Erik s work focuses on land use and real estate development potential and fiscal analysis to inform policy and investment decisions and to develop strategies for growth and redevelopment, infrastructure investments, and policy implementation. Erik is actively involved in the Puget Sound planning community and currently serves on the Capitol Hill EcoDistrict Steering Committee in Seattle. Currently working with the County to develop and evaluate redevelopment concepts for 12 acres of county-owned property in central Silverdale for public and private uses. Issaquah Mixed-Use Development Feasibility Issaquah, WA (2016). Conducted a market analysis of the viability of vertical mixed-use housing development in the city, and developed policy actions for the city to encourage mixed-use development. Issaquah 2040 Housing Study Issaquah, WA (2016). Analyzed housing market and demographic trends, created a parcel-based housing inventory of units within the city, and developed future housing growth alternatives based on market conditions and the city s buildable land base. City of Edmonds Highway 99 Subarea Plan Edmonds, WA (2016). Assessed market conditions and redevelopment potential along the Highway 99 corridor in Edmonds. Mill Creek Corridor Market Analysis and Fiscal Impact Study Mill Creek, WA (2016). Assessed the feasibility of different uses and mixture of uses in Mill Creek s East Gateway Urban Village and the ability of private development to support infrastructure costs. Sound Transit Maintenance Yard EIS Bellevue, WA (2015). Assessed potential for lost transit-oriented development opportunities and tax revenues associated with the location of a light-rail maintenance yard in Bellevue's Bel-Red corridor. Ballard Market Analysis Seattle, WA (2015). Analyzed the development potential for commercial and office uses in the Ballard neighborhood for the Ballard Chamber of Commerce. City of Gresham Neighborhood Change Study Gresham, OR (2015). Conducted and managed a study analyzing the impacts of proposed bus rapid transit improvements on residential rents and neighborhood demographic changes in Gresham. Developed strategies and recommendations to encourage mixed-income neighborhoods and avoid significant involuntary, market-driven displacement of residents. Downtown Boise Housing Study Boise, ID (2014). Conducted and managed a study looking at the market for multi-family housing, achievable rents, and opportunities and challenges associated with housing development in downtown Boise. Spokane Transit Economic Impact Study Spokane, WA (2014). Analyst. Conducted a market analysis for development in downtown Spokane and quantified the anticipated economic development impacts of a proposed bus rapid transit through downtown Spokane on development. Southern Nevada Strong Opportunity Sites Las Vegas, NV (2014). Analyst. Evaluated opportunities for implementing redevelopment in the Las Vegas region. Specifically focused on transit-oriented development opportunities along Maryland Parkway where the Regional Transit Commission is considering a high-capacity transit line. Olympia Community Renewal Area Formation Olympia, WA (2013). Analyst. Conducted a market analysis for the feasibility development for different uses in five different subareas within the city, and analyzed the development feasibility and fiscal impacts of different development concepts within Downtown Olympia. LAND USE PLANNING AND INFRASTRUCTURE DEVELOPMENT Washington County South Industrial Area Infrastructure Strategy Sherwood, Tualatin, and Wilsonville, OR (2016). Currently working with the County to create a multi-jurisdiction infrastructure funding strategy for a 1,900-acre unincorporated industrial zoned area to support more intense development of the area. City of Kennewick Industrial Lands Study Kennewick, WA (2016). Analyzed the regional supply of industrial zoned land based on development readiness, analyzed the demand for industrial land by sector, and evaluated Kennewick s competitiveness for specific industrial land users. City of Corvallis Buildable Lands Analysis Corvallis, OR (2016). Conducted a parcelbased buildable lands inventory of residential property in the city s urban growth boundary and analyzed environmental constraints for development. City of Jacksonville Buildable Lands Analysis Jacksonville, OR (2015). City of Wenatchee South Wenatchee Subarea Plan Wenatchee, WA (2015). Assessed economic and development opportunities for South Wenatchee in support of a community development plan for the neighborhood. City of Hood River Buildable Lands Analysis Hood River, OR (2015). Conducted a parcel-based buildable lands inventory of residential property in the City s urban growth boundary and analyzed environmental constraints for development. Port of Douglas County Odabashian Bridge Area Investment Strategy East Wenatchee, WA (2014). Assessed economic development opportunities for a large area of vacant land along the Columbia River. Created an implementation plan for the coordinated development of infrastructure to support the development of the area in line with the economic development vision for the region. Olympia Martin Way District Study Olympia, WA (2014). Developed a strategy for making near- and long-term infrastructure improvements to support safety, access, and long-term development of the Martin Way corridor based on the local market conditions and development potential, transportation needs, stormwater issues, and input of residents and businesses. Shelton-Mason County Industrial Lands Study Shelton, WA (2014). Conducted an analysis of the demand for industrial lands by type of industrial use, assessed the supply of suitable sites, and provided assessment of strategies available to support industrial development within the context of Washington s Growth Management Act. Regional Business Zone Market Analysis Kenmore, WA (2013). Evaluated the market for different development types and economic development opportunities in Kenmore and made recommendation on changes to the City s Regional Business zone to remove barriers to potential opportunities envisioned in the City s economic development plan. Gorst Subarea Plan and Planned Action EIS Kitsap County, WA (2013). Developed different development scenarios for the unincorporated UGA and evaluated the impacts of the land use changes as part of a Planned Action EIS. Covington Comprehensive Plan Covington, WA (2012). Assessed the buildable land capacity for commercial and residential uses and the demand for residential and commercial uses within the city. Downtown Subarea Action Plan Update Planned Action SEIS Kent, WA (2012). Developed different land use scenarios for downtown Kent and evaluated the impacts of these scenarios as part of a Planned Action EIS. South Lake Union Public-Private Investment Analysis Seattle, WA (2012). Researched the changes in the redevelopment of the South Lake Union neighborhood over time to identify key public actions and analyzed the fiscal payback of infrastructure investments made by the City over time. Analysis of Commercial Density Standards Shoreline, WA (2011). Determined changes in zoning on capacity within the commercial zones and implications for the City s transportation model. Commercial Market Study Thurston County, WA (2011). Analyzed commercial development patterns over time, land value change over time, and employment trends within Thurston County as a part of a study evaluating the redevelopment potential of commercial corridors. Developed profiles of individual nodes and commercial centers within the corridors assessing the redevelopment potential of each node and its potential relative to other nodes. FISCAL AND ECONOMIC ANALYSIS Seattle Public Utilities Master Plan Seattle, WA (2016). Conducted a lifecycle cost analysis of four different alternatives evaluating the cost effectiveness of different facility configurations and locations as part of SPU s 30-year Master Plan process. Fiscal and Economic Benefits of a Mixed-Use Redevelopment Project Forest Grove, OR (2015). Evaluated the fiscal and economic benefits of a proposed mixed-use development in downtown Forest Grove and reviewed the developer's pro forma and assumptions in support of the City's negotiations with the project's developer. Seattle Paid Parking Data Model Seattle, WA (2015). Managed a project analyzing paid street parking transactions and the development of a statistical model to predict parking utilization and time of day rate setting for the City of Seattle. Point Wells EIS Edmonds, WA (2015). Analyzed the fiscal impacts of three different redevelopment scenarios for four different jurisdictions as part of an Environmental Impact Statement analysis. Lynnwood Parks, Arts, Recreation, and Conservation Plan Lynnwood, WA (2015). Developed 10-year growth projections and projected tax and fee revenues as part of updating Lynnwood's park and recreation plan Living Cully Plaza Market Assessment Portland, OR (2015). Analyzed the economic impacts related to the adaptive reuse of a shopping plaza to support local businesses by a community non-profit organization. King County Ferry District Strategic Plan Seattle, WA (2014). Developed a three- to five-year strategic plan to guide water taxi service in King County. Conducted a situation assessment of current service and finances. Worked with County staff and a project advisory group to create a vision, goals, and strategies for service and governance going forward. Shoreline LCLIP Analysis Shoreline, WA (2014). Evaluated the potential to use transfer of development rights and the Washington LCLIP incentive zoning program to incent development and the program s potential to generate new revenue for the City of Shoreline. Tukwila LCLIP Analysis Tukwila, WA (2014). Pierce County, Facilities Master Plan Lifecycle Cost Analysis Tacoma, WA (2013). Conducted a lifecycle cost analysis of scenarios evaluating leasing, owning, and/or constructing new buildings for Pierce County administrative departments. Assessed potential financing options to fund the various scenarios, and evaluated their impact on the lifecycle costs of each scenario. City of Issaquah, Infrastructure Funding Strategy Issaquah, WA (2011). Analyst. Assessed the needs and costs of providing infrastructure, parks and open space related to the Central Issaquah plan for redeveloping the city center and identified funding tools available. Pierce County, Fiscal Evaluation of Pierce County Rural Separator Area Tacoma, WA (2009). Analyst. Determined housing units, commercial building square feet, assessed value, and taxable retail sales by sub-geography in Pierce County for a baseline assessment of how County government costs and revenues are distributed. Conducted a buildable lands analysis as part of evaluating different development scenarios for the Rural Separator zone area.
