FH Evacuation Procedure for artists 1. Telephone Number and Manual Call Points (MCP) The number to be used for all emergencies is 020 7921 0999, or extension 0999, which calls the telephone situated in Security Control. The caller must identify themselves giving their name and location to Security. The emergency number or manual call point should only be used in the following circumstances: Fire/suspicion of fire Suspicious package or person Urgent first aid response required Incident requiring immediate security response 2. When there is an activation, a) SC Security Control contacts the Security Duty Manager by radio who will investigate the alarm activation b) SC Security Control will inform all radio users of the Amber (suspected) incident via an All adio Message, giving the location and type of incident and will end the message. c) The Security Duty Manager will liaise with the Visitor Experience Duty Manager (VSDM) via radio VSDM/Group 12 and advise that an activation has been received d) The VEDM will meet with the SDM and Production Manager and will decide whether to evacuate in liaison with the Production manager and Security Duty Manager. The VEDM will also consider if this is a false alarm. The normal meeting place to discuss what action will be taken will be outside the FH Artists entrance, if this exit is compromised the alternative exit will be SC Square doors e) The Security Duty Manager/VEDM will confirm the evacuation to SC Security Control (i.e. full evacuation alarms to be activated if not already done so) f) SC Security Control will inform all radio users of the alarm activation via an All adio Message giving the location and type of incident and instruct all to evacuate i.e. Mr Sands is in the basement, evacuate the building immediately. The All adio Message will be kept open by Security Control for the duration of the incident until the All Clear has been given and instructed to close the message by the VSDM. g) SC Security Control advises the Chief Fire Marshal to proceed to the Assembly Point h) The VEDM makes radio contact with the Artists Escort via Production All/Group 7 and informs them of the cause of the incident and which exits and escape lifts are not available. If known, advise if a false alarm or real incident. Note: radios must be used for essential communications only 3. In an evacuation, the VEDM or if they are unable, Security Duty Manager instigates the Business Continuity Plan Call Tree as required as detailed in the Operating Statement Business Continuity Planning Out of Hours Contacts. 4. The Security Duty Manager is responsible for making contact with the relevant Services via SC Security Control and for meeting them when they arrive on site with VEDM in attendance as the person in charge of the emergency response.
5. Production staff should prepare to raise the houselights thereby informing the artists that the performance is to be interrupted, and ensure the announcement microphone is ready for use by the Visitor Experience Duty Manager (VSDM). If the VEDM is not available to make the stage announcement they will delegate to the Production Manager/Technical Supervisor or AVSM (see Appendix B Stage Announcement Text). If the announcement microphone is not available, e.g. due to power outage, the stage evacuation announcement must be given without amplification. 6. The stage evacuation announcement will indicate clearly which auditorium exits and escape lifts are not to be used. The VEDM will inform the Senior Member of Production Staff separately which back of house exits are not to be used. At this point Production staff must position themselves to ensure artists use only the safe exit routes. 7. On completion of the stage evacuation announcement, the Artists Escort should direct artists to the Assembly Point via the nearest available safe emergency exit route, advising that any instruments that may cause an obstruction or delay the procedure should be left behind. Every effort must be made to avoid panic. 8. Evacuation of Artists in Wheelchairs Wheelchair users and those with limited mobility should be advised to wait and informed that they will be redirected by Production staff to the nearest available refuge point (Appendix C efuge Point Locations and Instructions). Production staff should escort artists in wheelchairs and other artists with walking or other disabilities to the refuge point nearest to the available advised escape lift. At the refuge point, use the press when occupied button and speak to Security. Confirm the refuge point number as indicated on the sign above the call point. Production staff should reassure the wheelchair user that they have gone to further alert staff to their location. Production staff should evacuate via the nearest available safe emergency exit and proceed to the Assembly Point. Production staff should report to the Evacuation Marshal, the number of wheelchair users and the refuge point location reference number who in turn reports this to the Chief Fire Marshal for co-ordination with Security. Escape Operators as defined in the Escape s Operational Procedure oyal Festival Hall should operate the escape lifts to assist the evacuation of wheelchair users and those with limited mobility from efuge Points. Production staff are responsible for using the stage lifts to assist the evacuation of artists in wheelchairs or with limited mobility from the stage. Note: the FH stage lifts are not linked to the FH fire alarm system. 9. The Artists Escort will escort the artists at Southbank Centre Square to the Flagpole in Jubilee Gardens. 10. A search of all backstage areas must be made to ensure all have left the area. The areas for the Evacuation Marshal, and Senior Member of Production Staff (if available) to check are listed below. Staff must follow the last artists out of the exits and close the door firmly behind them before proceeding to the Assembly Point. However, if an artist should fall on the exit stairs and be unable to evacuate, staff should leave the injured party and radio for help, giving the exit number and location. A brief explanation should be given to the injured party explaining that they are in a protected route and to remain calm. 12. All production staff at the Assembly Point should report to the Evacuation Marshal who in turn will report to the Chief Fire Marshal. 13. On seeing/hearing the evacuation alert non-sc employees, including but not limited to the Bars Operator, cleaning staff, maintenance etc. should clear their immediate area and evacuate to the Assembly Point and report tot their nominated representative. 14. The Security Duty Manager will co-ordinate their team to begin to sweep the building and will prioritise evacuation of those in any immediate danger. 15. The Security Duty Manager will inform the Chief Fire Marshal and VEDM once the FH is clear. 16. No-one should re-enter the building(s) unless authorised by the VEDM or Security Duty Manager in charge of the incident response, until the All Clear has been given. Authorised people must wear a high visibility tabard labelled Authorised which are stored at each Artists Entrance. 17. While awaiting the ALL CLEA, staff should not enter into any discussion/speculation with the public about the nature of the emergency. If they are approached by anyone attempting to gain access to the building, they should: Apologise for any inconvenience State that we have an emergency situation and that the building has had to be evacuated Say that all customers will be advised when the ALL CLEA has been given 18. The VEDM will be given the ALL CLEA by the Services Officer in charge of the incident. After this point the alarm panel can be reset by SC Security Control. 19. The VEDM gives the ALL CLEA to the Chief Fire Marshal and the Artists Escort at the Assembly Point. On receiving this message the Artists Escort should escort the artists back to the building, entering via SC eception. 20. The VEDM informs the Security Duty Manager that Security should return to the building and prepare to open the doors. 21. The Security Duty Manager confirms to the VEDM when the building is ready to reopen to staff. 22. The VEDM will then inform via an All adio Message the AVSM that Hosts and artists should return the building, entering via SC eception. 23. The VEDM confirms Security and Hosts are in position to the Chief Fire Marshal who relays the All Clear message to the remaining staff at the Assembly Point. All remaining staff should reenter the building via the SC eception. 24. VEDM via an All adio Message should confirm that the building(s) can be re-opened to the public (if applicable) and advises SC Security Control that the All adio Message can be closed 25. In the event that it is necessary to invacuate (i.e. keep people/staff inside the building) the VEDM in consultation with Security will inform radio users via an All adio Message of any necessary action.
