular travel lanes, two 8 ft. wide shoulders to allow for bicycle traffic, granite curb and two 5 foot wide concrete sidewalks for pedestrian traffic, one on each side of the roadway. The total proposed roadway width from back of sidewalk to back of sidewalk is 50 feet. Right of Way: The proposed roadway improvements will require Right of Way (ROW) acquisitions in the form of temporary easements and permanent construction easements. MassDOT will be responsible for acquiring all necessary rights on affected property. Traffic Management: Construction techniques will be accelerated to the maximum extent possible in order to minimize construction time and impacts to traffic. Route 202 will be open to traffic during construction with two lanes open during peak hours. During roadway construction, traffic will utilize one lane of alternating traffic with police and/or flagger control. Project Schedule: The design plans displayed at this meeting are at the 25% stage completion. Comments made at this design hearing will be incorporated to the maximum extent feasible in the final design. Construction is expected to begin in 2020 with completion in 2022. Project Cost: The construction cost is estimated to be approximately $4.7 million and will be funded by Federal and State funds. Environmental Permitting Status: Although this project qualifies as a functional equivalent of existing infrastructure, filing with the local Conservation Commissions will be required because of the number of proposed drainage systems. Although some work will be adjacent to existing wetlands to replace the existing cross culverts and installation of headwalls, it is anticipated that no wetlands will be permanently filled. The Contractor will be required to prepare a Storm water Pollution Prevention Plan and adhere to the plan to control storm water and prevent the movement of sediment from the construction site. The Contractor will file a Notice of Intent including this plan with the U. S. Environmental Protection Agency for a National Pollution Discharge Elimination Systems (NPDES) Construction Management General Permit 72 hours prior to the start of construction.
